The communities of Mura-Hatiha and Tirangore have formally ended years of hostilities by signing a historic peace agreement following a reconciliation process facilitated by the Eastern Equatoria State Government.

The conflict, which resulted in loss of lives, destruction of property, disruption of farming activities, and the breakdown of social relations, has now come to an end after a series of consultative meetings organized by the State Government in Torit.

The peace agreement was sealed through a traditional reconciliation ceremony held at the disputed border area between the two villages. During the ceremony, both communities slaughtered black bulls, and the meat from the animals was mixed and shared among representatives of the Monyomiji (youth) from both sides, symbolizing unity, forgiveness, and a commitment to peaceful coexistence.

Addressing the gathering, the Governor of Eastern Equatoria State, H.E. Louis Lobong Lojore, called upon the people of Mura-Hatiha and Tirangore to forgive one another and leave behind the grievances of the past.

“I am happy that the two villages have finally accepted to live together in harmony and peace. By embracing peace, you have saved the lives of many innocent people,” the Governor said.

He urged both communities to sustain the peace they had achieved, emphasizing that the agreement originated from the people themselves, while the government only facilitated and blessed the process.

The Governor further noted that any individuals or families with outstanding grievances should pursue justice through legal channels rather than communal confrontation.

“If there is anybody affected and still has complaints, let them come forward and open a case. It is no longer a problem between Mura-Hatiha and Tirangore. The government, through the security organs, will ensure that justice is served,” he stated.

On the issue of the disputed border, the two communities agreed that the matter would be addressed separately through traditional rituals involving the legitimate landowners and elders from both communities, with the process being witnessed by the State Government.

The Governor encouraged the two villages to resume normal social and economic activities, including farming and grazing together, and called upon neighboring communities to continue supporting peace efforts through timely intervention whenever tensions arise.

He warned that any future violation of the peace agreement would prompt direct government intervention to prevent conflict and protect lives.

The Governor also called on former combatants to report to Torit for registration and organization, while encouraging untrained youth to proceed to designated cantonment centers. Emphasizing the importance of unity among the Otuho-speaking communities, he urged the people to prioritize development and peaceful coexistence over conflict.

“Otuho is one people. We must think about development and not war,” he said, while praising Oriaju as an exemplary peaceful village.

The Governor noted that conflict has negatively affected development, social cohesion, and livelihoods, and cautioned against any actions that could undermine the hard-earned peace.

The Deputy Governor echoed the Governor’s message and called for the full implementation of the peace agreement by all parties involved.

The peace accord marks a significant milestone in the State Government’s ongoing efforts to promote reconciliation, stability, and lasting peace among communities across Eastern Equatoria State.

During the meeting, Governor Lobong expressed deep concern over the continued hostilities between the two communities despite numerous government interventions. He noted that repeated efforts by the State Government, religious leaders, including the Catholic Church in Torit, and several peace dialogues conducted in Hiyala Payam had yielded resolutions that were subsequently disregarded.

The Governor further observed that some politicians and community leaders from both sides had allegedly contributed to fueling the conflict, resulting in the unnecessary loss of young and productive lives.

A delegation representing the three Payams of Ikwoto, Losite, and Isohe met with the Governor of Eastern Equatoria State, H.E. Louis Lobong Lojore, to discuss modalities for rehabilitating key road networks through community participation and the mobilization of locally available resources.

The meeting focused on the proposed rehabilitation of the Tsretenya–Ikwoto Road and the Ikwoto–Hiyala Road, both of which are critical for transportation, trade, and access to basic services within the area.

Speaking during the meeting, Hon. Alphonse Murras Chacha revealed that communities at the grassroots level have already embraced the initiative and are actively mobilizing support to ensure the success of the road rehabilitation project.

Governor Lobong welcomed and highly appreciated the community-led initiative, describing it as a clear demonstration of local ownership and commitment to development. However, he discouraged the use of felled trees as the primary source of materials for the road works, warning that excessive tree cutting could lead to environmental degradation.

