Based on Tropical Cyclone Bulletin No. 4 issued by PAGASA at 05:00 PM, 23 July 2026, Tropical Depression KIYAPO was estimated at 640 kilometers East of Tuguegarao City, Cagayan (17.9Β°N, 127.8Β°E) with maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and is moving northward at 30 km/h. Consequently, Tropical Cyclone Wind Signal (TCWS) No. 1 has been raised over the municipalities of Dilasag, Casiguran and Dinalungan, Aurora.
In view thereof, and pursuant to NHPCG Memorandum Circular Nr. 02-23 (Revised Guidelines on the Movement of Vessels During Heavy Weather), the TEMPORARY SUSPENSION of voyages of all motor bancas, motorboats, and vessels of any type or gross tonnage plying the waters within the municipalities of Dilasag and Casiguran is hereby enforced effective immediately, until such time that the heavy weather advisory or Tropical Cyclone Wind Signal affecting the said municipalities is lifted by the appropriate authorities.
Meanwhile, for the municipalities of Dipaculao, Baler, San Luis, and Dingalan, Aurora including the municipality of Pantabangan, Nueva Ecija, which are not presently covered by any Tropical Cyclone Wind Signal, the movement of motorboats and other vessels is hereby TEMPORARILY SUSPENDED pursuant to HPCG Memorandum Circular No. 03-01 (Guidelines on the Movement of Motorboats/Vessels in the Absence of Weather Bulletin), as a proactive measure to prevent possible maritime incidents brought about by the prevailing and anticipated adverse sea and weather conditions associated with Tropical Depression KIYAPO. Vessel operators, boat captains, and owners are directed to strictly comply with this advisory until further notice. Coast Guard Units shall continuously monitor the maritime situation and may lift or extend the suspension as conditions warrant.
Vessels that intend to take shelter shall be permitted as long as it is manifested through a written request and no passengers/cargo will be allowed onboard.
