National Criminal Enforcement Association - NCEA The NCEA is a non-profit member based organization comprised of active and retired law enforcement officers, who specialize in criminal interdiction.

The National Criminal Enforcement Association (NCEA) is a non-profit member based organization comprised of Law Enforcement Officers that have the aptitude to be involved in Pro-Active Criminal Enforcement. Our members run the gamut from highway interdiction operations to investigators involved in advanced criminal investigations and the financial aspects of criminal profiteering. The investigativ

e activities include narcotics investigations, package and parcel interdiction, commercial transportation investigations, illegal gambling investigations (including Internet gambling), bank and wire fraud, insurance fraud, computerized crimes and terrorism investigations. Our members are dedicated to the networking and sharing of information about current criminal trends and active criminal investigations. The NCEA preaches that cases are not finished when the traffic stop is over on the side of the road; in reality, they have just began. With the advent of our secure web-based forum that is updated in real-time, our members are aided by an active law enforcement contingency from across the country to help them in taking all their cases to the next level! The NCEA was founded in 1999 as a tribute to slain Villa Rica Georgia Police Captain Robbie Bishop. Captain Bishop was one of the original pioneers of Pro-Active Criminal Enforcement and its teachings. On January 20, 1999, Captain Bishop paid the ultimate sacrifice on the side of a cold, busy Georgia interstate. The NCEA has dedicated its existence to memorializing this hero and the stance he took against the criminal element. His strong belief in educating law enforcement officers in the tactics of advanced criminal enforcement is continued today by the NCEA. Our motto: "In Pursuit of the Criminal Element – The Fight Continues," states what Captain Bishop, and many others before and after, have lived and sacrificed by. Our membership is very diverse. We have representation from Federal Agencies, State Police Agencies, Highway Patrol, US Wildlife and Fisheries, County and Municipal Peace Officers to name a few. All of these dedicated professionals make a significant contribution to the Homeland Security of our country through aggressive criminal enforcement. This includes enforcement of all crimes and laws that are committed and violated. Our members are dedicated to the incarceration and service of justice to all who disregard and violate the laws that protect the citizens of this great country.

Today, we remember our member #810, New York State Trooper Joseph Longobardo.

On September 3rd, 2006, Trooper Joseph Longobardo succumbed to a gunshot wound inflicted two days earlier when he and another trooper were ambushed while searching for an escaped convict in Chautauqua County

Earlier, the escapee had shot and wounded a New York State trooper on June 10th, 2006, during a traffic stop.

The escapee was the focus of a manhunt since the initial shooting and had been receiving assistance from friends and family in an effort to evade arrest. Trooper Longobardo and his fellow trooper were conducting surveillance on the home of a relative of the escapee when the convict shot them both with a high powered rifle. The wounded trooper was shot in the back, with the bullet penetrating his vest and exiting from his abdomen. Trooper Longobardo suffered a severed artery when he was shot in the leg.

Both troopers were transported to Erie County Medical Center in Buffalo. Trooper Longobardo underwent a leg amputation surgery in an attempt to save his life. However, he succumbed to the wound the day following the surgery.

The suspect was apprehended in Pennsylvania on September 8, 2006, one day after being added to the FBI's Ten Most Wanted List. On November 29th, 2006, he plead guilty to the murder of Trooper Longobardo. He was sentenced to life in prison on December 19, 2006.

On September 1st, we remembered our member #2863, Officer Chad Spicer of the Georgetown Police Department in Delaware.

On September 1, 2009, Patrolman Chad Spicer was shot and killed as he and his partner attempted to stop a vehicle that had been involved in a shooting a short time earlier.

The suspect's vehicle suddenly stopped and the patrol car came to a stop next to it. A rear-seat passenger in the suspect vehicle fired a single shot from inside the vehicle, striking Patrolman Spicer in the face. A ricochet from the round also struck his partner in the neck.

The shooter and the driver of the vehicle fled on foot while a third passenger remained on the scene and attempted to provide medical aid to the two officers.

The suspect who fired the shot was arrested a short time later inside of a nearby home. The second suspect turned himself in several days later. In February 2011 the suspect was convicted of murdering Patrolman Spicer and he was subsequently sentenced to death. The Delaware Supreme Court upheld the death sentence in August 2012.

Today, the National Criminal Enforcement Association remembers our fallen member #1452, Deputy Michael Brandon Lassiter of the Covington County Sheriff's Office in Alabama.

Deputy Michael Lassiter was killed when his patrol car was struck head-on by a vehicle driven by a drunk driver.

The incident occurred on Highway 84, about two miles east of Andalusia, at 2:45 am. The drunk driver was also killed in the collision.

Deputy Lassiter had only served with the Covington County Sheriff's Office for 2 months and had previously served with the Florala Police Department. He is survived by his parents, and grandmother.

Please remember Deputy Lassiter's close friends and family today as we honor the memory of his sacrifice on this day back in 2004.
