In 1974 the city had an estimated population between 175,000 and 180,000 inhabitants. HWA is an independent water supply utility that is mandated with the supply of water for the city of Hargeisa. It enjoys fiscal and administrative autonomy. Current, it has permanent staff of 329, 100% paid by HWA from its own income. The agency has a Pro-poor tariff structure. Operations of HWA
HWA Currently su
pplies approximately 9 million liters per day. City requires > 40 million liters per day, using WHO figure of 50% l/p/d. The pumping stations operate on a 23-hour basis. Currently, HWA has 24,500 household connections and 400 p***c kiosks. Over the last 3-years, HWA has made considerable progress in terms of cost recovery. The income from water sales has increased steadily since 2007 despite no increase in the bulk water supply and no tariff increases since 2007. The agency has 95% collection rate. Bulk Water Supply
HWA operates 2 pumping stations (Geed Deeble and Biyo Khadar), 13 boreholes, 23Km transmission mains and Sheedaha Water reservoir, all construction in 1974. Challenges
Since 1988, there has been no further increase in the volume of water. Quadrupling of demand over the last twenty-five years (systems designed for 180,000 people, now greater than 800,000) . All new settlements in Hargeisa after 1994 have not been connected to the piped water system. There is enough underground water to serve BUT HWA cannot get the water to the city unless the right investment is made.