He noted that contributions such as labor, chickens, goats, bulls, and other locally available resources could play a significant role in supporting the implementation of the project.

NGAURO TOWN COUNCIL COMMUNITY APPRECIATES GOVERNOR LOBONG'S LEADERSHIP AND DEVELOPMENT INITIATIVES

A delegation from the Ngauro community paid a courtesy call on the Governor of Eastern Equatoria State, H.E. Louis Lobong Lojore, to express their appreciation and congratulations for key achievements realized under his leadership.

The community commended the Governor for the establishment of Ngauro Town Council, the appointment of the Town Clerk, and the appointment of Hon. Akileo Mboya Anyanga as the SPLM State Secretary. According to the delegation, these milestones demonstrate the strategic importance of Ngauro Town Council and its unwavering support for the SPLM Party.

Community leaders reported that peace and stability have significantly improved across Ngauro and neighboring areas, including Kapoeta East and Kapoeta South Counties. Women representatives expressed their commitment to engaging neighboring communities in promoting peaceful coexistence, dialogue, and reconciliation.

The delegation acknowledged that criminal elements remain the primary cause of cattle theft and insecurity in some areas. They emphasized the need to discourage criminal activities through community engagement, dialogue, and reconciliation efforts.

The community further called for stronger support for the SPLM in Ngauro Town Council, stressing that the newly appointed SPLM State Secretary should enjoy the full backing of party members, beginning with his own community.

Addressing concerns regarding the creation of Administrative Areas, Governor Lobong clarified that these administrative units were established following requests from local communities themselves. He noted that it is contradictory for the same people who requested the units to later criticize them.
The Governor stated that if communities believe the Administrative Areas are no longer beneficial, the government can reconsider and revoke them. However, he cautioned that those who advocated for their establishment must also defend their relevance and explain why they remain necessary.

He emphasized that local government administrative units are intended to bring government services closer to the people and improve service delivery. He attributed much of the misunderstanding surrounding the Administrative Areas to inadequate public sensitization and urged leaders to intensify awareness campaigns to help communities understand their purpose and benefits.

Governor Lobong also called upon political leaders, particularly Members of Parliament, to take firm and impartial positions against criminal acts committed by members of their own communities. He stressed that wrongdoing must be condemned in the strongest possible terms, regardless of the perpetrators' identity.

The Governor further encouraged communities to create a conducive environment for investment, noting that attracting investors is essential for infrastructure development, including the construction of roads and other public services.

In his concluding remarks, Governor Lobong urged citizens to uphold the rule of law, support peaceful coexistence, and refrain from harboring criminals, emphasizing that sustainable peace and development can only be achieved through collective responsibility and respect for the law.

The Governor of Eastern Equatoria State, H.E. Louis Lobong Lojore, has briefed the Chief of Defence Forces (CDF), Gen. Santino Deng Wol, on the security situation in the state during the CDF's official visit to Eastern Equatoria State.

Welcoming the visiting delegation, Governor Lobong reported that Eastern Equatoria State remains generally calm and stable despite several security challenges facing the region. He attributed the relative stability to the state's community policing approach, through which local communities voluntarily support efforts to maintain law and order in their respective areas.

The Governor noted that the State Government continues to dedicate its limited resources toward maintaining security and stability across the state to ensure that citizens can live peacefully and are not forced to cross international borders in search of safety.

Governor Lobong highlighted concerns over recurring incidents of child abduction and cattle raiding allegedly perpetrated by Murle armed groups. He stated that some of these groups take advantage of areas occupied by SPLM/A-IO forces as hideouts from which they conduct raids and abduct children.

He further informed the CDF that some elements associated with the National Salvation Front (NAS) occasionally move from their bases in Central Equatoria State and collaborate with SPLM/A-IO elements to create insecurity in parts of Eastern Equatoria State.

