STATEMENT OF APPRECIATION BY THE YOUNG PARLIAMENTARIANS CAUCUS (YPC)

On behalf of the Young Parliamentarians Caucus (YPC), I would like to extend our sincere appreciation and profound gratitude to Rt. Hon. Joseph Ngere Paciko, Speaker of the Transitional National Legislative Assembly (TNLA), for his visionary leadership and steadfast commitment to promoting inclusive parliamentary governance.

The Caucus highly commends the Speaker's decision to appoint a considerable number of young parliamentarians to the Standing Specialized Committees of the Assembly. This important milestone demonstrates confidence in the capacity, competence, and leadership potential of young legislators and reflects a strong commitment to nurturing the next generation of parliamentary leadership.

The increased representation of young parliamentarians in committee leadership and membership will enrich legislative debates, strengthen parliamentary oversight, and ensure that the aspirations and perspectives of South Sudan's youth are effectively reflected in the legislative process.

The Young Parliamentarians Caucus reaffirms its unwavering commitment to serving the people of South Sudan with professionalism, integrity, patriotism, and dedication. Today, on behalf of the Young Parliamentarians Caucus of the Transitional National Legislative Assembly, I would like to extend our deepest respect and warmest wishes to the women of South Sudan on this International Women’s Day.

This year’s global theme, “For ALL Women and Girls: Rights. Equality. Empowerment,” serves as a powerful call to action that resonates deeply with our mission as young leaders. We recognize that the future of our young nation is inextricably linked to the full and equal participation of women and girls in every facet of society.

As the caucus representing the next generation of leadership, we stand in solidarity with the women of South Sudan—the mothers, entrepreneurs, peacebuilders, and farmers who are the backbone of our communities and the custodians of our families. While we celebrate your resilience and invaluable contributions, we also acknowledge the persistent challenges you face, including gender-based violence, limited access to education, and underrepresentation in decision-making processes.

We reaffirm our commitment to using our legislative platform to champion the rights of women and girls.

PUBLIC HEARING ON FY 2025/2026 FINANCE BILL AND DRAFT NATIONAL BUDGET CONCLUDED

Today, Parliament successfully concluded a two-day Public Hearing on the FY 2025/2026 Finance Bill and Draft National Budget. The hearings were organized by the Standing Specialized Committee on Finance and Economic Planning, the Committee on Public Accounts, and the Council of States under the theme:

“Towards a Transparent, Inclusive, Comprehensive and Credible Revenue Collection for Accountable and Equitable Resource Distribution and Use across National, States and Administrative Areas.”

The session brought together National Ministers, Honorable Members of the Transitional National Legislative Assembly, Members of the Council of States, State Ministers and MPs, civil society organizations, youth leaders, women groups, and students. Their participation reflects our collective commitment to transparency, accountability, and citizen engagement in the budgeting process.

The discussions focused on strengthening domestic revenue mobilization, improving public financial management, ensuring equitable allocation of resources to states and administrative areas, and enhancing oversight mechanisms to curb waste and corruption.

The hearings were officially closed by the Rt. Hon. Parmena Awerial, Deputy Speaker for Administration and Finance, who emphasized the importance of responsible fiscal discipline, transparency in revenue collection, and people-centered budgeting that addresses the pressing needs of our citizens.

As Members of Parliament, we remain committed to ensuring that the FY 2025/2026 Budget reflects national priorities, promotes economic stability, and delivers tangible services to our people across the Republic of South Sudan.

Today, the Members of the Standing Specialized Committee on Regional Integration and East Africa Affairs, chaired by Hon. George Andrea, conducted a thorough scrutiny of the FY 2025/2026 Budget of the Ministry of East African Affairs.

The session engaged the National Minister, Hon. Pieng Deng Kuol, the Undersecretary, Hon. Mary Hillary Wani Pitia, and the Ministry’s technical team in a comprehensive review of planned programs, regional commitments, and strategic priorities.

As Parliament, our oversight responsibility is to ensure that budget allocations align with South Sudan’s obligations within the East African Community and effectively advance regional integration, trade, infrastructure development, and diplomatic engagement.
