Thailand International Cooperation Agency (TICA) is one of department under the Ministry of Foreign Affa

ระหว่างวันที่ 18 – 22 พฤษภาคม 2569 กรมความร่วมมือระหว่างประเทศ (TICA) ร่วมกับองค์การความร่วมมือระหว่างประเทศแห่งญี่ปุ่น (JICA) จัดการฝึกอบรมให้แก่ประเทศที่สาม (Third Country Training Programme: TCTP) หลักสูตร “The ASEAN Inclusive Programme on Ambitious Climate Action through International Market-Based Approaches (Batch 2)” ภายใต้กรอบความร่วมมือทางวิชาการไทย – ญี่ปุ่น โดยมี Thailand Greenhouse Gas Management Organization เป็นหน่วยงานดำเนินการฝึกอบรม

วัตถุประสงค์ของหลักสูตรเพื่อเสริมสร้างศักยภาพของประเทศสมาชิกอาเซียนในการดำเนินการด้านการเปลี่ยนแปลงสภาพภูมิอากาศ โดยมุ่งส่งเสริมความรู้และความเข้าใจเกี่ยวกับแนวทางความร่วมมือระหว่างประเทศภายใต้ Article 6 ของความตกลงปารีส (Paris Agreement) รวมถึงกลไกตลาดคาร์บอน และแนวทางการดำเนินการด้านสภาพภูมิอากาศที่มีความโปร่งใส ครอบคลุม และสอดคล้องกับบริบทของภูมิภาคอาเซียน ตลอดจนส่งเสริมการแลกเปลี่ยนองค์ความรู้ ประสบการณ์ และความร่วมมือระดับภูมิภาค เพื่อสนับสนุนการเปลี่ยนผ่านสู่การพัฒนาที่มีคาร์บอนต่ำและยั่งยืน

หลักสูตรดังกล่าวจัดขึ้นภายใต้กรอบความร่วมมือทางวิชาการ ไทย - ญี่ปุ่น ระยะ 3 ปี โดยมีกำหนดจัดปีละ 1 ครั้ง เริ่มดำเนินการครั้งแรกในปี 2568 และหลักสูตรครั้งนี้นับเป็นการจัดอบรมครั้งที่ 2 ของโครงการ มีผู้เข้าร่วมจำนวน 22 ราย จาก 6 ประเทศ ได้แก่ อินโดนีเซีย สปป.ลาว มาเลเซีย เมียนมา ไทย และติมอร์-เลสเต โดยผู้เข้าร่วมได้ร่วมแลกเปลี่ยนความรู้ผ่านการบรรยาย กิจกรรมเชิงปฏิบัติการ และการศึกษาดูงาน ณ ศูนย์การเรียนรู้ กฟผ. สำนักงานกลาง ในหัวข้อด้านการเปลี่ยนผ่านสู่ความเป็นกลางทางคาร์บอนของประเทศไทย การบริหารจัดการไฟฟ้าในภูมิภาคอาเซียน และพลังงานหมุนเวียน ซึ่งจะเป็นส่วนสำคัญในการเสริมสร้างเครือข่ายความร่วมมือและการดำเนินการด้านสภาพภูมิอากาศของภูมิภาคอาเซียนในอนาคต

During 18–22 May 2026, the Thailand International Cooperation Agency (TICA) under the Ministry of Foreign Affairs of the Kingdom of Thailand, in collaboration with the Japan International Cooperation Agency (JICA), organized the Third Country Training Programme (TCTP) on “The ASEAN Inclusive Programme on Ambitious Climate Action through International Market-Based Approaches (Batch 2)” under the framework of Thailand–Japan cooperation. The programme was implemented by the Thailand Greenhouse Gas Management Organization.

The programme aimed to strengthen the capacities of ASEAN countries in addressing climate change, particularly by enhancing knowledge and understanding of international cooperation approaches under Article 6 of the Paris Agreement, carbon market mechanisms, and inclusive and transparent climate action approaches suited to the ASEAN context. The training also promoted regional knowledge exchange, institutional cooperation, and dialogue among ASEAN partners to support the transition towards low-carbon and sustainable development pathways.

