Novovolynsk City Council Novovolynsk is a young mining town in the western part of Volyn Region. On October 25, 2020, the Novovolynsk city territorial community was formed.

It consists of the city of Novovolynsk, the administrative center, the village of Blagodatne, the villages of Hrybovytsia, Hryady, Nyzykynychi, Tyshkovychi, Khreniv and Kropyvshchyna. The hromada covers an area of 75.3 km² and has a population of over 58 thousand residents. The Novovolynsk community has a favorable transport and geographical location. It is located five kilometers from the state b

order with the Republic of Poland, 30 km from the Ustyluh road crossing, 100 km from the Yahodyn road crossing and passenger railroad crossing. Therefore, Novovolynsk favorably connects the border area of Western Ukraine and Eastern Poland, and is part of the Euroregion Bug cross-border crossing, which facilitates intensive foreign economic relations between the regions of Ukraine and European countries.

Public activists from Slovakia once again delivered humanitarian aid to the Novovolynsk community

🔹 On May 1, benefactors from Slovakia visited the Novovolynsk community. A delegation of five representatives from the public organizations Prešov pomáha and Stropkovská iniciativa slobodných aktivistov brought cleaning products, beverages, blankets, disposable diapers, adult diapers, and clothing. In addition, they purchased and donated a washing machine for the family of a veteran of the Armed Forces of Ukraine who found themselves in difficult living circumstances.

🔹 The benefactors were welcomed in Novovolynsk by Deputy Mayor Nina Shumska and Head of the Department of International Cooperation and European Integration Olesia Soslovska.

🔹 The humanitarian aid was distributed according to current needs to the interschool resource center, the clothing bank, the SOK Shakhtar, and the inpatient care department in Blahodatne.

🔹 We highly value the support of international charitable organizations and are grateful for their compassion and regular assistance to the Novovolynsk community.

🇺🇦🇳🇱 Novovolynsk Joins Ukrainian–Dutch Project: Working Meeting Held

On Monday, April 20, Novovolynsk was visited by representatives of VNG International and mayors from the Kingdom of the Netherlands. The visit took place within the framework of the Ukrainian–Dutch project “Strengthening the Capacity of Ukrainian Municipalities for Sustainable Recovery as a Precondition for Voluntary Return.”

☝️ Participation in the project opens up opportunities for the community to receive expert support in preparing investment projects, developing infrastructure, and implementing modern solutions.

At the beginning of the visit, the delegation honored the Alley of Heroes and became acquainted with the work of the Administrative Services Center (CNAP), as well as a collection of flags of military units supported by the community. The guests were welcomed by Mayor Borys Karpus.

✅ The official meeting was held at the “NOVO” Business Support Center. Participants included Deputy Mayors Bohdan Shynkarchuk and Nina Shumska, representatives of executive committee departments, deputies, as well as representatives of the education, healthcare, and business sectors.

The head of the community expressed gratitude to VNG International for initiating the project and to the Dutch partners for their willingness to provide support.

During the meeting, key development priorities of the community were outlined, and cooperation was discussed in the areas of social housing, education, healthcare, and business development. This marks the first step in implementing the initiative.

🏘️ As part of the visit, the delegation also inspected the construction of social housing in the 5th microdistrict, implemented with the support of NEFCO. They also visited a compact residence for internally displaced persons on Lutsk Street, where they ознакомились with the living conditions of IDPs.

🚜🇩🇪 We have received another piece of assistance from our German partners for the Municipal Utility Enterprise.

Today, I handed over the keys to a Volvo loader to the utility workers.

🤝 The equipment was purchased thanks to the initiative of Christian Hauschild from Neumünster, a representative of the municipal company Stadtwerke Neumünster.

The loader will operate at the landfill, helping with clearing, site leveling, and performing other necessary tasks.

This is a significant reinforcement for the municipal services, allowing them to carry out their daily work more efficiently.

🇺🇦🤝 Support delivered to the soldiers of the 118th Separate Mechanized Brigade.

Six EcoFlow Delta 2 charging stations and a generator have been sent to the front line to support our Defenders in their work.

Part of the equipment was purchased using funds from the community budget. The rest was acquired thanks to the support of our international partners. 🇩🇪 In particular, the German charitable foundation Kolping Seligenstadt.

We continue working and supporting the Defense Forces of Ukraine.

Novovolynsk received humanitarian aid from partner city Stropkov

🔹 On March 24, the mayor of the Slovak city of Stropkov, Ondrej Brendza, arrived in the Novovolynsk community. Together with colleagues Peter Novak, Jozef Vaškanin, and representatives of the civic organizations “Stropkovská iniciatíva slobodných aktivistov” – Zuzana Čobejová, and “Prešov pomáha” – Lukáš Belej, František Michalík, and Vladimír Klimeš, they delivered humanitarian aid.

🔹 In order to support Novovolynsk after the recent drone attacks, €5,000 were allocated from the budget of Stropkov, and another €7,000 were raised by civic organizations. With these funds, generators, charging stations, and power banks were purchased. In addition, the donors provided blankets and laundry supplies to the residential care department for permanent living in Blahodatne. Laundry supplies were also presented to visitors of the Resilience Center, while sleeping mats were donated to the Novovolynsk Inter-school Resource Center.

🔹 A pleasant surprise were large posters with words of support that the residents of Stropkov sent to the people of Novovolynsk.

🔹 The delegation was welcomed by the Deputy Mayor of Novovolynsk Nina Shumska and the Head of the Department of International Cooperation and European Integration Olesia Soslovska.

🔹 During the visit, Ondrej Brendza together with the donors visited the Alley of Heroes on Vyacheslav Chornovil Square, saw the Wall of Hope with portraits of captured and missing residents of Novovolynsk, and also honored the memory of fallen soldiers at the Alley of Glory of Heroes at the cemetery.

