Jessica Winter joined Chesterfield Emergency Management in 2018 as the Public Outreach Coordinator. She was promoted to Deputy Emergency Management Coordinator in 2019 and, in March 2020, became the Emergency Management Coordinator.

During her time in Chesterfield, Jessica has coordinated responses to major incidents including COVID‑19, a 700‑year flood, and multiple winter storms. She introduced the use of Microsoft Teams as an incident management platform and virtual EOC during the pandemic—an innovation that led to her invitation to present at the National Microsoft Users Conference in 2021. She also developed the county’s Continuity of Operations Program and has expanded the role of volunteers in blue‑sky emergency management operations.

Jessica holds a Bachelor of Science from Penn State and an MBA from Western Governors University. Last week, our Emergency Management team—along with representatives from Chesterfield County Fire and EMS, Chesterfield County Police, and Chesterfield County Virginia Government Constituent & Media Services—participated in the Virginia Department of Emergency Management Region 1 America 250 Exercise. The exercise simulated a severe weather event during a Fourth of July celebration, providing a realistic scenario to practice coordinated response.

This functional exercise helped us strengthen coordination, sharpen our preparedness skills, and ensure we’re ready to support our community during large‑scale events.

Functional exercises like this are especially important because they allow teams to practice real‑time decision‑making, test communication systems, and identify gaps before an actual emergency occurs. They give us the opportunity to apply plans in a realistic setting, build confidence, and enhance our ability to respond quickly and effectively when it matters most.

Proud of the teamwork and dedication shown by everyone involved!

This week is Week and it couldn’t come at a better time with the hot temperatures in the forecast. We’re helping spread awareness about the dangers of extreme heat and how to stay safe. ☀️

Extreme heat can lead to serious health issues like heat cramps, heat exhaustion, heat stroke, and even death. Staying means knowing the signs of heat-related illnesses and how to respond. If it’s hot outside, please take precautions to protect yourself, your loved ones, your coworkers, and your pets. Everyone is vulnerable — even animals.

Take frequent breaks in the shade, stay hydrated (drink water even if you’re not thirsty), and keep an eye on those around you. Let’s stay safe together! 💧☀️
