With the warmer weather of summer approaching, it’s time for a reminder of the city’s ordinance governing Personal Transportation Vehicles (PTVs), better known as the Golf Cart Ordinance. As a reminder, PTVs cannot be driven on state roads, only city roads with a designated speed limit of 25 miles per hour or less. Drivers must have a valid driver’s license to operate a golf cart on city roads and must follow all traffic regulations.

Registration of your PTV is required if it is going to be driven on city roads and can be acquired at the Villa Rica Police Department for the small fee of $15.

Golf carts must have certain equipment and meet certain other requirements to operate on city roads, including:

• A braking system sufficient for the gross weight and passenger capacity of the vehicle, including a parking brake
• A reverse warning device functional at all times when the vehicle is in the reverse position
• A main power switch that makes the vehicle inoperable when the key is removed
• Two operating head lights and two taillights
• A horn
• A rearview mirror
• Reflex reflectors
• Hip restraints and handholds, or a combination of the two
• Front and rear seat belts
• Safety warning labels
• At a minimum, all factory installed safety systems and a charge indicator for low battery
• Every gasoline-powered PTV shall at all times be equipped with an exhaust system in good working order
• Liability insurance that covers the risks involved in operating a PTV on designated public roads, rights-of-way- and other public property of the city
• Registration decal provided by the city displayed in the vicinity of the left rear taillight and be visible at all times

A recent walk-in complaint led to a Paulding County woman being arrested by Villa Rica police for allegedly killing a dog by running it over with intent.

Kendra Yulisha Ashe, 37, of Dallas, was arrested this week after an investigation revealed on the evening of May 8, 2026, at approximately 10 p.m., she was leaving a party on Westhampton Way in the Brookshire Townhomes subdivision of Villa Rica when she intentionally ran the dog over after chasing it down in her Audi. The incident was captured on video.

VRPD Ofc. Roseberry took the initial report and put together a timeline of events using the video provided of the incident in question. Using investigative tools at his disposal, Ofc. Roseberry positively identified the vehicle in question and the registered owner. With the assistance of Paulding County deputies, Ofc. Roseberry made contact with the suspect at her home and conducted an interview and inspection of her vehicle. Search warrants were also acquired for her vehicle, which was processed with the assistance of the Douglas County Sheriff’s Office Crime Scene Unit, and her cell phone.

Based on his interview and other evidentiary factors, Ashe was arrested on May 15, 2026, for Aggravated Cruelty to Animals (felony) and Cruelty to Animals (misdemeanor). She was taken to the Carroll County Jail, where she posted a $5,000 bond and was later released.

Ofc. Roseberry’s tenacity and diligence is a shining example of a patrol officer taking the initiative and working a case on his own from beginning to end to see it through and justice served.

The Villa Rica Police Department would like to thank the Paulding County Sheriff’s Office and the Douglas County Sheriff’s Office for their assistance with this case.