🔹 The delegation also visited the Resilience Center, which operates on the basis of the Center for Social Services, as well as the Novovolynsk Inter-school Resource Center.

🔹 The support of international partners is extremely important for the Novovolynsk community.

We are setting off on another trip to visit our Defenders in the East. We will meet with military units on the Kharkiv, Donetsk, and Sumy directions.

In response to their requests, we will deliver assistance purchased with funds from the community budget totaling over 2 million hryvnias.

This time, we are bringing units DJI Matrice 4T and DJI Mavic 3T (Thermal) quadcopters, drone detectors, EcoFlow charging stations, generators, a radio control unit, and other necessary equipment.

We will also deliver assistance from our Lithuanian and German partners — an Opel Monterey vehicle, generators, and charging stations.

During the visit, we will speak with our Defenders and collect new requests to continue supporting our military.

Novovolynsk Community Among Candidates for Participation in a Joint Ukrainian–Dutch Project

🔹 A pilot project titled “Strengthening the Capacity of Communities to Ensure Sustainable Recovery as a Precondition for the Voluntary Return of Ukrainians” has been launched in Ukraine. It is being implemented by VNG International – the international cooperation agency of the Association of Municipalities of the Kingdom of the Netherlands – in partnership with Association of Ukrainian Cities. The selection process is currently underway: 10 communities will be chosen out of 45 registered applicants.

🔹 On 26 February, a working meeting with representatives of the project’s selection committee took place in Novovolynsk. The delegation included Tetiana van Waveren, Portfolio Manager for Ukraine at VNG International; Floor Steenkamp, Project Manager at VNG International; Mariana Kononchuk, Municipal Cooperation and Project Implementation Consultant; Zoriana Karpenko, Junior Monitoring, Evaluation and Learning Specialist and Project Coordinator; and Yevhen Ovcharenko, Local Governance Expert.

🔹 The Novovolynsk community was represented by Deputy Mayor Bohdan Shynkarchuk and heads of structural departments of the Executive Committee.

🔹 The purpose of the meeting was to present Novovolynsk’s potential in developing municipal housing, creating new jobs, and modernizing critical infrastructure. These areas are key to ensuring safe living conditions and creating the prerequisites for residents to return from abroad.

🔹 Bohdan Shynkarchuk presented to the delegation successful examples of cooperation with international organizations and foundations, business relocation cases, as well as the implementation of social initiatives in the community, including those involving internally displaced persons.

🔹 If selected among the ten participating communities, Novovolynsk will receive mentoring support from Dutch municipalities, expert assistance in preparing and implementing recovery investment projects, as well as advisory support in creating a favorable environment for the return of Ukrainians.

Inklusive Fahrzeuge von deutschen Partnern sind bereits für die Gemeinde im Einsatz

🇩🇪🤝🇺🇦 Im November des vergangenen Jahres übergab die Stadt Neumünster im Rahmen der partnerschaftlichen Zusammenarbeit drei inklusive Fahrzeuge der Marke LEVC an die Stadt Nowowolynsk in der Ukraine. Es handelt sich um moderne Elektro-Hybridfahrzeuge eines britischen Herstellers, die speziell für den Transport von Menschen mit eingeschränkter Mobilität angepasst wurden.

🚘🧑‍🦽‍➡️ Die Fahrzeuge sind mit einer Rampe, ausfahrbaren Sitzen sowie einem speziellen Gepäckraum für Rollstühle ausgestattet. Der geräumige Innenraum und die breite Einstiegsöffnung gewährleisten Komfort und Sicherheit beim Transport von Menschen mit Behinderungen.

🔹 In Nowowolynsk wurde ein Fahrzeug dem Territorialen Zentrum übergeben. Es ist für den Transport der Bewohnerinnen und Bewohner der Abteilung für stationäre Dauerpflege in Blahodatne bestimmt sowie für Menschen mit Behinderungen, Seniorinnen und Senioren und andere Personen mit eingeschränkter Mobilität, die häusliche Unterstützung erhalten.

🔹 Ein weiteres Spezialfahrzeug erhielt das Zentrum für soziale Dienste. Es wird für die Beförderung von Menschen mit Behinderungen, insbesondere von Kindern, zum Resilienzzentrum für Entwicklungsangebote, psychologische Beratung sowie weitere Veranstaltungen genutzt.

🔹 Das dritte Fahrzeug wurde der Abteilung für Veteranenpolitik übergeben, um die Bedürfnisse der Veteraninnen und Veteranen der Gemeinde zu decken.

Die Fahrzeugschlüssel überreichte Bürgermeister Borys Karpus. Er betonte, dass der neue Transport die Mobilität der Einwohnerinnen und Einwohner fördern und die Zugänglichkeit sozialer Dienstleistungen weiter verbessern werde.

🇺🇦🇩🇪 German Partners Visit Novovolynsk with a Humanitarian Mission

On Friday, February 20, Novovolynsk was visited by friends from the city of Obertshausen (Germany), who have been supporting local institutions, residents, and the military since the beginning of the full-scale invasion.

City Council member Bernhard Langert and volunteer Richard Kozurek delivered important assistance to ensure the stable functioning of the community and to support young people.

🔹 In particular, they brought five generators, one high-capacity diesel generator, and three EcoFlow charging stations. In addition, our sports teams received 20 sets of football uniforms and two handballs.

As Bernard Langert noted, the funds for purchasing this equipment were provided by Mayor Manuel Friedrich, as well as by the residents of Obertshausen, who continue to support Ukrainians in this way.

On behalf of the Mayor, Deputy Mayor Nina Shumska expressed gratitude to the partners for their ongoing assistance, solidarity, and warm attitude toward the Novovolynsk community.
