Black River Flood Resiliency Plan open for comments

The towns of Plymouth, Ludlow, and Cavendish are developing a flood resilience plan for the Black River corridor. The plan will serve as a roadmap for identifying and implementing projects that reduce flood impacts and support long‑term community resilience.

NOTICE OF PUBLIC HEARING
May 26, 2026 at 12:00 pm, Windsor Town Hall

The Mount Ascutney Regional Commission (MARC) will hold the first of two public hearings on Tuesday, May 26, 2026, at 12:00 noon in the Windsor Town Offices at 29 Union Street in Windsor, VT on the draft 2026 Regional Plan, which is intended to address the requirements of Act 181 and will replace the 2022 Regional Plan. The intent of this plan update is to meet the new requirements in 24 V.S.A. §4348a as well as to meet the requirements of an “Enhanced Energy Plan” in accordance with 24 V.S.A. §4352.
The MARC is authorized by the Vermont Municipal Planning and Development Act [24 V.S.A. §4348] to develop, adopt, and amend a regional plan. The draft 2026 Regional Plan includes proposed state designated areas (i.e., Downtown Centers, Village Centers, and Neighborhoods) and proposed Tier 1B areas that, if approved by the Vermont Land Use Review Board, will provide Act 250 exemptions for certain housing projects. MARC Regional Plan Meeting

The Land Use Review Board (LURB) will be visiting the Mount Ascutney Region on Friday, March 20, 2026 as part of the MARC Regional Plan pre-application review. The LURB will spend the morning conducting site visits, with an emphasis on visiting proposed new Tier 1B areas.

From 1:30-4:00 PM the LURB will hold a public meeting at the Windsor Town Hall to go over the pre-application process and take comments on the Regional Plan.

MARC Regional Plan Comment Period Open

The Land Use Review Board (LURB) has opened its 30 day comment period for the MARC draft Regional Plan. The comment period runs from March 4 - April 3, 2026. More information, including MARC's submission, is available on the Act 250 webpage here: https://anrweb.vt.gov/ANR/Act250/RPDetail.aspx?AppNum=RPC06-0001

Comments can be submitted using the Regional Plan Preapplication Review Form or directly by email to [email protected].
