Our former Municipal Building needs some attention, and we need your help and thoughts as we apply for a competitive grant for a proposed remediation project.

This is an important step toward removing hazardous materials and preparing the building for eventual redevelopment that will help eliminate barriers that have prevented improvements to the property for decades.

Downtown Ashtabula has experienced positive momentum in recent years through public and private investment, new businesses, tourism, and community events. The former Municipal Building occupies a key location within this district, and we know its redevelopment has the potential to further strengthen the area's economic vitality and attractiveness for residents, visitors, and businesses alike.

The City of Ashtabula has released its updated Comprehensive Plan, which will help guide future decisions involving development, zoning, housing, transportation, parks and public investment.

The plan focuses on six primary areas:

• Invigorating Downtown
• Enhancing neighborhoods
• Improving transportation connections
• Strengthening Lake Avenue
• Economic development
• Sustainability

Some of the recommendations include encouraging downtown housing and mixed-use development, improving North Park, developing the Gulf Connector Trail, addressing sidewalks and pedestrian safety, attracting medical-related businesses, and examining future development along Lake Avenue and Prospect Road.

This is an important document because it may influence City decisions for years to come. I encourage residents, business owners and property owners to review it and share their thoughts. Adoption of the plan would establish a vision, but individual projects, zoning changes, tax incentives and expenditures would still require the appropriate public and legislative approval processes.

Please join us on Tuesday, September 8, 2026, in City Council Chambers, 4230 Lake Avenue.

5:00 PM — Work Session
Discussion of the proposed Thriving Communities Commission

6:00 PM — Pre-Council Meeting
Administrative reports, committee reports, and review of legislation appearing on the regular meeting agenda.

7:00 PM — Regular City Council Meeting

Agenda items include:

• Road deck repairs
• Brownfield remediation grant application for the former City Hall
• Resolution opposing proposed Enbridge Gas and FirstEnergy rate increases
• Emergency employment agreement for the Assistant Finance Director position
• Supplemental appropriations
• Updates to Codified Ordinance Section 131.02
• Adoption of the city’s income-tax interest and penalty policy
• First reading of the updated Comprehensive Plan
• Reappointment of Tim Dibble to the Parks and Recreation Board

There will also be an opportunity for citizen comments and community announcements.

All meetings are open to the public. If you are unable to attend, they will be streamed on the City of Ashtabula page and the city’s website.

We will welcome the Ashtabula Downtown Development Association for a special presentation, hear an update from our City Manager, and review the latest work of the Parks & Recreation Board.

In Ohio, while the national Dolly Parton-sponsored program provides the structure, overhead, and publishing, the books are paid for through a partnership between the state of Ohio and Local Program Partners. The Ashtabula County Community Action Agency is the Local Program Partner for Ashtabula County and provides half the cost of each book that is mailed to program participants in the county thanks to grants, sponsorships, and donations.