The programme brought together 22 participants from Indonesia, Lao PDR, Malaysia, Myanmar, Thailand, and Timor-Leste. Throughout the programme, participants engaged in lectures, interactive workshops, and a study visit to the Electricity Generating Authority of Thailand Learning Center (Headquarters), where they explored topics including EGAT’s journey towards carbon neutrality, electricity management in ASEAN countries, and renewable energy development. The programme also served as an important platform for strengthening regional networks and advancing climate cooperation across ASEAN.

เมื่อวันที่ 26 พฤษภาคม 2569 นางพิมพ์วดี โสวรัตนพงศ์ รองอธิบดีกรมความร่วมมือระหว่างประเทศ กระทรวงการต่างประเทศ เข้าร่วมพิธีเปิด (ทางระบบออนไลน์) การฝึกอบรมหลักสูตร “การพัฒนาศักยภาพการค้าชายแดนด่านสะพานมิตรภาพไทย–ลาว แห่งที่ 2 (มุกดาหาร–สะหวันนะเขต)” ซึ่งจัดขึ้นที่จังหวัดมุกดาหาร

การฝึกอบรมดังกล่าวเป็นกิจกรรมหนึ่งภายใต้โครงการแลกเปลี่ยนความรู้ในสาขาการค้าและอุตสาหกรรมระหว่างประเทศไทยกับ สปป. ลาว และมีวัตถุประสงค์เพื่อเสริมสร้างองค์ความรู้และแลกเปลี่ยนประสบการณ์ด้านการค้าชายแดน การอำนวยความสะดวกทางการค้า และการพัฒนาเศรษฐกิจชายแดนระหว่างไทยและ สปป.ลาว อันจะช่วยส่งเสริมความเชื่อมโยงทางเศรษฐกิจ การค้า และความร่วมมือระดับพื้นที่ระหว่างสองประเทศให้มีประสิทธิภาพมากยิ่งขึ้น

ในการนี้ มีผู้แทนฝ่ายลาวเข้าร่วมการฝึกอบรม จำนวน 30 คน ประกอบด้วย ผู้แทนจากส่วนกลาง จำนวน 10 คน และผู้แทนจากแขวงสะหวันนะเขต จำนวน 20 คน โดยได้รับความร่วมมืออย่างดียิ่งจากสถาบันระหว่างประเทศเพื่อการค้าและการพัฒนา และผู้แทนจากจังหวัดมุกดาหาร ร่วมเป็นวิทยากรบรรยายและแลกเปลี่ยนประสบการณ์เกี่ยวกับการบริหารจัดการการค้าชายแดน กฎระเบียบที่เกี่ยวข้อง ตลอดจนแนวทางการพัฒนาเศรษฐกิจชายแดนอย่างยั่งยืน

กรมความร่วมมือระหว่างประเทศเชื่อมั่นว่า การดำเนินกิจกรรมดังกล่าวจะช่วยเสริมสร้างความสัมพันธ์อันดีระหว่างไทยและ สปป.ลาว พร้อมทั้งสนับสนุนการพัฒนาเศรษฐกิจชายแดนและยกระดับความร่วมมือด้านการค้าและอุตสาหกรรมระหว่างสองประเทศให้แน่นแฟ้น รวมทั้งเป็นการสร้างโอกาสทางอาชีพและรายได้ให้แก่ประชาชนในพื้นที่ชายแดน โดยเฉพาะพื้นที่มุกดาหาร–สะหวันนะเขต ซึ่งมีบทบาทสำคัญในฐานะประตูเชื่อมโยงการค้า การลงทุน และการคมนาคมระหว่างไทย สปป.ลาว และอนุภูมิภาคลุ่มแม่น้ำโขง

On 26 May 2026, Ms. Pimwadee Sovaratanapong, Deputy Director-General of the Thailand International Cooperation Agency (TICA), Ministry of Foreign Affairs, participated virtually in the opening ceremony of the training course entitled “Border Trade Capacity Development at the Second Thai–Lao Friendship Bridge Checkpoint (Mukdahan–Savannakhet),” held in Mukdahan Province.

