We are here to support justice, uphold the law, and ensure the safety of our community. We are dedicated to serving our community by prosecuting felony criminal cases in the Arizona Superior Court, misdemeanor cases in the Cochise County Justice of the Peace Courts, and juvenile cases in Juvenile Court. Additionally, our office provides legal advice and representation to Cochise County departments

, the Board of Supervisors, and other special districts. We also manage property forfeiture cases, offer comprehensive victim services, and provide free adoption assistance to adopting parents. Please note that the Cochise County Attorney's Office does not investigate crimes. Investigations must be conducted by the appropriate law enforcement agency before our office can issue a complaint. If you believe you are the victim of a crime, please contact your local police department for incidents within city limits or the Cochise County Sheriff's Office for incidents outside city limits but within the county.

📢 PRESS RELEASE: Cochise County Attorney Encourages Veterans to Review Property Tax Exemption Eligibility Requirements

FOR IMMEDIATE RELEASE

BISBEE, Ariz. — Cochise County Attorney Lori Zucco is encouraging veterans and their families to review the eligibility requirements associated with Arizona's property tax exemptions for disabled veterans following recent public discussion regarding implementation of House Bill 2792 and A.R.S. § 42-11111.

The legislation, which became effective for the 2026 tax roll, expanded property tax relief available to qualifying veterans with service-connected disabilities. At the same time, Arizona law continues to contain eligibility requirements and qualifications that apply to property tax exemptions administered by county officials.

"As a county and as a community, we deeply value and support our veterans," said County Attorney Lori Zucco. "The benefits and exemptions available under Arizona law are intended to recognize the sacrifices made by those who served our country, and we encourage every eligible veteran to apply for the exemptions and benefits available to them."

Zucco noted that the law has evolved regarding expanded exemption provisions. "Whenever the Legislature enacts changes to tax laws, county officials must ensure those laws are administered accurately, fairly, and consistently," Zucco said. "Our role is not to make tax policy but to help ensure that state law is applied as written."

The County Attorney further noted that public guidance issued by other Arizona counties, including Maricopa and Pinal Counties, reflects a similar approach to administering veteran property tax exemptions under current Arizona law.

"Consistency in the application of state law is important," Zucco said. "Veterans in Cochise County must be treated under the same legal standards as veterans elsewhere in Arizona."

Zucco also acknowledged that some veterans may have received communications from the Assessor's Office earlier in the implementation process and that questions later arose regarding the administration of the statute.

"It is understandable that there may be confusion whenever a significant change in state law takes effect," Zucco said. "County officials have worked diligently to review the legislation and ensure that exemptions are administered in accordance with Arizona law."

Property taxes remain the primary local funding source for many essential county services, including public safety, courts, elections, public health functions, infrastructure, and other services mandated by state law.

"Good stewardship requires that tax laws be administered fairly, consistently, and in accordance with the law enacted by the Arizona Legislature," Zucco said. "County officials are obligated to follow the law as it exists today."

"The Legislature establishes Arizona's tax policy," Zucco said. "If there is a desire to expand, modify, or eliminate eligibility requirements contained in state law, that conversation belongs with the Legislature. Our responsibility at the county level is to faithfully administer the laws that have been enacted."

Recent prosecutions in Cochise County ⬇️

Jay Lee Price: Price entered a plea of not guilty to five counts – involving Endangerment, Aggravated Assault, Misconduct with Weapons, and Possession of Drug Paraphernalia. The charges stem from a March shooting near 2nd Avenue and Busby Drive in Sierra Vista. The court set speedy trial deadlines for Sept. 3, 2026 (in custody) and Oct. 2, 2026 (out of custody). Price remains in custody on a $250,000 secured bond. The Pretrial Conference was continued to June 1, 2026, upon motion by defense counsel.

Anthony Davila: Davila entered a plea of not guilty to eight counts – involving Sale or Transportation of Dangerous Drugs, Possession of Dangerous Drugs, Sale or Transportation of of Narcotic Drugs, Possession of Narcotic Drugs for Sale, Misconduct with Weapons, Promoting Prison Contraband, and Possession of Drug Paraphernalia. The charges stem from a traffic stop in November on I-10 near Mescal, Arizona, during which deputies found fentanyl pills, methamphetamine, & drug paraphernalia. The court set speedy trial deadlines for Sept. 24, 2026 (in custody) and Oct. 23, 2026 (out of custody). Davila remains out of custody pending further proceedings. A Pretrial Conference is set for June 8, 2026.