Regarding cross-border security, Governor Lobong explained that while international border management falls under the mandate of the National Government, the State Government has remained actively engaged with border communities to promote peaceful coexistence, local trade, and harmonious relations with neighbouring countries.

He added that joint border security committees have been established with neighbouring countries to facilitate community-level peace initiatives and address security concerns along the borders.

The Governor also raised concerns over the shortage of logistics for security forces, particularly food supplies and other operational necessities required to sustain soldiers in their areas of deployment. He emphasized that improving logistical support would significantly strengthen security operations across the state.

In response, the Chief of Defence Forces, Gen. Santino Deng Wol, stated that his visit to Eastern Equatoria State was aimed at meeting and consulting with the SSPDF, SPLA-IO, and SSOA forces on the renewed implementation of the Security Arrangements under the Revitalized Peace Agreement.

Gen. Santino explained that the immediate objective is to organize all forces that have joined the government and encourage those who have not yet reported to their designated assembly and training centres to do so as required.

The CDF stressed that lasting peace in Eastern Equatoria State requires the active involvement of the sons and daughters of the state, noting that they understand the local realities and security challenges better than anyone else and therefore have a vital role to play in sustaining peace and stability.

Louis Lobong Lojore has directed the immediate cancellation of all ongoing land demarcation activities in and around the periphery of Torit Town following a letter submitted to his office by the Hatiha Community over alleged land demarcation.

The Governor said any land demarcation exercise should only be conducted after thorough consultation and understanding with the local community.

The directive was issued during a meeting between the Governor and members of the Hatiha Community, where Governor Lobong sought clarification regarding a petition letter reportedly signed by the community chairman accusing the government of carrying out forceful land demarcation in Torit.

Addressing the community, Governor Lobong clarified that the Council of Ministers Resolution No. 9/2026, which has generated debate over land matters among members of the Hatiha Community, was not specifically intended for Torit Town alone but was designed to be implemented across the entire state to enable citizens benefit from their land.

The Governor explained that the resolution was passed with the good intention of addressing longstanding imbalances and misunderstandings surrounding land ownership and settlement between communities and government institutions across Eastern Equatoria State.

He emphasized that since assuming office in Torit, he has never authorized any forceful demarcation of land in the town, noting that the government remains mindful of the concerns and sensitivities of indigenous communities regarding land matters.

Governor Lobong stated that if the Hatiha Community rejects the implementation of the resolution within Torit, the government will respect their position and suspend its application in the area while continuing with implementation in other parts of the state where communities are willing to cooperate.

“If there is any place where forceful demarcation was conducted under my authority, I will revoke it,” the Governor assured the community leaders.

The Governor further reminded residents that Torit was gazetted as government land dating back to the British colonial administration long before the current generation, stressing that the state government was only seeking a fair and peaceful framework through which both the government and communities can coexist while resolving land disputes amicably.

He also questioned why sections of the Hatiha Community had settled even within areas already gazetted for government use, reiterating that Torit, as the capital of Eastern Equatoria State, belongs to all the people of the state.

Governor Lobong directed the Mayor of Torit and the Commissioner of Torit County to always consult local communities before any future land demarcation exercise is undertaken for public settlement purposes.

“If the community refuses, do not insist — leave it,” he instructed.

The Governor specifically ordered the cancellation of all recent demarcation activities around Torit, including the exercise conducted at Odikholong behind the former United Nations Mission in South Sudan base, now occupied by Torit University of Science and Technology.

The meeting ended with calls for continued dialogue, mutual understanding, and peaceful engagement between the government and local communities in addressing sensitive land matters across the state.

Eastern Equatoria State Governor Louis Lobong Lojore has called for peaceful dialogue, unity, and mutual understanding between the communities of Kidepo Valley and Isohe Payam following discussions surrounding the establishment of the Kidepo Valley Local Government Administrative Area.

During a consultative meeting with representatives from the two communities, Governor Lobong urged residents to engage in the discussions with good intentions in order to peacefully resolve the ongoing stalemate.

