HPC members completed a 4 session Training on the Fundamentals of Local Government today! This training was prerecorded by UNC School of Government and led by the Town Manager of Carthage.

Training included 4 Sessions:
Authority, Purpose, and Structure
Local Government in Action
Open Meetings and Public Record
Ethics & Conflicts of Interest

All current members were in attendance and completed the virtual training.

Public was notified prior to the November 1st Session 1 and Session 2 training date.

Meet your HPC!

The Town of Carthage Board of Commissioners selected members for their Historic Preservation Commission over the course of this year. This commission is made up of a very talented swath of Carthage residents with experience in many different facets relevant to historic preservation.

Ariel Matthews, Chair, is an archival librarian, historic home owner, and has been an activist with preservation and historically minded non-profits across Moore County throughout her career. Matthews obtained her Masters Degree in Archives and Records Management from University of North Carolina Chapel Hill.

Ashley Coates, Vice Chair and resident of the National District, brings experience from Durham's preservation community and is also active on the Historic Committee and Appearance committee of Carthage.

Alyssa Kennedy chose Carthage to start her family after living in Moore County for 17 years, she is a talented graphic designer and has a particular interest in historic architecture.

Patty Kempton received a master’s degree in public health from the University of North Carolina at Chapel Hill. Kempton is active on multiple committees and also resides in the National Historic District.

Ashley Bibey Bullins, is an employee in the NC Department if Transportation and also a resident of the Carthage National Historic District

Lisa Shickedanz brings extensive expertise in zoning and planning to the HPC helping us to identify development patterns.

Greg Pilson is a historic home steward in the National Historic district who originally hails from Cameron, another nearby town to recently earn their Local Historic District.

Ian Lumgair, Alternate, has been heavily active in Carthage politics and is an energetic and outspoken resident and advocate for all things Carthage.

In Attendance: Ariel Matthews (Chair), Ashley Coats (VC), Lisa Schickedanz, Alyssa Kennedy, Greg Pilson, Ashley Bullins and Patty Kempton

Key points:
New members Ashley Bullins and Patty Kempton were sworn in!

The HPC is still looking for volunteers for the Steering Committee. We are still seeking five to seven passionate and dedicated volunteers living within the Residential Historic District to help with historical preservation matters.
Eligibility Requirements:
Must own a home and reside full time within the Residential Historic District.
Must be able to attend regular monthly meetings in-person.
Must have a valid email address.

Member Greg Pilson gave an update on the discrepancies found on the HPO Web Database. The website was once editable, but now appears not to be so no updates have been made. He has emailed someone who works on the site and is waiting to hear back.

The commission discussed changes to be made to the "Communication Plan” but decided to wait to approve the plan until the first official meeting next year. There will not be meetings in November and December of 2024.

The Historic Preservation Commission approved moving their monthly meetings to: The first Monday of the month in the new year starting January 6th, 2025 at 6pm. The following 7 meetings will be: February 3rd, March 3rd, April 7th, May 5th, June 2nd, July 7th, August 4th.

Commission training is ongoing, the first virtual 2 hour meeting will be November 1st from 10am-12pm. The second will be November 15th from 10am-12pm. Open to the public without comment. A link to those sessions is available on the Town website and also through the Sunshine List.

2024 Holiday House Tour is right around the corner! Would you like to share the history of your unique home to the public. The HPC is partnering with local Historic home & business owners and Sandhills trolly company to facilitate a magical experience for the public on December 14th and raise funds for the future upkeep of the town's heritage assets. September’s HPC meeting was filled with opportunities! We heard from about an occasion to open your historic home or business to the public for the 2024 Historic Holiday home tour. After the town manager gave a detailed timeline of historical preservation efforts in Carthage, the board discussed a communication policy to increase the communication and transparency to the public, approved the new HPC website (updated on the contact page), approved the creation of a Steering Committee made up of Historic district residents, and announced open applications to fill two recently vacated positions on the HPC board to be appointed by the BOC in the coming months. Sign up details for the Historic Holiday Home tour and applications for the HPC Steering Committee and HPC Board positions are open on the website.
