The official launch/ground breaking ceremony of the construction of 16Km Nondwe-Bugoto road was today Wednesday 8th November 2023 in Bukabooli sub county by the Rt. Hon Deputy Prime Minister Rukia Nakadama . This road will cost a total sum of 1.7 billion Ug shillings.

A regional interface meeting for out of school youths with district stakeholders from Luuka, Iganga and Mayuge is taking place at continental hotel-Iganga to discuss accountability issues from the project; strengthening civil society and citizen engagement in accountability (SCEAP), implemented by Anti Corruption Coalition Busoga (ACCOB) in partnership with Anti Corruption Coalition Uganda (ACCU).
The objective of this project is to contribute to improved transparency and accountability in Uganda.

The key project deliverables of this project is to share, discuss and deliberate on the accountability issues identified through the monitoring of the different government at the regional levels. Issues monitored were revolved around access to PDM funds for the youths, access to information for youths, access to justice, status of roads, environment and waste management. This information was gathered by youth integrated club members who interviewed Community Development Officers and also held focus amongst themselves.

Commissioning of projects implemented during Financial Year 2022/2023

Mayuge District officials from political and technical wing headed by Resident District Commissioner (RDC), Mr. Madoi Elaijah yesterday Wednesday 1st November 2023 officially commissioned different government projects implemented during the Financial Year 2022/2023 purposely to improve service delivery.

The projects commissioned included; Road maintenance of 7.7 KMs of Mayuge-Isikiro road, Isikiro Parish in Buwaaya Sub-county and it costed UGX: 100,240,000, construction of two classroom blocks at Matovu P/S, Matovu Parish in Bukabooli Sub-county and it costed UGX 86,177,563.

This exercise was witnessed by Chairpersons LC III's, Councillors from Sub-County to District level and community members where the commissioning was held.

While commissioning the first visit project of Mayuge-Isikiro road, the RDC, Mr Madoi Elaijah said it's his duty to monitor and launch government projects.

"Being a Murram road, Mayuge-Isikiro road is good. Therefore as the person in charge, I declare the commissioning of the road", RDC said

The Chairperson LCV Mayuge District, Bishop Tibagendenka Frank thanked the leadership of Buwaaya Sub-county for the team work spirit.

He further said the road networks in Mayuge District has 1,247 KMs and only 40 KM's Murram roads are done every Financial Year. Therefore, it necessitates 32 years to cover all the roads in Mayuge District.

He also revealed that Buwaaya road, Buwaiswa HC III and Buwaaya P/S are already in the District program.

The Chief Administrative Officer Mayuge, Mr. Magumba Eria urged community members to get involved in government programs to improve their livelihood. He cited the EMYOOGA, Parish Development Model (PDM) among others. He also encouraged them to take their children to school because Mayuge District is not doing well as far as education is concerned and good usage of the road.

The Chairperson LC III Buwaaya Sub-county, Mr. Kamaru Umar applauded the commissioning of Mayuge-Isikiro road and extended the community appreciation towards the road and good governance of Mayuge District. He also noted that the road connects through three parishes of Nsango, Buwolya and Isikiro. However, he requested installation of humps to reduce accidents and culverts to prevent flooding of water along the road.

The Chief launcher (RDC) also commissioned the construction of two classroom blocks at Matovu P/S which showed high quality work.

However, the RDC, Chairperson LCV and his Councillors refused to commission one government project dubbed completing staff house at Bwalula HC II because it had some issues to meet the standard or quality work. The building costed UGX: 67,518,054 and it was contracted by Dynex Contractors Limited.

"The building was lacking Woodrop at the back wing and it had cracks on the floor. We are going to make a follow up on the contractors", RDC & Chairperson LCV clearly stated.

The Chairperson LCV also noted that the monitoring and commissioning exercises started during his reign since the inception of Mayuge District.

Though the building was not commissioned, the leadership of Kigandalo Sub-county was appreciative of the building. However, they requested Mayuge government with provision of OPD at the building, water, fencing the building and construction of the toilet at the site.

Before the commissioning of any project, Chairperson LCV, RDC and other political leaders gave a courtesy call to the Chairperson of Uganda Traditional Healers and Herbalist Association, Mr. Mudungu Patrick in his home since he's situated along the Mayuge-Isikiro road commissioned. He donated a goat to the Chairperson LCV.

HAPPENED TODAY: Was a District inception meeting for a five year project Dubbed “Accelerating Impact of Young Women in Africa (AIM) by Brac, funded by MasterCard which took place at Seaville resort hotel-Mayuge.

