NCPC-SL AND NPRA CONDUCT NATIONWIDE FUEL STATION INSPECTIONS

The National Consumer Protection Commission of Sierra Leone(NCPC-SL), in collaboration with the National Petroleum Regulatory Authority (NPRA), has conducted a nationwide routine inspection of petrol stations to ensure compliance with consumer protection laws and industry standards.

The inspection focused on verifying that fuel dispensing pumps deliver the correct quantity of petroleum products to consumers. During the exercise, officials discovered that some petrol stations were dispensing fuel below the calibrated measurement standards established by the Sierra Leone Standards Bureau (SLSB). This means that consumers at these stations may not have been receiving the full quantity of fuel they paid for.

The affected stations have been notified of the observed deficiencies and will be required to take immediate corrective measures to ensure that their dispensing equipment complies with the approved calibration standards. Appropriate regulatory actions will be taken against operators found to be in violation of the relevant laws and regulations.

The NCPC-SL and NPRA reaffirm their commitment to protecting consumers from unfair trade practices and ensuring transparency, fairness, and accountability within the petroleum sector. The two institutions will continue to carry out regular inspections across the country to safeguard the interests of the public and promote confidence in the fuel retail industry.

NCPC, Ministry of Trade, CSOs and Police Intensify Cement Price Enforcement Across Sierra Leone

The National Consumer Protection Commission (NCPC), in collaboration with the Ministry of Trade and Industry, Civil Society Organizations (CSOs), Consumer Welfare Groups, and the Sierra Leone Police, has intensified its nationwide enforcement of government-approved cement prices, resulting in the closure of several non-compliant shops across Kenema, Makeni, Bo, and Port Loko districts.

The enforcement exercise forms part of ongoing efforts to ensure strict adherence to the government-approved retail price of NLe 230 per 50kg bag of cement, aimed at protecting consumers from exploitation and promoting fair trade practices across Sierra Leone.

In Kenema District, NCPC and its partners conducted a comprehensive market inspection exercise targeting retail outlets selling cement. During the operation, four shops were found selling cement above the stipulated government price and were immediately closed for violating consumer protection regulations.

Similarly, in Makeni, the Commission ordered the closure of four shops for failing to adhere to the approved cement price. The North-East Regional Officer of the NCPC, Alhaji Oumar Kamara, emphasized that the Commission remains committed to safeguarding consumers from unfair pricing practices and ensuring that traders comply with government directives.

“The Commission will continue to monitor the market and take decisive action against any business found exploiting consumers through unauthorized price increases,” he stated.

In Bo City, a joint enforcement team comprising representatives from the NCPC, Ministry of Trade and Industry, and Civil Society Organizations closed three building material shops after they were found selling cement above the government-approved price. The action followed repeated engagements and warnings issued to traders regarding compliance with the national pricing directive.

Meanwhile, in the North-West Region, the NCPC Regional Office, working in collaboration with CSOs and Regional Police Officers, carried out a robust pricing compliance operation in Port Loko District following a successful engagement with representatives of the Assistant Inspector General (AIG) of Police.

During the operation, the team discovered that a majority of cement dealers were selling both local and imported cement at prices exceeding the government-approved rate by more than NLe 20 per bag, creating a significant burden on consumers and increasing construction costs across the district. As a result of these violations, four shops were closed for non-compliance with the government’s controlled pricing policy.

The Commission noted that the sale of cement above the approved price places an unnecessary burden on citizens and undermines government efforts to make building materials affordable for all Sierra Leoneans. The Ministry of Trade reaffirmed its commitment to continued market surveillance, while CSO representatives commended the initiative and urged traders to prioritize ethical business practices and consumer welfare.

The National Consumer Protection Commission has urged all cement dealers and retailers nationwide to comply fully with government pricing regulations to avoid sanctions, including shop closures and other enforcement actions. Consumers are also encouraged to report cases of overpricing and other unfair trade practices through the appropriate channels.

The Commission remains steadfast in its mandate to protect consumer rights, promote fair competition, and ensure a transparent and accountable marketplace for all Sierra Leoneans.

NCPC-SL Continues Enforcement of Cement Price Compliance in East Freetown

The National Consumer Protection Commission of Sierra Leone (NCPC-SL) has intensified its nationwide enforcement of government-approved cement prices, with a monitoring and compliance exercise conducted in the Calaba Town area of East Freetown.

The operation forms part of the Commission’s ongoing efforts to ensure strict adherence to the Ministry of Trade and Industry’s notice of 6th May 2026, which established approved retail prices for cement across the country. The exercise was led by NCPC enforcement officers, who visited several cement dealers and retail outlets to verify compliance with the prescribed pricing regime.

During the inspection, officers discovered a number of traders selling cement above the approved retail price. One shop owner openly resisted the enforcement team, insisting on continuing to sell at unauthorized prices despite repeated explanations of the law and the government’s directive.

NCPC officials explained the provisions of the Consumer Protection Act, 2020, and reminded the trader that consumer protection laws empower the Commission to investigate violations, enforce consumer protection standards, and take administrative actions against businesses engaged in practices that undermine consumer welfare.

