On Thursday, Hillsborough County met to discuss the budget for FY’27.

Hillsborough County is the largest county in the state comprising nearly 425,000 residents, totaling ⅓ of the state's population.

The budget went through rigorous discussion on both sides of the governing bodies. The Commissioners received requests that would have increased the budget 26.8% over fiscal year ‘26.

Ultimately working with departments, and making changes the commissioners budget came in at about 11.5%. Continued work through my subcommittees, and in Executive Committee meetings resulted in a budget that brought us to a 9.89% increase to taxpayers after the bipartisan delegation voted to approve it.

That means that for every 1 dollar of your tax money spent, 6 cents of it goes to the county infrastructure. Across the county an average home will see an approximate yearly $50 dollar increase, since the County's tax structure is only 5.6% of your total bill.

Hillsborough County is growing and as a result our budget sets the county up for next steps.

COUNTY NURSING HOME is expanding and bringing 50 new beds online, the county nursing home sits with an approximate 100 person wait list, and requires HVAC and other sewer line repairs to keep up with aging infrastructure.

UNH COOPERATIVE EXTENSION is expanding their footprint and moving into a building that will expand their education center. They provide vital services for folks needing soil help, farming and agriculture support, invasive species, gleaning donations for food insecurity and so much more.
Our county alone has the LARGEST agricultural sector in the state and as such needs vital support for our local food and farming infrastructure.

CHANGES IN BAIL REFORM LAW impact Department of Corrections: regardless of one's personal opinion on the change in policy our jail census numbers are up significantly as a result of the change. Same time last year we had an inmate population of approximately 300 individuals, currently we have 438 inmates in custody and about 35 individuals in community based programming. The jail's aging infrastructure is such that the county needs to plan for significant modifications in future years.

SHERIFF'S Department sought to increase details inside of the County and as such requested a revolving account. That request ultimately was nullified and was placed into the line item budgeting, so that the department has the ability to account for expenses and offsetting revenue, making it a tax neutral endeavor.

County Attorney’s Office budget had a negotiated contract go into effect and had other non-affiliate wage and merit increases implemented to bring them forward in a measured and planned approach.

County Cap: is a State issued bill our county receives that went up roughly one million dollars this year. It's nothing the county itself has control over, other than paying it, but this year it's about a 46 million dollar payment we make to the state.

Overall with TWO union negotiated contracts, increases in food and medical costs in both the jail and nursing home, costs of fuel in county vehicles increasing and heating costs being planned for the governing bodies came together agreeing on this budget utilizing 4 million dollars of surplus, so that the remaining corpus of that unassigned fund can remain, placing the county in a position that allows for flexibility in unforeseen costs AND also allows them to begin to have discussions in future fiscal years for county wide building infrastructure needs.

Leading on behalf of people and communities first has always been my passion and it will always be.

It has been an honor to serve alongside Rep. Telerski, Rep. Mackenzie and Rep. Harriott Gathright and others across the political spectrum. We didn't always agree, but we challenged one another, and at the end of the day, I feel we have arrived at sensible solutions that set the county up for growth and next steps in a measured way.

Hillsborough County is truly one of a kind and provides services on behalf of nearly 425,000 residents. We are THE largest county in the state, comprising nearly 1/3 of the state's population.

In Hillsborough County, roughly 6 cents of a dollar, goes to county services that include: community based services like Hillsborough County Meals on Wheels, Waypoint, CTVC Volunteer Transport, The Registrar of Deeds, our County Nursing Home, County Attorney's Office, UNH Cooperative Extension, Agricultural and Farming Supports + Food Insecurity Donors, the Department of Corrections and our Sheriff Department and so much more!

Here for Hillsborough County's continued growth and success.

Tonight was the vote on the Hillsborough County budget and my last meeting with the county delegation. Kudos to the delegation chair, Rep. Megan Murray of Amherst, who worked with the budget subcommittees to reduce the proposed budget from the county commissioners to craft a responsible budget that continues to provide outstanding services like our flagship nursing home.

My heart goes out to this family, many Granite State families including my own, know just how scary and frankly complicated tick-borne illnesses truly are.

Nearly a decade after a bite that hospitalized our loved one, our family has a different, yet familiar health journey to the one these folks share in the article and we are still dealing with residual health complications.