BRAC Uganda has grown to become one of the largest non-governmental development organisations in the country since its launch in Uganda in 2006. It acts as a catalyst, creating a multitude of opportunities for people living in poverty to realise their potential to transform their own lives.

BRAC Uganda specialises in taking up an idea, testing it, perfecting it and then scaling it up rapidly in a cost-efficient manner without compromising quality. We implement six programmes in thematic areas of Health, Education, Ultra-Poor Graduation, Emergency Preparedness and Response, Empowerment and Livelihood for Adolescents, and Financial Inclusion.

The initiative focuses on various stages of the life cycle of young women, ensuring they are able to transition safely from adolescence into adulthood, and equipping them with the skills, tools, and access to finance necessary to exercise their agency and build a sustainable livelihood. Some of AIM’s goals are to foster the agency and voice of Adolescent girls and young women to act on their aspirations; enable adolescent girls and young women to engage in sustainable livelihoods; create an enabling environment for Adolescent Girls and Young Women and support them to engage in advocacy.

During this meeting, the District Vice Chairman Hon. Tasibula Peter thanked Brac NGO for going beyond financial inclusion to promote empowerment of adolescent girls and young women. He said 75% of Uganda’s population is young people and by targeting them, the economy of Mayuge is well represented and a lot will be achieved.

Hon. Tasibula added that Mayuge has many implementing partners, but are not well coordinated and this results in duplication.he also informed participants that soon a meeting will be organized for all all implementing partners, political heads, Heads of Department and community development offices to streamline this issues by all NGOS identifying themselves,thematic areas and areas of operation.
Lastly he hinted that as government we have many unfounded priorities that require intervention of the IPS and that during their implementation, should prioritize issues to do with mindset change, Malaria & Teenage pregnancy prevention approach as well well as climate change and mitigation measures.
He thanked all for participation in the meeting and urged the District to embrace Brac because it’s our private sector PDM

Others in attendance were; the Chief Administrative Officer, all Heads of Department,sub county leadership of selected sub counties, NGO Forum, Child & Family Protection Unit-Police,Gender Focal Person/ FIDA Uganda,National Union of Disabled Persons of Uganda among others.

A One day training of the District team on National Gender-based violence Data base(NGBVD) has taken place today in the district board room organized by the National Population Council (NPC).
The National Population Council signed a memorandum of understanding with the Mayuge District, with the aim of offering support in data processes. The justification for National Gender based violence data is to ensure confidentiality, integrity and credibility of GBV/VAC data, address poor coordination of GBV service providers and therefore strengthen the coordination of all the service providers in GBV/VAC prevention and timely response through information sharing among others.

It should be noted that NGBVD data will be used for informing Policy/Planning, mobilizing resources ,Strengthening advocacy and Communication, Strengthening Networking ,Vulnerability assessment ,Support Supervision, Quality improvement and Performance Improvement.
During this meeting, the Deputy Chief Administrative Officer Muzige Paul commended NPC for their support and pledged total commitment to GBV data entry and warned the Community Development officers on under reporting on GBV cases and emphasized that they give priority to GBV/VAC cases as well as credible data entry.

On the issue of resource allocation / funding challenges for GBV/VAC related issues , the District Planner Baligeya Ronald promised to allocate funds to this activity citing that under reporting on GBV related cases may affect survivors in receiving the required services including legal, medical, economic among others.

A stakeholder’s meeting on revenue mobilization as well dissemination of information on the digital collection and management of revenue tool(IRAS), has just taken place this afternoon 31st August 2023 in the District Council hall.

The Integrated Revenue Administration System (IRAS) is a web and mobile based Revenue Management System which was initiated by the local Government Finance Commission (LGFC) and funded by the GoU in partnership with the World Bank.
During the meeting, the chief finance officer Kisita James revealed that Mayuge District was supposed to be enrolled on the program tomorrow 1st September 2023 however are waiting for a communication from the local government finance commission on when this will be done.

The CFO appealed to the lower local government officials to create specific names of roads /locations with business that will simplify collection of taxes. He emphasized total transparency and further requested sub counties to submit accurate information as regards tax payers.
He added the IRAS tool will lead to transparency and accountability,Better service delivery to the Citizens due to increased resources,Better data management, Enhanced compliance by payers through monitoring, Improved enumeration, registration, assessment, billing and auto tax computations, Auto generation of Receipts and Licences will guard against forgeries by Revenue collectors, Creation of convenience for payments through digital payments.

The District Vice Chairperson Tasibula Peter also added a voice on transparency on submitting tax payers information. He added that zombo district where we recently went to benchmark is doing well in revenue collection because of its transparency and the good working relationship between the political and technical wing which he said we must emulate.