The training was organized as part of the Knowledge Exchange Programme in Trade and Industry between Thailand and the Lao People’s Democratic Republic (Lao PDR). The programme aims to strengthen knowledge and facilitate the exchange of experiences in border trade, trade facilitation, and border economic development between Thailand and the Lao PDR. It is expected to further enhance economic connectivity, trade relations, and local-level cooperation between the two countries in a more effective manner.

A total of 30 Lao participants attended the training, including 10 representatives from central government agencies and 20 representatives from Savannakhet Province. The programme also received valuable cooperation from the International Institute for Trade and Development (ITD) and representatives from Mukdahan Province, who served as speakers and shared their experiences on border trade management, relevant regulations, and approaches toward sustainable border economic development.

TICA believes that the implementation of this activity will help strengthen the close relations between Thailand and the Lao PDR, while supporting border economic development and enhancing cooperation in trade and industry between the two countries. The programme will also contribute to creating employment and income-generating opportunities for people living in border areas, particularly in the Mukdahan–Savannakhet area, which serves as an important gateway for trade, investment, and transportation connectivity among Thailand, the Lao PDR, and the Greater Mekong Subregion (GMS).

เมื่อวันที่ 22 พฤษภาคม 2569 นางพิมพ์วดี โสวรัตนพงศ์ รองอธิบดีกรมความร่วมมือระหว่างประเทศ และผู้แทนสถานเอกอัครราชทูต ณ เวียงจันทน์ เข้าร่วมพิธีปิดการฝึกอบรม หัวข้อ “การป้องกันและเฝ้าระวังการระบาดของโรค African Swine Fever (ASF)” และพิธีส่งมอบอุปกรณ์สำหรับใช้ในการป้องกันและเฝ้าระวังการระบาดของโรค ASF ให้แก่ด่านกักกันโรคสัตว์ของสาธารณรัฐประชาธิปไตยประชาชนลาว ณ ด่านกักกันสัตว์ระหว่างประเทศหนองคาย จังหวัดหนองคาย โดยทั้งสองกิจกรรมนี้เป็นส่วนหนึ่งของโครงการ Enhancing Emergency Preparedness and Response to Prevent and Control African Swine Fever Thai-Lao Border ซึ่งมุ่งเสริมสร้างศักยภาพในการเตรียมความพร้อมและตอบสนองต่อการป้องกันและควบคุมโรค ASF ตามแนวชายแดนไทย–ลาว

การฝึกอบรมครั้งนี้ได้รับความร่วมมืออย่างดียิ่งจากหน่วยงานที่เกี่ยวข้องของกรมปศุสัตว์ ทั้งส่วนกลางและส่วนภูมิภาค ในการเป็นวิทยากรและถ่ายทอดองค์ความรู้ด้านการป้องกัน การเฝ้าระวัง และการรับมือกับการแพร่ระบาดของโรค ASF ให้แก่เจ้าหน้าที่ของฝ่ายลาว ที่รับผิดชอบการเฝ้าระวังโรค ASF ตามแนวชายแดนไทย-ลาว จำนวน 20 คน เพื่อเสริมสร้างศักยภาพบุคลากรและยกระดับความร่วมมือด้านสาธารณสุขสัตว์ระหว่างสองประเทศ ซึ่งจะช่วยปกป้องอุตสาหกรรมปศุสัตว์และเกษตรกรไทย เสริมสร้างความมั่นคงทางเศรษฐกิจและการค้า พัฒนาระบบเตือนภัยและการตอบสนองร่วมกัน ส่งเสริมบทบาทของประเทศไทย ในฐานะหุ้นส่วนการพัฒนาในภูมิภาคทั้งในกรอบความร่วมมืออนุภูมิภาคลุ่มน้ำโขงและกรอบอาเซียน