Julian Soto Varela: Soto Varela entered a plea of not guilty to four counts between two cases – involving Possession of Narcotic Drugs for Sale and Possession of Dangerous Drugs for Sale. The charges stem from a March investigation in Douglas during which detectives uncovered nearly 50 pounds of fentanyl pills, methamphetamine, & co***ne. The court set speedy trial deadlines for Oct. 23, 2026 (in custody) and Nov. 23, 2026 (out of custody). Soto Varela remains in custody on a $100,000 secured bond. The matter was referred to Division I for a Settlement Conference, with the parties directed to coordinate scheduling.

🎊 The Cochise County Attorney’s Office congratulates Detective Jasen Wright of the Cochise County Sheriff’s Office on being named the 2026 Cochise County TOP COP winner. Detective Wright was nominated by Detective Sergeant Todd Borquez for his work on several very serious cases, including the successful homicide prosecution of Rynn Prairie-Rocca.

County Attorney Lori Zucco was one of the speakers at the awards ceremony and noted: “One of the most powerful lessons I’ve learned over the years is the importance of strong partnerships between law enforcement and prosecutors. Good police work and thorough, professional investigations are the cornerstone of every successful prosecution case. When you do your job with precision and integrity, you make our jobs a lot easier, thank you for that!”

Cochise County Attorney Lori Zucco announced seven indictments for Erick Acedo, 19, Noah Bojorquez, 18, Julian Diaz Pacheco, 17, Israel Dominguez, 18, Adrian Estrada, 17, Christian Helmer, 17, and Chancellor Martin, 18, totaling six counts involving Participating In A Criminal Street Gang, Assisting A Criminal Street Gang, Riot, Drive-by Shooting, Aggravated Assault, and Discharge Of Firearm At A Residential Structure. The indictments address an incident from April 13, 2026 in Sierra Vista, where a scuffle between two rival groups took place at Circle K on Highway 90 which continued approximately 20 minutes later with both groups shooting at one another in a residential neighborhood. One group self-identifies as LLG (Long Live Genesis) and the other group self-identifies as LLK (Long Live Khalil).

🚨 Authorities are actively searching for Israel Dominguez and ask anyone with information regarding his whereabouts to contact Detective Jessica Ferrel with the Sierra Vista Police Department at (520) 452-7500.

The County Attorney’s Office remains committed to ensuring public safety. County Attorney Lori Zucco firmly stands against violent crime, and her office will continue to work closely with law enforcement to identify and prosecute those posing a danger to the community.

❕RECENT HIGHLIGHTS❕

Cochise County Attorney Lori Zucco announced five indictments against Juan Carlos Zavaleta, 32, involving nine felony counts, including First Degree Criminal Trespass, Possession of Drug Paraphernalia, Second Degree Burglary, and Criminal Damage.

The charges stem from multiple incidents in Bisbee over the past several years in which Zavaleta is alleged to have unlawfully entered residences without permission.

These indictments follow a recent meeting held by County Attorney Lori Zucco with victims and law enforcement to address growing concerns that Zavaleta’s conduct is increasingly placing the community at risk.

Previously, the County Attorney’s Office dismissed one of the newly indicted cases without prejudice in the interest of justice after defense counsel filed a motion alleging Zavaleta was not competent to stand trial. In 2019, Zavaleta was found incompetent and not restorable within statutory time limits in five pending felony cases from 2018–2019, which were subsequently dismissed by the Court.
Additionally, Zavaleta has two pending misdemeanor cases involving similar allegations. He is currently being held on a $10,000 bond in each felony case, totaling $50,000 cash or secured bond.

Statement from Cochise County Attorney Lori Zucco Regarding State v. Correa

County Attorney Lori Zucco and the Cochise County Attorney’s Office recused themselves from the prosecution of Paul Correa immediately following the incident at Target. Before Mr. Correa was arrested or formally charged, County Attorney Zucco contacted Arizona Prosecuting Attorneys’ Advisory Council (APAAC) Executive Director Elizabeth Ortiz to arrange the appointment of conflict counsel due to the unique circumstances of the case, the importance of maintaining the highest ethical standards, and the need to avoid any appearance of impropriety.

Ms. Ortiz subsequently contacted La Paz County Attorney Rachel Shackelford, who agreed to personally handle the prosecution. We are grateful to Ms. Shackelford for her professionalism, experience, and willingness to assist in this matter.

Because the case remains pending, ethical obligations prevent further comment regarding the prosecution of Mr. Correa at this time.

County Attorney Zucco terminated Mr. Correa’s employment immediately upon his arrest. She also extends her deepest sympathy and respect to the victim and her family.