It was revealed that there was need for Massive sensitisation of the Political leaders, Technical officers and the Business Community, Massive Enumeration, Registration and Assessment of Business enterprises for payment of :Trading ,License ,Operational Permits, Property Tax, Local Service Tax, Local Hotel Tax, Meat Inspection fees, Loading fee and off-loading fees . Meetings have been scheduled to this effect in the 3 constituencies to further create awareness on IRAS tool and emphasize mindset change on revenue mobilization and collection. The program starts Monday 4th September 2023 for Bunya west, 5th September 2023 for Bunya East and finally 6th September 2023 for Bunya south where sub county officials including all parish chiefs, parish councilors, LCII &LCIII chairpersons.

A delegation of 50 officers Led by the District Chairperson-Bishop Frank Tibagendeka composed of technical staff and finance committee arrived in Zombo district today 7th august 2023 for a study tour to share their experience on the digital collection and management of revenue tool(IRAS).

During our interface with officials from Zombo District Local government in their conference hall, the senior assistant accountant in charge revenue Jimmy Edienanu, made a detailed presentation which included a brief background of Zombo District, main taxes and other taxes collected in Zombo, pre automation, requirements for IRAS enrollment ,current status of tax administration reforms, local revenue perform for the last two FY (2020-2021, 2021-2022) reasons for the above performances/ success factors, challenges encountered, opportunities for
Zombo district that enhance its LR.

Discussions were made on the presentation,and Mayuge team raised concerns on issues that clarity was needed such as; requested them to share with us their charging policy, lists of revenue sources as well as areas they needed to broaden, advantages of IRAS, control measures/ penalty administered to those that default on taxes as well as probable ways to motivate revenue collectors, among others and these were responded to accordingly.

Still in this meeting,the RDC, Ms. Atim Grace gave us a warm welcome and added her voice to that of the technical officers assuring us that we we start using IRAS,all our revenue collection problems will come to an end.
It should be noted that Zombo district collects revenue totaling to 1.1 billion shillings annually ever since they started using IRAS compared to 898 million shillings before the system.

A community Summit for Mpungwe program area was held today 3rd August 2023 at Mpungwe sub county headquarters to get an in-depth understanding of the overall context of Mpungwe sub county, especially on child wellbeing, existing vulnerabilities, socio-economic and environmental factors that helped to inform prioritization and selection of technical projects that will be implemented to address identified issues.

World Vision Uganda (WVU) is a Christian relief, development and advocacy non- government organization dedicated to working with children, families and communities to overcome poverty and injustice.
World Vision Uganda in Mayuge District is currently operating in Kigandalo and Busakira area programmes. With recent funding from World Vision Korea, it intends to expand its operations to Mpungwe sub county and as part of the process for expansion, the assessment and design process is a critical stage within World Vision's development programme approach.

After a thorough discussion of the issues affecting the community by the community starter group members composed of 27 members on the the challenges affecting mpungwe sub county, it was agreed upon by consensus that the priority area selected was Education and hence technical projects will be implemented to address identified challenges in the education sector.

In attendance was the Resident District Commissioner, District Chairperson, All Heads of Department, District Inspector of Schools, District Councilors representing Mpungwe sub county, Secretary Social Services, DISO, implementing partners (Strong Minds) and the community.

Following the project launch of EYE Universal SRHR project in Mayuge District in April ,targeting young people to ensure that those furthest behind have access to integrated SRHR information and services, the Norwegian Embassy conducted its first project joint donor field visit yesterday 5th July, 2023 to obtain insights on the extent of the project acceptance by the district and implementation status.

The district leadership engaged with the donors in the District council hall and thereafter , the donors and the consortium that included Care, Marie stopes , UNFPA, and Naguru Teenage information &health center plus a few district officials, went to Bwonda Town council where they had an engagement with Men and boys Model group whose objective is to promote development of gender equitable relationships between men, boys, women & girls at households & community level . This model seeks to challenge and change men’s knowledge, attitudes and behaviours about gender.�
CARE sees gender equality as a fundamental requirement for social justice and poverty reduction and has been developing a clearer understanding of how to challenge rigid social norms that perpetuate gender based violence and hamper gender equality, by engaging men and boys in a systematic empowerment process that helps mobilise them to understand and support concepts of positive masculinity and gender equality.

Still at Bwonda , we also had an interface with a group of young men and women embracing SRHR under the umbrella-my body, my life,my mind by Naguru Teenage information and health center, who are empowering young women and men to decide over their own bodies and ensure universal access & comprehensive adolescent friendly SRHR information and services. These youths presented the team with the some of the challenges encountered in accessing SRHR information and services and also discussed solutions and recommendations for the challenges faced in their community.
