Here is what is on the Agenda for Legislation Pieces.
📚 Third Reading (Final Vote)
1. ORD. 5-2a V**e Shops on West Bagley Road
- Council is considering changes to the zoning code that would for V**e Shops. If approved, this would set rules for where v**e shops can operate, parking requirements, and other standards.
2. RES. 5-3 Applying for Community Development Block Grant (CDBG) Funds
-Allows the Mayor to apply for federal community development grant money through Cuyahoga County. This could bring outside funding for different projects without relying entirely on local taxes.
3.RES. 5-4 Applying for Supplemental Community Development Grants
-Allows Berea to apply for an additional county grant program for 2027. Another opportunity to secure outside funding for city improvements.
4. RES. 5-5 2027 Tax Budget
- Approves the city's proposed tax budget for 2027 and allows them to sends the budget to the county fiscal officer.
5. RES. 5-8 Renewal of Existing 4.1 Mill Tax Levy
- This resolution places a levy renewal on the ballot for voters. The levy funds the city's daily operating expenses. Because it is a renewal, it generally continues an existing tax rather than creating a new one. Voters will decide whether to continue it on the November ballot.
6. ORD. 5-9 Four-Year Terms for City Council
- Mayor Kleem appointed residents for the Charter Review Commission. They go through each part of the City's Charter. This year they brought to council that would change the term from 2 to 4 years for City Council. Residents would decide whether council members serve longer terms before needing reelection. This would be on the November ballot.
📚 Second Reading (Under consideration and discussion phase)
1. ORD. 5-7 Ho**ah Bars and Smoking Establishments on West Bagley Road
- Similar to the v**e shop proposal, this affects what types of businesses may locate in the district and under what conditions.
2. ORD. 6-1 Updating City Code Books
- This is mostly administrative housekeeping to keep city laws current. What it does is updates Berea's codified ordinances with replacement pages and recent changes.
3. ORD. 6-2 Collecting Unpaid Utility Bills
- Allows unpaid water, sewer, and certain other charges to be certified to the county for collection.
4. ORD. 6-3 Tax Incentive Agreement for STEM Exploration
- This ordinance authorizes a Community Reinvestment Area (CRA) agreement with STEM Exploration Center, LLC. CRA agreements provide property tax incentives in exchange for investment, redevelopment, or job creation.
5. ORD. 6-4 Earlier Petition Filing Deadline
- Mayor Kleem appointed residents for the Charter Review Commission. They go through each part of the City's Charter. Another change they proposed is requiring candidates to file nominating petitions 90 days before the primary election. This would change the timeline for local election candidates to qualify for the ballot.
📚 First Reading (New Legislation that is being introduced to Council)
1. ORD. 6-6 One-Year Data Center Moratorium
- What this would do is temporarily stops the city from issuing permits for new data centers for up to one year. This freeze would allow the city to study the impacts like power usage, water consumption, noise, etc. This does not permanently ban data centers. This would just pause approvals while the city evaluates things.
2. ORD. 6-7 Tax Incentive Agreement for Fieldhouse Athletics and Above the Barre
-Authorizes a CRA tax incentive agreement with Fieldhouse Athletics and Above the Barre.
3. ORD. 6-8 Resurfacing Grayton Road
- This ordinance would allow the city to contract for resurfacing Grayton Road without going through the standard public bidding process. This ordinance would help appropriate funds for the project. This could speed up road improvements but bypasses the normal bidding process.
4. ORD. 6-9 Budget Amendment
- Determines how city money is distributed and spent during the current fiscal year. This would replace the previous ordinance.
