The housing and property crisis unfolding across America, particularly in the City of Chicago. It appears that not enough attention is being given to this pressing issue, which has dire consequences for countless families like mine.

My family has been directly impacted by the corruption and negligence of the City of Chicago. Our commercial/mixed-use property, which represented our generational wealth, was illegally demolished by the city. Despite our efforts to seek justice, we have faced continuous stonewalling and obstruction from city officials, including Aldermen, commissioners, Cook County President, and lawyers.

For the past six months, we have been awaiting a response from the judge in the Northern District federal court (2023 cv 6104) regarding the illegal demolition of our building and the lack of compensation from the city. Alderman David Moore of the 17th Ward has been complicit in this injustice, failing to represent the best interests of his constituents.

Furthermore, during the course of our legal battle, it has come to light that my mother was also a victim of insurance fraud perpetrated by Dennis Rafael, an insurance claim adjuster hired by the City of Chicago. Mr. Rafael's actions constitute a gross violation of my mother's rights under the 14th Amendment and exemplify bad faith insurance practices.

Despite our efforts to seek redress through the legal system, we have encountered numerous roadblocks, including false assertions of expired statute of limitations by Mr. Rafael. It is clear that there is a systemic issue of corruption and injustice within the city, which must be addressed urgently.

I am requesting your immediate assistance in arranging a meeting with you, as well as involvement from the FBI, to investigate this ongoing racket orchestrated by the City of Chicago and Cook County against black communities.

Founded on August 26, 2009, Notre Dame Affordable Housing INC.(NDAHI) was the brainchild of Charlene Marsh and Father James Watzke, a Harvard Phd, clinical psychologist, and Catholic Priest. The declared mission was to bring affordable housing with free, on-site, supportive services(including amongst other services, therapy, job training, and entrepreneurship training) for Homeless Veterans and their families, this in addition to allocating 25% of those resources to the working poor living below the national poverty level. This mission was done partly in the memory and honor of my cousin the late Formal Secretary of Veteran Affairs, Jesse Brown.
The same Jesse Brown went "across the aisle" to work with the at-time GOP Senator and former presidential candidate Bob Dole to pass landmark legislation in support of Veterans who were exposed to "Agent Orange".

In 2013, in a short sale, NDAHI purchased a building to restore and rehabilitate in the furtherance of its stated goals.
Despite noble intentions, a strong leadership team, investing over $565,000 in this project since August of 2010, and possessing the city/county certifications and deed/title to the property, proving rightful ownership, the City of Chicago's unlawfully seized the building shortly.
Despite proof that NDAHI was and is the rightful and legal owner of the property and had invested considerable funds in its development, the building in question was illegally demolished at taxpayers' expense and the City of Chicago brokered an illicit deal with a developer.
This was all done without compensation or consent on the part of the rightful caretakers and stewards of the property, that is, NDAHI.
A gate was put up around the city block and a representative upon asking what was going on and informing the City of ownership, was told,

"...you don't like it, you can take it to court, but you're not getting a dime."

True to their word, we have had to take this to court. What has ensued is a very lengthy legal proceeding due to the legal gymnastics put forth by the defense in both state and federal court.
The property is located in an Opportunity Zone, eligible for TIF, and millions of dollars have been invested in the area.
Despite these circumstances, and the blatant violations of the 5th Amendment of the Constitution of the United States of America, progress has been slow and hard. Many attorneys do not even want to take on the case because of the agencies involved, and now 53 veterans and families who we were trying to house are still out there alone in the streets of the city.
This is a disgrace, and NDAHI continues to relinquish defeat in the face of these egregious acts against those that have served and those who have supported them both at home and abroad. We do this in memory of the late VA Secretary Jesse Brown, U.S. Senator John McCain and U.S. Senator Bob Dole, proud, disabled, veterans who fought for the preservation of our republic.

NDAHI, a 501c3 foundation/Illinois Nonprofit Corporation since Aug 2010, has never asked for money before, "Operation Furniture" was internally funded and deployed when we realized the need for recently housed veterans who still did not have the furniture to make the place they sleep feel like a true "home" so we did it ourselves with little help from the community.

Unfortunately and with great grace, we are for the first time asking for help. Legal costs have now become nigh-unsustainable and yet we are committed to this fight. With the funds raised, we will continue to build back up what once was envisioned. Now with the structure demolished, we will have to start at square one.

Funds will be used for the following:
Construction of a 52-unit building with ground-level space for job training and creative exhibitions.
Onsite Therapy
Onsite Mentorship in Entrepreneurship and financial literacy

Pray that Lightfoot and Alderman David Moore can’t continue to prevent NDAHI from finishing what it started in 2009 i.e. develop the Learning Living Lab free supportive services for Veterans & the working poor families Affordable Housing & the Working poor living below the national poverty level which David Moore has done while Lightfoot look the other way because they don’t care neither one of them have never served our country or lived the National Poverty level also Carlos Nelson!!

NDAHI’s Mission is to develop and give Smart Safe Affordable Housing to 75% veterans & their families& 25% working poor living below the national poverty level with free on the premises Supportive services so they can live the American Dream because they all are heroes/sheroes by living & doing the Right Thing, they do not hurting people & they got Free Will, they can do Right or Wrong they chose The RIGHT WAY God is Good if you Believe in Him or not, when it rains it rains on Everyone it don’t discriminate!!!!

NDAHI was incorporated in Chicago, IL Aug 26, 2009 whose Mission was to develop affordable housing with supportive services on the premises for homeless veterans & families, in remembrance of my cousin the late and formal Secretary of Veteran Affairs, Jesse Brown, who went across the aisle to GOP Senator Dole to pass legislation for Veterans who were sprayed with Agent Orange, but the City of Chicago & Cook County have done everything to prevent it.

NDAHI purchased a building in 2014 in short sale to restore for affordable housing with free supportive services o the premises for homeless veterans and their families, and with a city/county certification deed/title that prove NDAHI was the rightful and legal owners of the property and had invested over $300k the City of Chicago!s department of buildings took the property from us without compensation knocked our building down, put a city gate around the property and told us if I don’t like it take them to court because they weren’t paying us a dime. They were true to their word, the property is located in a Opportunity Zone and millions of dollars have been invested in the area and I can’t find an attorney to help even though it’s a violation of the 5th Amendment and the 53 veterans & families we were trying to house are still out there on the streets. NDAHI does this to honor the late Secretary of the VA Jesse Brown and US Senator Dole, proud disabled Veteran.