He assured the people of Isohe Payam that no appointment of a Chief Administrator would be effected before proper consultations are conducted with the grassroots communities of Isohe.

The Governor stressed that the creation of local government administrative units should not become a source of conflict, insecurity, or division among communities. He discouraged the establishment of government administration along tribal lines and cautioned political and community leaders against causing confusion among grassroots populations.

Governor Lobong further advised politicians to act as agents of unity and peaceful coexistence while warning against internal border conflicts. He expressed optimism that the misunderstandings surrounding the Kidepo Valley Administrative Area would be resolved amicably, reaffirming his commitment to peace and the welfare of all communities.

To ensure transparency and inclusivity, the Governor announced that a neutral government body would be dispatched to consult the Bomas of Isohe Payam and collect the views of the local population regarding the matter.

He however cautioned that if the legal and administrative requirements for the establishment of Kidepo Valley Administrative Area are not met, the government may be compelled to revoke its establishment.

Meanwhile, the people of Isohe Payam reiterated their decision to distance themselves from the newly established Administrative Area, stating that they are comfortable remaining under Ikwoto County administration.

On the other hand, members of the Kidepo Valley community welcomed the establishment of the Administrative Area and presented congratulatory messages to Governor Lobong for supporting what they described as a long-awaited aspiration of their people.

Governor Lobong Backs Ifwotu Women Peace Initiative Amid Renewed Calls for Stability

A delegation of Ifwotu women leaders drawn from Kakuma Refugee Camp, Kapoeta South County, and Torit Town on Tuesday met Eastern Equatoria State Governor Louis Lobong Lojore to discuss community-led approaches aimed at restoring peace and stability in Ifwotu Payam.

During the meeting, the women expressed their readiness to engage directly with grassroots communities and rebel leaders accused of destabilizing the area. The delegation emphasized that women have a vital role in reconciliation, dialogue, and peacebuilding, pledging to mobilize communities toward ending violence and promoting peaceful coexistence.

The team commended Governor Lobong for his continued commitment to peace and security across Eastern Equatoria State, particularly his efforts to restore hope and stability in Ifwotu Payam. They noted that the Governor’s peace initiatives have inspired displaced communities to believe in the possibility of lasting peace and eventual return to their homes.

Speaking on behalf of the Kakuma delegation, Susan Fadaya Kennedy described the harsh living conditions faced by refugees in Kakuma Camp, citing shortages of food, clean water, health services, and other essential needs. She explained that although many displaced families from Eastern Equatoria have returned home, families from Ifwotu remain unable to do so because of persistent insecurity in their villages.

Governor Lobong welcomed the women leaders and praised their courageous decision to pursue peaceful engagement with rebels operating in Ifwotu under the leadership of Gen. Patrick Ohiti. He described the initiative as an important step toward community reconciliation and lasting peace.

The Governor further directed the Commissioner of Torit County to organize an urgent peace dialogue involving the women delegation, Ifwotu youth, community elders, and local leaders in Torit to discuss practical ways of ending violence in the area. He noted that some youth have at times been involved in acts contributing to insecurity and stressed the need for collective responsibility in restoring peace.

Governor Lobong also revealed that the state government has previously undertaken several peace engagements with Gen. Patrick Ohiti and his group, but regretted that those efforts did not yield positive results.

The women leaders appealed for united efforts from government authorities, community leaders, youth, and armed groups to allow peace to prevail so that displaced families can safely return home and rebuild their lives in dignity and security.

Speaking during the launch ceremony, the Hon. State Minister of Trade and Industry stated that the road rehabilitation project is intended to open pathways and create a lifeline of opportunities for community growth, transformation, and a better future for the people of the area.

The Minister noted that the road will serve as a vital investment corridor connecting livestock farmers to markets, enabling children to access schools, and allowing families to reach healthcare services throughout the year, particularly during difficult weather conditions.
