Today, the National Criminal Enforcement Association remembers Sergeant Conley Jumper of the Greenville County, SC Sheriff’s Office. Sergeant Jumper, member #6474, was tragically killed during a traffic stop on Interstate 85 in South Carolina on October 20th, 2020.

Just before 3:00pm a deputy with the Greenville County Sheriff’s Office initiated a traffic stop northbound on I-85, near White Horse Road. At some point during the stop, at least one of the occupants engaged deputies in a physical altercation and a struggle ensued. During the struggle, the suspect’s vehicle accelerated and ultimately collided with a tractor trailer. Another deputy’s patrol car also collided with the suspect’s. In all, three deputies were transported to the hospital along with two individuals from the suspect vehicle. Master Deputy Jumper succumbed to his injuries and was ultimately pronounced deceased at the hospital. On 9/29/2022, the suspect was found guilty of several charges to include murder, and was sentenced to 65 years + life.

On behalf of the National Criminal Enforcement Association, we remember a founding member killed in the line of duty, October 4th, 2021.

Arizona DEA Group Supervisor Mike Garbo, NCEA member #10, was shot and killed while conducting criminal interdiction efforts on board an Amtrak train which left Los Angeles bound for New Orleans. The train was stopped at the Tucson station when the shooting occurred. One subject was detained during a drug investigation and the officers were ambushed by the second subject on the top deck of the train car. The results of the shooting left Mike Garbo dead, another DEA agent in critical condition, and an injured yet another Tucson (DEA Task Force) police officer. The suspect who shot the officers barricaded himself in a train bathroom and was later found dead.

Mike Garbo is considered a founding/lifetime member of NCEA. It has been relayed to us that Mike Garbo was the one that suggested creating an organization in honor of Captain Robbie Bishop during Robbie’s funeral procession, having that conversation with another future member of our organization. NCEA may have never formed had it not been for that suggestion.

In an official statement released by the DEA, “Michael G. Garbo joined the DEA in 2005 and served honorably for more than 16 years as a Special Agent and Group Supervisor combatting criminal drug traffickers from the Nogales corridor to Kabul, Afghanistan. Group Supervisor Garbo’s operational expertise, mentorship, and leadership were legendary in the Tucson community. He was universally loved and respected for his leadership, and for his unrelenting passion to protect the safety of the American people. Above all else, he was a devoted and loving father and husband.”

Group Supervisor Mike Garbo used to serve with the Nashville Metropolitan Police Department and was attached to the 20th JDDTF back when Robbie was killed, then eventually moved to become an agent with the Drug Enforcement Association. He had 3 years until retirement.

Today, we remember our member #810, New York State Trooper Joseph Longobardo.

On September 3rd, 2006, Trooper Joseph Longobardo succumbed to a gunshot wound inflicted two days earlier when he and another trooper were ambushed while searching for an escaped convict in Chautauqua County

Earlier, the escapee had shot and wounded a New York State trooper on June 10th, 2006, during a traffic stop.

The escapee was the focus of a manhunt since the initial shooting and had been receiving assistance from friends and family in an effort to evade arrest. Trooper Longobardo and his fellow trooper were conducting surveillance on the home of a relative of the escapee when the convict shot them both with a high powered r***e. The wounded trooper was shot in the back, with the bullet penetrating his vest and exiting from his abdomen. Trooper Longobardo suffered a severed artery when he was shot in the leg.

Both troopers were transported to Erie County Medical Center in Buffalo. Trooper Longobardo underwent a leg amputation surgery in an attempt to save his life. However, he succumbed to the wound the day following the surgery.

The suspect was apprehended in Pennsylvania on September 8, 2006, one day after being added to the FBI's Ten Most Wanted List. On November 29th, 2006, he plead guilty to the murder of Trooper Longobardo. He was sentenced to life in prison on December 19, 2006.

On September 1st, we remembered our member #2863, Officer Chad Spicer of the Georgetown Police Department in Delaware.

On September 1, 2009, Patrolman Chad Spicer was shot and killed as he and his partner attempted to stop a vehicle that had been involved in a shooting a short time earlier.

The suspect's vehicle suddenly stopped and the patrol car came to a stop next to it. A rear-seat passenger in the suspect vehicle fired a single shot from inside the vehicle, striking Patrolman Spicer in the face. A ricochet from the round also struck his partner in the neck.

The shooter and the driver of the vehicle fled on foot while a third passenger remained on the scene and attempted to provide medical aid to the two officers.

The suspect who fired the shot was arrested a short time later inside of a nearby home. The second suspect turned himself in several days later. In February 2011 the suspect was convicted of murdering Patrolman Spicer and he was subsequently sentenced to death. The Delaware Supreme Court upheld the death sentence in August 2012.

Last night's award program was honored to have the Secretary of Homeland Security as our keynote speaker. Secretary Markwayne Mullin gave a phenomenal speech about having a positive mindset in this profession.