ภายหลังเสร็จสิ้นการฝึกอบรม ผู้แทนทั้งสองฝ่ายได้ร่วมแลกเปลี่ยนความคิดเห็นเกี่ยวกับเนื้อหาและประโยชน์ที่ได้รับจากการฝึกอบรม ตลอดจนหารือถึงปัญหา อุปสรรค และข้อเสนอแนะในการดำเนินโครงการ พร้อมทั้งร่วมกันพิจารณาความเป็นไปได้ในการดำเนินกิจกรรมต่อยอดภายใต้กรอบความร่วมมือดังกล่าว เพื่อเสริมสร้างความเข้มแข็งในการป้องกันและควบคุมโรค ASF ในพื้นที่ชายแดน ไทย–ลาว อย่างยั่งยืนต่อไป

On 22 May 2026, Ms. Pimwadee Sovaratanapong, Deputy Director General of the Thailand International Cooperation Agency (TICA), together with the representative from the Royal Thai Embassy in Vientiane, attended the closing ceremony of the training programme entitled “Prevention and Surveillance of African Swine Fever (ASF) Outbreaks” as well as the handover ceremony of equipment for ASF prevention and surveillance to animal quarantine checkpoints of the Lao People’s Democratic Republic at the Nong Khai International Animal Quarantine Station, Nong Khai Province. Both activities were conducted under the project Enhancing Emergency Preparedness and Response to Prevent and Control African Swine Fever Thai Lao Border, which aims to strengthen preparedness and response capacities for the prevention and control of ASF along the Thai- Lao border.

The training programme received strong cooperation from relevant agencies of the Department of Livestock Development, both at the central and regional levels, whose experts served as trainers and shared knowledge on ASF prevention, surveillance, and outbreak response with 20 Lao officials responsible for ASF surveillance along the Thai-Lao border. The programme aimed to enhance personnel capacity and strengthen animal health cooperation between the two countries. Such cooperation will help protect Thailand’s livestock industry and farmers, strengthen economic and trade security, improve joint early warning and response systems, and reinforce Thailand’s role as a development partner in the region under both the Greater Mekong Subregion and ASEAN cooperation frameworks.

Following the completion of the training, representatives from both sides exchanged views on the content and benefits of the programme, discussed challenges, constraints, and recommendations for project implementation, and jointly explored the possibility of conducting follow up activities under the cooperation framework to further strengthen sustainable ASF prevention and control efforts along the Thai-Lao border.

เมื่อวันที่ 27 พฤษภาคม 2569 นายจุลวัจน์ นรินทรางกูร ณ อยุธยา อธิบดีกรมความร่วมมือระหว่างประเทศ ให้การต้อนรับ นาง Lucy Njeri Kiruthu เอกอัครราชทูตสาธารณรัฐเคนยาประจำประเทศไทย ซึ่งเข้าเยี่ยมคารวะ เนื่องในโอกาสเข้ารับตำแหน่งใหม่ โดยมี ร้อยโท สรวุฒิ ปรีดีดิลก อัครราชทูต ณ กรุงเฮลซิงกิ ปฏิบัติหน้าที่ราชการที่กรมความร่วมมือระหว่างประเทศ นางสาวชิดชนก มาลยะวงศ์ ผู้อำนวยการกองส่งเสริมและประสานความร่วมมือระหว่างประเทศ และเจ้าหน้าที่ที่เกี่ยวขอ้งเข้าร่วมด้วย

ทั้งสองฝ่ายได้หารือแนวทางในการกระชับความสัมพันธ์ทวิภาคีระหว่างไทยและเคนยาให้แน่นแฟ้นยิ่งขึ้น โดยเน้นการส่งเสริมความร่วมมือเพื่อการพัฒนาในสาขาที่มีความสนใจร่วมกัน และการต่อยอดการดำเนินโครงการจัดตั้ง ศูนย์การเรียนรู้เทคโนโลยีการเกษตรไทย-เคนยา ณ Kenya School of Agriculture (KSA) เพื่อเป็นโครงการนำร่องภายใต้กรอบการประชุมเพื่อการพัฒนาระหว่างไทย–แอฟริกา (Thailand–Africa Development Forum: TADF) เพื่อสนับสนุนการประกาศนโยบายข้อริเริ่มความร่วมมือระหว่างไทย-แอฟริกา (Thailand - Africa Initiative: TAI) ของไทยในปี ๒๕๖๘ ตลอดจนการแสวงหาแนวทางจัดกิจกรรมเพื่อเฉลิมฉลองโอกาสครบรอบ 60 ปี ความสัมพันธ์ทางการทูตระหว่างทั้งสองประเทศในปี 2570