Following the trader’s refusal to comply, the Commission enforced the law and took the necessary administrative measures in accordance with its statutory mandate. The action was intended to protect consumers from unjustified price increases and to ensure a level playing field for compliant businesses.

Speaking after the exercise, the Chief Executive Officer of NCPC-SL reaffirmed the Commission’s commitment to safeguarding consumers against exploitative trade practices.

“The Commission will continue to monitor the market and take appropriate action against any trader who deliberately violates government-approved pricing directives. Our primary responsibility is to protect consumers and ensure fairness in the marketplace. Compliance is not optional; it is a legal obligation.”

The CEO further commended traders who have complied with the approved cement prices and urged all business owners to cooperate with regulatory authorities in the interest of national development and consumer welfare.

The National Consumer Protection Commission (NCPC) has taken decisive enforcement action by closing seven business establishments in Freetown for failing to comply with the Ministry of Trade and Industry's official notice issued on 6th May 2026 regarding the approved retail price of cement across the country.

The enforcement exercise, conducted by the Commission's Compliance and Enforcement Team, followed extensive monitoring and inspections of cement dealers and distributors within the Western Area. The exercise revealed that several traders were selling cement at prices above the government-approved rate, thereby violating the Ministry's directive and undermining efforts to protect consumers from unfair and exploitative trade practices.

Speaking during the operation, the Chief Executive Officer of the National Consumer Protection Commission emphasized that the Commission remains committed to safeguarding the interests of consumers and ensuring strict adherence to government policies designed to promote fair trading practices.

"The Ministry of Trade and Industry's notice of 6th May 2026 was issued to stabilize the market and protect consumers from unjustified price increases. Any business entity found violating this directive will face the full force of the law," the CEO stated.

The Commission noted that despite repeated public announcements and engagements with business operators, some traders continued to disregard the approved pricing structure, resulting in the closure of seven shops pending further administrative and regulatory actions.

NCPC further warned all cement dealers, wholesalers, and retailers nationwide to immediately comply with the approved pricing framework or risk sanctions, including closure of business premises, fines, and possible prosecution in accordance with the Consumer Protection Act, 2020, and other relevant laws.

The Commission reiterated that consumer protection remains a key pillar of the Government of Sierra Leone's economic agenda and urged members of the public to report any trader engaged in price gouging, hoarding, or other unfair commercial practices.

Consumers can lodge complaints through the National Consumer Protection Commission's established complaint mechanisms (030) 080527) to enable prompt investigation and enforcement action.

The NCPC reassured the public of its unwavering commitment to promoting fair competition, transparency in the marketplace, and the protection of consumer rights throughout Sierra Leone.

NCPC Participates in National Seminar to Strengthen Competition and Consumer Protection in Sierra Leone

The National Consumer Protection Commission (NCPC) joined key stakeholders in reaffirming Sierra Leone’s commitment to promoting fair competition and protecting consumers, as part of a broader regional initiative aimed at strengthening competition governance across West Africa.

The initiative focuses on enhancing the dissemination of competition law, reinforcing institutional capacity, and deepening national ownership of competition policy frameworks. It is expected to contribute to a more transparent and competitive business environment that supports investment, economic growth, and consumer welfare.

This commitment was highlighted during the National Information and Awareness Seminar on Competition Law and Policy in West Africa, held under the Competition and Consumer Protection Support Programme (PACoSPro) at the New Brookfields Hotel.

The NCPC actively participated in the seminar, contributing to discussions on consumer protection, market fairness, and the importance of strengthening enforcement mechanisms at both national and regional levels. As Sierra Leone’s lead institution for consumer protection, the Commission emphasized the need for increased public awareness and stronger collaboration with competition authorities to ensure that consumers are adequately protected in an evolving marketplace.

Addressing participants, the Minister of Trade and Industry, Alpha Ibrahim Sesay, underscored the Government’s dedication to ensuring fair market practices and safeguarding consumer interests. He noted that an effective competition policy remains a critical driver of economic transformation and sustainable development.

Speaking on behalf of the Executive Director of the ECOWAS Regional Competition Authority, Yayah Samateh highlighted that the programme—jointly implemented by ERCA with support from the European Union—aims to strengthen institutional and technical capacities while promoting a strong competition culture throughout the region.

A comprehensive presentation on the PACoSPro programme was delivered by Leland Mbaga, a member of the ERCA Council and Competition Expert under the initiative. He explained that the programme is designed to support the effective implementation of competition policy across West Africa.

Throughout the seminar, participants—including representatives from the NCPC—engaged in constructive discussions on improving compliance mechanisms, increasing awareness of competition rules, and strengthening collaboration between national authorities and regional bodies within ECOWAS.

The discussions also emphasized the importance of fostering fair market practices that protect consumers and promote sustainable economic growth across the region. For the NCPC, participation in the seminar reinforces its ongoing commitment to ensuring that consumer rights remain at the center of Sierra Leone’s economic and regulatory reforms.
