Texas Conservative Coalition Research Institute

Texas Conservative Coalition Research Institute Founded in 1995, TCCRI advances conservative policy in Texas.

Inspired by the Texas Conservative Coalition (est. 1985), it has become a leading think tank shaping state policy through research, task forces, and summits that guide conservative leadership. TCCRI was founded in 1996 by a group of conservative leaders with a vision to implement conservative public policies in state government. The organization was inspired by the success of the Texas Conservativ

e Coalition (the conservative caucus in the Texas Legislature) that has served as a resource for information and public policy strategies for Texas legislators since 1985. TCCRI has distinguished itself as a leading state-based think tank and has been very successful living up to its mission of shaping public policy through a principled approach to government. Its research reports and policy forums have been instrumental in generating proposals that are shaping Texas government and influencing a new generation of conservative leadership.

The United States is increasingly reliant on China for pharmaceuticals, with the potential for the Chinese Communist Party to gain control of the global supply chain, posing a national security ris…

Decades of pushing the oil & gas industry out of California has left it vulnerable to Middle East disruptions. California could learn from Texas by working with energy producers to keep supply secure and affordable; policies TCCRI has long advocated.

California imports roughly 75% of its crude oil, almost one-third of which comes from the Middle East.

TCCRI is pleased to announce prominent conservative political commentator, columnist and former US presidential advisor Scott Jennings as its keynote speaker for its 2026 Policy Forum. He is known for his sharp insights and thought-provoking analysis. Dubbed “The Black Sheep of CNN” by the Daily Mail and “Lonely Scott” by Bill Maher for his engaging nightly debates, Jennings has become a fixture of CNN’s election and major event coverage. As the network's senior conservative commentator, Scott brings a unique perspective, blending humor and candor grounded in his rural American roots, to deliver compelling arguments and lively discussions on the news of the day.

When the 90th Texas Legislature convenes in January 2027, the legislature should repeal the "Historically Underutilized Businesses" program and eliminate s*x- and race-based discrimination from statute.

The conservative view is that minority groups and women are as capable of starting a successful business as anyone else, and we expect those businesses to succeed or fail based on merit instead of skin color or s*x.

TCCRI's State Budget & Taxation Task Force shows why reducing Texas' heavy business personal property tax (BBPT) burden will benefit the state. Voters will have the chance to do just that this November by voting for Prop 9 (HJR 1 by Meyer).

From Goldman Sachs to Bank of America, Texas continues to see financial firms invest in the state. Light regulation and low taxes have made it "no longer New York or nowhere." Many of this year's constitutional amendments will only strengthen this trend.

From Goldman to NYSE, Wall Street stalwarts are expanding in Texas, drawn by business-friendly taxes and regulations.
