ตามที่มีการเผยแพร่ข้อมูลผ่านสื่อสังคมออนไลน์และสื่อเกี่ยวกับสถานการณ์บริเวณอำเภอช่องจอม จังหวัดสุรินทร์ และพื้นที่ตรงข้ามโอเสม็ด ศูนย์ข่าวสารสถานการณ์ไทย–กัมพูชา (JIC) ได้ตรวจสอบข้อเท็จจริงจากหน่วยในพื้นที่แล้ว ขอเรียนชี้แจง ดังนี้
1. จากการตรวจสอบพบว่า มีความเคลื่อนไหวของทหารกัมพูชาใกล้แนวลวดหนามในลักษณะ
ไม่เหมาะสม และมีพฤติกรรมก่อกวนกำลังพลไทย ส่งผลให้ฝ่ายไทยจำเป็นนำรถสายพานลำเลียงพล M113 เข้าควบคุมพื้นที่ เพื่อรักษาความปลอดภัยและป้องกันไม่ให้สถานการณ์ยกระดับ การดำเนินการดังกล่าวเป็นไปตาม ถ้อยแถลงร่วม (Joint Statement ลงวันที่ 27 ธันวาคม 2568) ข้อ 2 อย่างเคร่งครัด
โดยยึดหลักการวางกำลังตามแนวที่กำหนด และหลีกเลี่ยงการยั่วยุ
2. กรณีคณะผู้สังเกตการณ์อาเซียนเฝ่ายกัมพูชา (AOT) ตรวจสอบแล้วพบว่า คณะผู้สังเกตการณ์อาเซียนฝ่ายกัมพูชา (AOT) เข้าพื้นที่บริเวณคาสิโน/พื้นที่ดังกล่าวในช่วงปลายสัปดาห์ที่ผ่านมา โดยการลงพื้นที่อยู่ในฝั่งควบคุมโดยพูชาเท่านั้น ไม่ได้เข้ามาในพื้นที่ที่ฝ่ายไทยควบคุมหรือวางกำลัง ทั้งนี้ ฝ่ายไทยกำหนดแนวและมาตรการควบคุมพื้นที่ไว้อย่างชัดเจนแล้ว
3. ฝ่ายไทยยึดมั่นว่าการเข้าพื้นที่ของคณะ AOT ควรมีการประสานงานล่วงหน้าผ่านกลไกที่ตกลงร่วมกัน เช่น RBC/JBC เพื่อให้เกิดความโปร่งใสและความเข้าใจที่ตรงกัน อย่างไรก็ตาม ไทยยังคงสนับสนุนบทบาทของ AOT ในการตรวจสอบและส่งเสริมมาตรการลดความตึงเครียดตามถ้อยแถลงร่วม
4. ประเทศไทยดำเนินการทุกขั้นตอนด้วยความเป็นมืออาชีพ อดทน และยึดมั่นในถ้อยแถลงร่วม
อย่างเคร่งครัด คือ ไม่ยั่วยุ ไม่ยกระดับสถานการณ์ และมุ่งสร้างความไว้เนื้อเชื่อใจระหว่างกัน ขอความร่วมมือ
ทุกภาคส่วน หลีกเลี่ยงการเผยแพร่ข้อมูลที่คลาดเคลื่อนหรือยังไม่ได้รับการยืนยัน ซึ่งอาจส่งผลกระทบ
ต่อบรรยากาศความร่วมมือระหว่างสองประเทศ
สรุปข้อเท็จจริง

Clarification Regarding the Situation at the Chong Chom Permanent Border Crossing

With reference to information recently circulated on social media and in various media outlets concerning
the situation in the Chong Chom border area of Surin Province, the Joint Information Center on the Thailand-Cambodia Situation (JIC) has verified the facts with local authorities and would like to clarify, as follows:
1. Upon inspection, inappropriate movements by Cambodian troops were found to have taken place near
the barbed-wire area, including provocative behavior towards Thai military personnel. As a result, Thai forces deemed
it necessary to deploy M113 armored vehicles to secure the area, for safety reasons and to prevent further escalation. These actions have been carried out in strict compliance with Paragraph 2 of the Joint Statement of 27 December 2025, with Thailand adhering strictly to maintaining troop deployment lines and avoiding any forms of provocation.
2. After further verification, it was found that the ASEAN Observer Team - Cambodia (AOT-Cambodia) conducted a site visit to the casino compound late last week. The visit was confined solely to areas under Cambodian control
and did not encroach into areas controlled by Thai forces, which have clearly established control measures for the area.
3. The Thai side maintains that any entry into the area by the AOT should be coordinated in advance through mutually agreed mechanisms, such as the Regional Border Committee (RBC) or the Joint Boundary Commission (JBC),
in order to ensure transparency and mutual understanding. In any case, Thailand continues to support the role of
the AOT in monitoring the situation and promoting de-escalation measures in accordance with the Joint Statement.
4. Thailand’s actions have been carried out with professionalism, restraint and in strict adherence
to the Joint Statement – namely, refraining from provocation, avoiding escalation, and focusing on building mutual trust between the two sides. All parties are kindly requested to refrain from disseminating inaccurate or unverified information,
as such actions may adversely affect the atmosphere of cooperation between the two countries.
Summary of Facts:
• The control of the area by Thailand is in accordance with the Joint Statement.
• AOT-Cambodia did not enter areas under Thai control.
• The overall situation remains under control, with no escalation of tensions.
The Joint Information Center on the Thailand-Cambodia Situation (JIC) reaffirms that the Thai side will continue to act with prudence, transparency, and a firm commitment to peaceful approaches, for the utmost benefit of
the people of both countries.