On 27 May 2026, Mr. Chulvat Narinthrangura, Director-General of Thailand International Coperation Agency (TICA) welcomed H.E. Ms. Lucy Njeri Kiruthu, Ambassador of the Republic of Kenya to Thailand, who paid a courtesy call on the occasion of her new appointment. Lt. Sorawud Preededilok, Minister attached to TICA, and Ms. Chidchanok Malayawong, Director of the Development Promotion and Coordination Division, also attended along with relevant officials at TICA.

Both sides discussed ways to further strengthen bilateral relations between Thailand and Kenya, by enhancing development cooperation in the areas of mutual interest. An extension of the Project on the Establishment of the Thailand - Kenya Agricultural Technology Learning Center at the Kenya School of Agriculture (KSA) was also addressed as a pilot project under the framework of the Thailand-Africa Development Forum (TADF), in support of Thailand's relaunching of the Thailand-Africa Initiative (TAI) in 2025. They also explored possible activities to commemorate the 60th anniversary of diplomatic relations between the two countries in 2027.

เมื่อวันที่ 22 พฤษภาคม 2569 นางอรุณี ไฮม์ม รองอธิบดีกรมความร่วมมือระหว่างประเทศ ให้การต้อนรับและหารือกับคณะผู้แทนจากคณะกรรมการข้าราชการพลเรือน ราชอาณาจักรภูฏาน (Royal Civil Service Commission: RCSC) ในโอกาสเดินทางมาเยือนประเทศไทยเพื่อศึกษาดูงานด้านการพัฒนาระบบราชการ

ฝ่ายภูฏานได้แสดงความขอบคุณกรมความร่วมมือระหว่างประเทศสำหรับการสนับสนุนด้านการพัฒนาทรัพยากรมนุษย์อย่างต่อเนื่อง พร้อมทั้งแลกเปลี่ยนความคิดเห็นเกี่ยวกับแนวทางการพัฒนาความร่วมมือให้มีประสิทธิภาพยิ่งขึ้น โดยเฉพาะการบริหารจัดการทุนการศึกษาและการจัดเก็บข้อมูลเพื่อติดตามผู้รับทุน

ทั้งนี้ คณะผู้แทน นำโดย Dasho Babu Ram Sherpa และ Dasho Kinlay Tshering กรรมาธิการคณะกรรมการข้าราชการพลเรือน ราชอาณาจักรภูฏาน ได้เดินทางเยือนประเทศไทยเพื่อศึกษาดูงานด้านระบบการบริหารผลการปฏิบัติงาน และแนวทางการส่งเสริมความเป็นเลิศของหน่วยงานภาครัฐ เพื่อนำไปประยุกต์ใช้ในการพัฒนาระบบราชการของภูฏาน ตลอดจนสร้างเครือข่ายความร่วมมือกับหน่วยงานที่เกี่ยวข้องของไทย อาทิ สำนักงาน ก.พ. สำนักงบประมาณ กระทรวงสาธารณสุข กระทรวงมหาดไทย กรุงเทพมหานคร สำนักงานพัฒนารัฐบาลดิจิทัล สถาบันบัณฑิตพัฒนบริหารศาสตร์ และจุฬาลงกรณ์มหาวิทยาลัย

On 22 May 2026, Mrs. Arunee Hiam, Deputy Director-General of Thailand International Cooperation Agency (TICA), welcomed a delegation from the Royal Civil Service Commission (RCSC) of the Kingdom of Bhutan during their visit to Thailand for a study visit on public administration development.

The Bhutanese side expressed appreciation to TICA for its continued support in human resource development, and exchanged views on ways to further enhance the effectiveness of cooperation, particularly in the management of scholarship programmes and scholarship recipients.

