Earlier today we told you about Pasha Majdi for West Virginia ties to Communist China. Now we are telling you about John A. Cline's Chinese Ties. John brought a lawsuit on their behalf and whose wife was recently appointed to the Jefferson County Planning Commission instead of a disabled Veteran.
Follow the money.
John A. Cline of Cline Strategic Consulting is not a concerned neighbor who just woke up caring about local government. He is a registered federal lobbyist for clients with Chinese ties.
Cline Strategic Consulting filed a federal Lobbying Disclosure Act report for Q2 2020 listing BYD Motors Inc. as the client and reporting $20,000 in lobbying income that quarter. BYD Motors is the U.S. arm of BYD Company Ltd. of Shenzhen, China.
That was not a one-off China problem. OpenSecrets lists RIDE Mobility as a 2025 client of Cline Strategic Consulting. RIDE is BYD’s U.S. bus operation after a rebrand. House Homeland Security’s May 2025 letter treated BYD North America and RIDE Mobility as the same PRC-affiliated shop — same Pasadena address — and said the RIDE name “appears designed to portray your business as a U.S.-based domestic manufacturer” while the China parent still owns it. Lobbying paperwork on RIDE has listed BYD Company Ltd., Shenzhen, 100% ownership.
So when Cline talks transportation, infrastructure money, and “strategic consulting,” ask the real question:
Why is a lobbyist who has billed a Chinese EV/bus giant — and its American rebrand — circling Jefferson County politics?
Now look at what he is doing locally.
John A. Cline has sued David Tabb and the county government trying to keep Tabb off the ballot after voters already chose him in the May primary. That is not civic hygiene. That is a desperate ploy to disenfranchise people who already voted.
His wife sits on the Planning Commission. Is she doing his dirty work while he does Majdi and Keys’ legal work?
Public filings also show Cline’s shop lobbying on transportation infrastructure, federal funding, and the Infrastructure Investment and Jobs Act — including work tied to clients like Wieland North America. Fine. Put it all on the table:
Who is the client this time?
Is any of this connected to BYD, RIDE, transit money, land use, or county votes?
What is the deliverable in Jefferson County?
Why is a China-linked transportation lobbyist trying to knock a primary winner off the ballot?
Jefferson County did not elect Cline Strategic Consulting. Residents did not hire a former White House lobbyist to manage local fights for Pasha Majdi and Cara Keys.
If Cline is in this, he answers in public:
Who is paying him?
What is the contract?
Why Jefferson County — and why David Tabb?
Until those answers are on the table, treat Cline the way you treat every other paid political operation.
