As we celebrate this joyful season, we reflect on the blessings of water and life.

The Republic of South Sudan (RSS) is geographically situated at the heart of the White Nile, with nearly 97% of our country lying within the Nile Basin.

The Sudd is the one of the world’s largest and most ecologically significant wetlands, stands as a treasure of global importance.

Our country’s central position makes South Sudan a natural bridge between upstream and downstream Nile members states.

This Christmas season inspires hope as we look toward 2026, a year filled with opportunities for sustainable water resources development.

The Ministry of Water Resources and Irrigation (MWRI) has this week successfully concluded a two-day Stakeholder Validation Workshop held from 9–10 December 2025 in Juba.

With support from the World Bank, the workshop brought together government institutions, partners, consultants, Civil Society organisations and a member of the National Legislative Assembly to review feasibility studies for major climate resilience interventions under the Regional Climate Resilience Program (RCRP).

Key studies presented included:
Bor South–Twic East D**e (94 km)
Maban Flood Management System
Kineti Multi-Purpose Water Resources Development Project
Other flood and drought management interventions

The discussions were productive and focused on ensuring the proposed solutions meet community needs and support long-term climate resilience.

MWRI extends sincere appreciation to all participants for their insights, collaboration, and commitment to building a safer and more resilient South Sudan.

South Sudan Chairs the 37th Eastern Nile Council of Ministers (ENCOM) Governance Meeting

The 37th Session of the Eastern Nile Council of Ministers (ENCOM) was convened on 5th of December 2025 at Kiriri Garden Hotel in Bujumbura, Burundi. The meeting was chaired by Hon. James Mawich Makuach, Minister of Water Resources and Irrigation of the Republic of South Sudan, on behalf of the ENCOM Chairperson.

The session addressed a wide-ranging agenda aimed at strengthening cooperation and advancing sustainable water resource management across the Eastern Nile Basin. Key items discussed included:
• Follow-up on resolutions from the previous ENCOM meeting
• Review of the Eastern Nile Subsidiary Action Program Team (ENSAPT) Annual Performance Report for 2024/2025
• Presentation of the Financial Performance Report (2024/2025)
• Approval of the Annual Work Plan and Budget for 2025/2026
• Consideration of the Administration and Human Resources Report
• Additional governance and operational matters relevant to basin cooperation

As part of the regional integration agenda, more than 59 investment and development projects were presented from key regional institutions, including the Nile Basin Secretariat, NELSAPT, ENTRO, IGAD, and the East African Community (EAC). These projects aim to support resource mobilization and enhance joint planning among member states.

The 37th ENCOM session reaffirmed the collective commitment of Eastern Nile countries to transparency, accountability, and equitable participation in managing shared water resources. It further underscored the importance of enhanced coordination to ensure sustainable development, regional stability, and mutual benefit across the basin.

Hon. James Mawich Makuach Departs Juba for Bujumbura to Attend Joint Nile Governance Meetings

Bujumbura, Burundi — 04 December 2025

The Minister of Water Resources and Irrigation, Hon. James Mawich Makuach, departed Juba this afternoon for Bujumbura, Burundi to participate in the Joint Nile Governance Meetings, which include the 33rd Nile Council of Ministers (Nile-COM), the 28th Nile Equatorial Lakes Council of Ministers (NELCOM), and the 37th ENSAP Council of Ministers (ENCOM) sessions.

Hon. Makuach was accompanied to Juba International Airport by Hon. Achier John, the Undersecretary of the Ministry, along with senior officials from the Ministry of Water Resources and Irrigation, who conveyed their best wishes to Hon. Minister and his delegation.

Upon arrival in Bujumbura, the delegation began initial preparations ahead of the meetings, which are scheduled to officially commence tomorrow.

These high-level sessions will bring together Ministers and TACs from across the Nile Basin to advance cooperative management, equitable utilization, and sustainable development of the shared Nile water resources.

Hon. Makuach’s participation reaffirms South Sudan’s continued commitment to regional collaboration and its active role in strengthening transboundary water governance within the Nile Basin.

The Ministry has carried out emergency upgrading of Malakal and Anakdiar hydrological stations to improve water-level and rainfall monitoring.

The work included:

• Installing new staff gauges
• Maintaining rain gauges
• Clearing obstructions for accurate readings
• Conducting surveys to enhance flood-level monitoring
• Restoring of damaged equipment

These upgrades will help MWRI provide timely flood warnings and better support communities during the rainy season. Reliable hydrological data is essential for climate resilience, water management, and protecting lives and livelihoods.

MWRI continues its efforts to strengthen South Sudan’s hydrological network nationwide.

15th NOVEMBER 2025 JUBA, SOUTH SUDAN

World Bank Mission Engages MWRI Leadership on Advancing RCRP and National WASH Project on Friday the 14th of November 2025.

The Minister of Water Resources and Irrigation, Hon. James Mawich Makuach, today met with the visiting World Bank Mission team to review progress and discuss key implementation priorities for the Regional Climate Resilient Program (RCRP) and the National WASH Project (NWP).

The meeting focused on several important areas, including:
• Project implementation timelines
• Establishment of a National Water Institute
• Signing of the Water Bill into law
• Ongoing progress, challenges, and required interventions

Hon. Makuach underscored the need to consider extending project timelines due to weather variations affecting implementation across South Sudan. He expressed appreciation to the World Bank for its continued support and reaffirmed the Ministry’s commitment to effective coordination and timely delivery.

The Undersecretary, Hon. Achier Manyuat John, emphasized the importance of strong collaboration, adequate staffing, and enhanced capacity-building to accelerate progress. He commended the World Bank for its support to vulnerable communities nationwide.

The Ministry remains committed to working closely with all development partners to strengthen water resource management and improve service delivery for the people of South Sudan.

Hon. James Mawich Makuach Returns from Jonglei State after Inaugurating the Bor Urban Water Supply System

Juba, South Sudan – 8 November 2025

The Minister of Water Resources and Irrigation, Hon. James Mawich Makuach, has returned to Juba after inaugurating the Bor Urban Water Supply System on 6th November 2025 in Bor Town, Jonglei State.

The event, themed “Inauguration of Bor Urban Water Supply System,” was opened by Hon. Jacob Mayom Chol, Minister of Housing, Land and Public Utilities, who also serves as Acting Minister of Roads and Bridges in Jonglei State. It brought together government officials, technical experts, and development partners to promote access to safe drinking water in South Sudan.

Hon. Makuach was joined by H.E. Dr. Riek G*i Kok, Governor of Jonglei State; H.E. Paul Maria Tholen, Ambassador of the Kingdom of the Netherlands; Hon. Yar Paul Kuol, Managing Director of the South Sudan Urban Water Corporation; and Mrs. Boss Noal Skinner, UNICEF Country Representative. The delegation toured several new water kiosks and tanks forming part of the system.

Upon his return, Hon. Makuach thanked the Government and people of Jonglei State for their hospitality and reaffirmed the Ministry’s commitment—along with the South Sudan Urban Water Corporation—to advancing sustainable water management and expanding access to clean water across the country.