The RCSC delegation, led by Dasho Babu Ram Sherpa and Dasho Kinlay Tshering, Commissioners, visited Thailand to study Thailand’s performance management system and the Agency’s Excellence Award. The visit aimed to support the application of these experiences to the development of Bhutan’s civil service system, as well as to strengthen networks with relevant Thai agencies, including the Office of the Civil Service Commission, the Bureau of the Budget, the Ministry of Public Health, the Ministry of Interior, the Bangkok Metropolitan Administration, the Digital Government Development Agency, the National Institute of Development Administration (NIDA), and Chulalongkorn University.

เมื่อวันที่ 22 พฤษภาคม 2569 นายจุลวัจน์ นรินทรางกูร ณ อยุธยา อธิบดีกรมความร่วมมือระหว่างประเทศ พบหารือกับนางสาวเซซิเลีย ซูนิลดา กาลาร์เรตา บาซัน เอกอัครราชทูตสาธารณรัฐเปรูประจำประเทศไทย ซึ่งเข้าเยี่ยมคารวะเพื่ออำลาในโอกาสครบวาระการดำรงตำแหน่ง

อธิบดีฯ กล่าวขอบคุณและชื่นชมบทบาทของเอกอัครราชทูตฯ ตลอดระยะเวลาการปฏิบัติหน้าที่ในประเทศไทย ซึ่งมีส่วนสำคัญในการส่งเสริมความสัมพันธ์ไทย-เปรู และผลักดันความร่วมมือเพื่อการพัฒนาระหว่างกันให้มีความก้าวหน้าอย่างเป็นรูปธรรม โดยเฉพาะการขับเคลื่อนโครงการความร่วมมือในหลากหลายสาขา รวมทั้งการจัดประชุมความร่วมมือทางวิชาการไทย-เปรู ครั้งที่ 5 เมื่อเดือนมีนาคมที่ผ่านมา ซึ่งทั้งสองฝ่ายได้ร่วมรับรองแผนงานความร่วมมือเพื่อการพัฒนาระหว่างกันสำหรับระยะ 3 ปีข้างหน้า ระหว่างปี 2569-2571 ครอบคลุม 5 สาขา ได้แก่ การพัฒนาทางเลือก สาธารณสุข วิทยาศาสตร์และเทคโนโลยี สิ่งแวดล้อม และความร่วมมือเพื่อการพัฒนาระหว่างประเทศ

ในโอกาสดังกล่าว เอกอัครราชทูตฯ ได้กล่าวขอบคุณอธิบดีฯ สำหรับการสนับสนุนการดำเนินงานความร่วมมือระหว่างไทยกับเปรูมาโดยตลอด พร้อมทั้งย้ำถึงความสัมพันธ์อันใกล้ชิดระหว่างไทยกับเปรู และชื่นชมบทบาทของไทยในฐานะคู่ร่วมมือเพื่อการพัฒนา ซึ่งเป็นประเทศนอกภูมิภาคลาตินอเมริกาเพียงประเทศเดียวที่เปรูมีกรอบความตกลงด้านความร่วมมือเพื่อการพัฒนาร่วมกัน รวมทั้งยืนยันการสานต่อการดำเนินงานความร่วมมือระหว่างกันต่อไปในอนาคต แม้ว่าตนจะพ้นวาระการดำรงตำแหน่งไปแล้ว

On 22 May 2026, Mr. Chulvat Narinthrangura, Director-General of Thailand International Cooperation Agency (TICA), met with H.E. Ms. Cecilia Zunilda Galarreta Bazán, Ambassador of the Republic of Peru to Thailand, who paid a farewell call on the occasion of the completion of her tenure.

The Director-General extended his appreciation and commended the Ambassador’s active contribution throughout her assignment, which significantly advanced Thailand-Peru relations and development cooperation, including through the implementation of projects across various sectors and the convening of the 5th Working Group Meeting on Technical Cooperation in March. At that dialogue, both sides endorsed a new Three-year Development Cooperation Programme between 2026 – 2028, covering five areas namely Alternative Development, Public Health, Science and Technology, Environment, and International Development Cooperation

On this occasion, the Ambassador expressed appreciation for TICA’s continued support for Thailand-Peru development cooperation, and reaffirmed the close and cordial relations between the two countries, while commending Thailand’s role as the only development partner of Peru outside the Latin American region with an established cooperation framework. The Ambassador also confirms Peru’s continuation of collaborative efforts in the future.

