PSRU Concludes Entrance Meetings for Public Universities in Freetown

COMAHS, New England, Freetown, 14th July, 2026: The Public Sector Reform Unit (PSRU) on Tuesday, 14th July 2026, successfully concluded entrance meetings with public universities in Freetown as part of the Government of Sierra Leone’s Management and Functional Review (MFR) of the higher education sector. The exercise forms part of a broader nationwide assessment aimed at improving the governance, efficiency, and effectiveness of public universities in delivering quality higher education.

The entrance meetings which commenced in the regions mid June 2026, served as the official launch of the review process within each institution. The entrance meetings were designed for the university authorities and stakeholders to understand the objectives of the exercise, clarify the scope, methodology, and expected outcomes of the Management and Functional Review, in order to secure the cooperation of the university management, academic staff, and administrative personnel.

In his presentation, the Chief of Programmes, PSRU, Mr. Albert Williams, stated that the entrance meeting was to establish line of communication between the review team and university stakeholders in order to solicit their support and buy-in.

Mr. Williams noted that the review was significant as it supports the Government’s wider public sector reform agenda by promoting transparency and accountability, strengthening public institutions, improving the quality of higher education, enhancing the employability of graduates and supporting sustainable national development through stronger universities.

Through this exercise, Mr. Williams revealed, PSRU aims to identify strengths, address institutional challenges, and recommend practical reforms that would enhance governance, efficiency, accountability, and the overall quality of higher education. The initiative reflects the Government’s commitment to building stronger universities capable of contributing effectively to national development and human capital growth, he concluded.

The Vice Chancellor and Principal of College of Medicine and Allied Health Science, COMAHS, Professor James Russel, expressed his profound appreciation to PSRU for their willingness to conduct a management and functional review for the university to enhance its efficiency and effectiveness. The Management and Functional Review for public universities and higher education sectors was borne out of a cabinet decision to determine whether public universities have the appropriate organizational structures, effective governance systems, efficient administrative processes, adequate human resource capacity, sound financial and operational management and clear alignment with national education priorities.

The review will focus on several critical areas including Governance and Leadership structures as well as decision-making processes and roles and responsibilities of governing councils and management. It will also examined the organizational structure with clear growth path and reporting lines. Human Resource Management, Financial Management particularly with regard to budget planning, resource allocation, financial accountability and revenue generation will be thoroughly looked into.

The review will proffer recommendations that would improve institutional efficiency, strengthen governance and accountability, enhance service delivery, optimize the use of financial and human resources, reduce duplication of functions, modernize the university management systems, improve teaching, research, and community engagement and align the university operations with national development goals.

Director of PSRU reiterates call for Sustainable Public Service Reforms

Tuesday 7th July 2026, Civil Service Academy, Freetown: The Director of the Public Sector Reform Unit, Mr. Sulaiman Phoray Musa, has called on stakeholders to actively shape Sierra Leone’s ongoing public service reforms, stressing that lasting change can only be achieved through broad consultations and collaboration.

Speaking during a stakeholder engagement at the Public Service Academy, Mr. Phoray Musa described the institution as a symbol of the country’s reform journey, noting its transformation from the former Civil Service Training College into a centre for developing a modern and professional public service. He commended the Ministry of Public Administration and Political Affairs for convening the consultation.

He stated that public service reform remains a key pillar of the Government’s Medium-Term National Development Plan (2024–2030) and is being guided by the Strategic Roadmap for Public Service Reforms and the Public Sector Reform Master Plan, both developed through extensive stakeholder engagement.

Mr. Phoray Musa highlighted progress made over the past two years, including ongoing efforts to digitalize human resource management systems, the development of Sierra Leone’s first Public Service Act, institutional restructuring to improve accountability, and the establishment of the Public Service Academy. He noted that these initiatives are aimed at creating a more efficient, accountable and citizen-centred public service.

Acknowledging persistent challenges such as overlapping institutional mandates, weak accountability systems, and outdated pay and grading structures, the Director emphasised that meaningful reforms must reflect the experiences and priorities of those working within the public service.

He urged participants to provide honest feedback on the Strategic Roadmap, identify priority areas for implementation, and recommend the financial, technical and institutional support needed to ensure the reforms succeed.

“The Government of Sierra Leone recognises that an effective public service cannot be built by decree. It requires sustained coordination, honest institutional reflection and meaningful stakeholder engagement,” he stressed, encouraging participants to speak openly and challenge proposals where necessary to ensure the reforms are effective and sustainable.

Nationwide consultations on the Public Service Bill commences in Kono

Kono District Council, Koidu City, 25th June 2026: Public Servants in the Kono District converged at the District Council hall to give their meaningful input and views on the public service bill that will eventually becomes an Act.

The nationwide consultation is being championed by the Public Service Commission with support from Invest Salone.

This is the first time in the history of the Public Service that sustained efforts have been made to ensure the establishment of a public service Act that will regulate all the players within the public service.

In his address as Guest speaker, the Chairman of the Public Service Commission, PSC, Mr. K.O. Bah, gave a history of the public Service Bill as far back as 2014, but for unforeseen reasons failed to yield dividend.

In 2018, he revealed, enhanced efforts were made to restart the process given the importance of the Act, as Sierra Leone was one of few countries within the sub region without an Act to govern the public service.

He pointed out that the public service act will strengthen the public service to perform efficiently and effectively as it will address teething issues like duplicating mandates and functions and enhance transparency and accountability within the public service.

A strong and effective public service according to Mr. K.O.Bah, will complement the role of the private sector whose duty is to provide wealth for the nation. It is a misnomer for the government to be the largest employer, it should be the other way round, he concluded.

The public service Act, he noted, will redefine and reposition the public service to function effectively to enhance sustained economic growth.

In his statement, the Director of the Public Sector Reform Unit, PSRU, Mr. Sulaiman Phoray-Musa, stated that the path to the public service bill commenced with the drafting of the Public Service Policy which he noted was approved by Cabinet in 2025.

Lots of engagements and consultations were held across the country to ensure that the policy was broadcasted and captures all the facets of the public sector, he noted.

“We are using similar approach for the public service bill to ensure we get the views and opinion of public servants across the country to ensure that the bill reflect the aspirations of all shades of pinion”, he added.

He encouraged participants to contribute positively to enrich the content of the bill.

The first phase of the nationwide consultations will cover Kono, Kabala, Kambia and Matru Jong.
