Understand the language of this amendment to be sure you express your opinion to your legislators. This amendment will tax all citizens in a very different way than they are now being taxed.

TV ads are telling people Amendment 5 will “save you money” by cutting income taxes and property taxes. That’s not the full story.

Here are the facts: Amendment 5 would phase out Missouri’s state income tax if revenue targets are met, and it would also change several existing tax rules for five years, including protections on new taxes on services and real estate transfers.

But it does not guarantee lower property tax bills. Any broad property tax relief would require separate legislation. Amendment 5 includes a conditional local tax offset, but it does not automatically cut or cap property taxes for homeowners.

The League of Women Voters believes that every citizen's right to vote should be protected.

The League included the following in its May 26, 2026 testimony to Congress:
“In a democratic government, every person is considered equal and is empowered to both participate in their government and speak on the issues that impact their daily lives. A representative system of government depends on every eligible voter having a meaningful opportunity to participate and for that that participation to be reflected fairly in our democratic institutions.”
