Improved Dwellings for Altoona, Inc. Improved Dwellings for Altoona, Inc. (IDA) is a nonprofit housing organization that manages 20 developments in Blair, Cambria, Centre and Clearfield counties.

Safe. Decent. And Affordable. (IDA) was organized in 1968 in response to the needs in the City of Altoona and the surrounding area for safe, decent and affordable housing. Members of 8 local judicatories pulled together $42,000 from their respective church communities to begin IDA’s mission:

To provide safe, decent and affordable housing and services for households of low to moderate income who

cannot secure housing through rental or purchase in the private market, and to address the needs of our tenants with dignity, respect and integrity. Today, 53 years later, IDA manages over 1,000 housing units in 21 developments in 4 counties.

We are looking for an experienced property manager to be responsible for the direct management and oversight of 159 garden-type apartments in Altoona, PA.

Responsibilities

Responsible for leasing and rent collections

Prepares tenant certifications and re-certifications

Prepares and submits Housing Assistance Payment voucher requests

Estimates annual and special budgetary requirements for maintenance, capital improvements, and general upkeep of the property

Maintains tenant files and other pertinent information

Interviews perspective tenants

Prepares and executes leases

Initiates eviction procedures and resolves tenant complaints

Negotiates contracts and authorizes purchase orders

Retains service providers

Establishes and maintains effective communication and working
relationships with tenants, other members of the staff, the Board of Directors, outside agencies and the general public

Manage all aspects of the property in accordance with the procedures of IDA and federal regulations

Ensure compliance with various operating policies, procedures and regulatory requirements

Supervising assigned personnel

Communicating and interfacing with other management personnel

Providing periodic management reports

Requirements
Proven work experience as property manager and/or HUD multi-family housing property manager

Fully understanding property management and its financial aspects

In depth knowledge of all rules and regulations surrounding property management

Competency in MS Office and relevant databases and software

Customer focus

Interpersonal savvy with strong communication and presentation skills

Well organized with excellent time management skills

BS degree in related field