เมื่อวันที่ 22 พฤษภาคม 2569 นายจุลวัจน์ นรินทรางกูร ณ อยุธยา อธิบดีกรมความร่วมมือระหว่างประเทศ และนาง Angela Jane Macdonald เอกอัครราชทูตออสเตรเลียประจำประเทศไทย ได้ร่วมลงนามหนังสือแลกเปลี่ยนสำหรับโครงการความร่วมมือด้านพลังงานไทย-ออสเตรเลีย (Thailand-Australia Energy Cooperation Project) ณ ห้องรับรอง 4 กระทรวงการต่างประเทศ โดยมีผู้แทนจากกรมอเมริกาและแปซิฟิกใต้ กระทรวงพลังงาน การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย และสถานเอกอัครราชทูตออสเตรเลียประจำประเทศไทยเข้าร่วม

การลงนามดังกล่าวเป็นการต่อยอดความร่วมมือด้านพลังงานระหว่างไทยและออสเตรเลีย ภายหลังจากที่ทั้งสองฝ่ายได้เห็นชอบแผนความร่วมมือด้านพลังงานไทย–ออสเตรเลีย (Thailand-Australia Energy Cooperation Workplan) เมื่อปี 2566 โดยโครงการนี้เป็นส่วนหนึ่งของข้อริเริ่ม Partnerships for Infrastructure (P4I) ของรัฐบาลออสเตรเลีย ที่สนับสนุนงบประมาณและส่งเสริมการพัฒนาพลังงานหมุนเวียนและการเปลี่ยนผ่านด้านพลังงานอย่างยั่งยืน ผ่านการหารือเชิงนโยบาย การวิจัยร่วม การแลกเปลี่ยนองค์ความรู้และเทคโนโลยีด้านพลังงานสะอาด ตลอดจนการเสริมสร้างศักยภาพของหน่วยงานและบุคลากรที่เกี่ยวข้อง เพื่อสนับสนุนการขับเคลื่อนประเทศไทยสู่สังคมคาร์บอนต่ำและเป้าหมายความเป็นกลางทางคาร์บอนในอนาคต โดยฝ่ายไทยมีกระทรวงพลังงานเป็นหน่วยงานหลักในการดำเนินโครงการร่วมกับการไฟฟ้าฝ่ายผลิตแห่งประเทศไทยและฝ่ายออสเตรเลียมีกระทรวงการต่างประเทศและการค้าออสเตรเลียเป็นหน่วยดำเนินโครงการ

On 22 May 2026, Mr. Chulvat Narinthrangura, Director-General of Thailand International Cooperation Agency (TICA), and Dr. Angela Jane Macdonald, Australian Ambassador to Thailand, signed the Exchange of Notes for Thailand-Australia Energy Cooperation Project at Reception Room 4, the Ministry of Foreign Affairs. Representatives from the Department of American and South Pacific Affairs, the Ministry of Energy, the Electricity Generating Authority of Thailand (EGAT), and the Australian Embassy also attended the ceremony.

The signing of the Exchange of Notes for Thailand-Australia Energy Cooperation Project builds on the success of Energy Cooperation Workplan that has been endorsed by both sides in 2023. This project is a part of Australia’s initiative on Partnerships for Infrastructure (P4I), which provides the financial support for the development of renewable energy and sustainable transition through policy dialogue, joint study, exchange of knowledge and technology for clean energy, and capacity building of relevant Thai agencies and personnel. The project aims to promote Thailand into a low emission and carbon neutral society, with the Ministry of Energy of Thailand together with EGAT as implementing agencies of Thai side and Department of Foreign Affairs and Trade of Australia as implementing agency of Australian side.

