Rally for Our Voice

It is time for the citizens of Anne Arundel County to take back our government and stop
developers and corporate interests from their outsized influence in our political system.

Right now, Bill 23-26 before the County Council would ban developers with business before the
County from making campaign contributions to current members of the County Council, an
incumbent County Executive, or candidates for either office.

Any donations made in the preceding two years must be returned or the recipient would not be
able to vote or take action on the matter, and there are substantial fines for violators.

This is a strong bill, and we salute sponsor Councilwoman Lisa Rodvien for submitting it.

It is time now for us to do our work.

- First, visit https://www.growthaction.net/council to write your Councilmember. Tell them you
strongly support Bill 23-26 and want them to, as well.

- Join us at the Rally for Our Voice Monday, April 20 th , at 6pm at Peopleโ€™s Park across from the
Arundel Center on Calvert Street in Annapolis. Sign up at

- Then walk across the street at 7pm to the Arundel Center to testify in favor of the bill at the
billโ€™s first hearing at before the County Council.

This is a strong bill that will help to take back our government, prevent developers and
corporations from dominating our politics, and return to us as citizens the power to make
decisions about the communities in which we live.

Promoted as a way to increase housing affordability in Maryland, and now before the State Legislature, the bill allows increased development density in all residential zoning classes from RA through R5, where public water and sewer are available or planned.
This bill will reduce County control over land use and is highly concerning to Growth Action Network and its members.

Some of our specific concerns are:
1. It contains no requirement that the new homes it would permit will be โ€œaffordableโ€
2. The bill allows townhouses in all zoning categories.
3. The bill dramatically reduces minimum lot size restrictions in all zoning areas to 5000 sq. ft. or less. This allows housing of much higher density.
4. The bill increases the number of residential lots in the County by overriding minimum lot size requirements in the zoning code.
5. It does not address requirements for adequate schools, transportation, recreation areas, open space, stormwater management, parking, etc. caused by the increased housing density and does not address funding for these requirements.
6. The bill can dramatically increase the amount of impervious surface in the County with adverse impacts on the Bay and its tributaries.