เมื่อวันที่ 21 พฤษภาคม 2569 นายจุลวัจน์ นรินทรางกูร ณ อยุธยา อธิบดีกรมความร่วมมือระหว่างประเทศ ให้การต้อนรับ ศาสตราจารย์ ดร.นภเรณู สัจจรักษ์ ธีระฐิติ รองอธิการบดีฝ่ายวิเทศสัมพันธ์และสภามหาวิทยาลัย มหาวิทยาลัยมหิดล เข้าพบหารือเพื่อขยายผลความร่วมมือภายใต้บันทึกความเข้าใจ (MoU) โครงการ MFA-MU Enhancing Thailand Capacity Building Hub โดยมี นางอรุณี ไฮม์ม รองอธิบดีกรม ความร่วมมือฯ และนางสาวชิดชนก มาลยะวงศ์ ผู้อำนวยการกองส่งเสริมและประสานความร่วมมือระหว่างประเทศ และเจ้าหน้าที่ที่เกี่ยวข้องของสองฝ่ายเข้าร่วมด้วย ณ ห้องประชุม 2 กรมความร่วมมือฯ

ทั้งสองฝ่ายได้หารือแนวทางการต่อยอดความสำเร็จจากการเยือนรัฐเอกราชซามัวและราชอาณาจักรตองกาเมื่อเดือนเมษายน 2569 ที่ผ่านมา ซึ่งกรมความร่วมมือฯ ได้สนับสนุนอุปกรณ์การแพทย์ และคณะแพทย์ผู้เชี่ยวชาญจากมหาวิทยาลัยมหิดลได้ปฏิบัติภารกิจผ่าตัดระบบทางเดินปัสสาวะแก่ผู้ป่วยรวม 32 ราย ตลอดจนตรวจรักษาผู้ป่วยโรคหัวใจและหัตถการศัลยกรรมอื่น ๆ ควบคู่กับการฝึกอบรมบุคลากรทางการแพทย์ของซามัว และประเมินศักยภาพระบบสาธารณสุขของตองกา

นอกจากนี้ ทั้งสองฝ่ายได้หารือแนวทางการดำเนินความร่วมมือระหว่างกันในอนาคต อาทิ การขยายกรอบการดำเนินงานรักษาโรคไตเฉพาะทางในตองกา การพัฒนาอุตสาหกรรมโกโก้มูลค่าสูง และการเสริมสร้างศักยภาพด้านสาธารณสุข เพื่อส่งเสริมบทบาทของไทยในฐานะศูนย์กลางความร่วมมือเพื่อการพัฒนา ศูนย์กลางทางการแพทย์และสุขภาพระดับนานาชาติ (Medical hub) และขับเคลื่อน "การทูตเชิงเวชการ" (Medical Diplomacy) ให้เกิดผลสัมฤทธิ์ที่เป็นรูปธรรมยิ่งขึ้นต่อไป

On 21 May 2026, Mr. Chulvat Narinthrangura, Director-General of the Thailand International Cooperation Agency (TICA), welcomed and had a meeting with Prof. Nopraenue Sajjarax Dhirathiti, Ph.D., Vice President for Global Partnerships and University Council of Mahidol University, to discuss furthering partnership cooperation under the Memorandum of Understanding (MoU) for the "MFA-MU Enhancing Thailand Capacity Building Hub" project. Mrs. Arunee Hiam, Deputy Director-General of TICA, and Ms.Chidchanok Malayawong, Director of the Development Promotion and Coordination Division, were also present along with relevant officials at the meeting room 2, TICA office.

Both sides discussed ways to build upon the successful outcomes of the April 2026 mission to the Independent State of Samoa and the Kingdom of Tonga. During the mission, TICA provided essential medical equipment, while Mahidol University’s medical specialists successfully performed 32 urological surgeries, provided cardiac treatments, and conducted other major surgical procedures. The Thai side also provided hands-on training to Samoan healthcare personnel and conducted a capacity assessment of Tonga’s healthcare system.

Furthermore, both sides explored ways of future collaboration, including the expansion of specialized medical cooperation in Tonga—specifically regarding renal diseases—the development of a high-value cocoa industry, and regional public health capacity building. These initiatives are aimed at promoting Thailand's role as a regional development cooperation hub and medical hub, including driving Thailand’s "medical diplomacy" toward more tangible and sustainable outcomes.
