“The best senators in history were not admired merely because they were intelligent. They were admired because their intelligence had a spine. Recto had nationalism. Tañada had civil liberties. Diokno had human rights. Salonga had anti-corruption courage. Miriam had legal brilliance. Flavier had public-health compassion. Pecson broke barriers in education and women’s representation. Roco fought for reform. Joker Arroyo fiscalized power even when it was inconvenient.”

THE SENATE WE DESERVE

Hindi natin kailangan ng Senado na parang family reunion na may oath-taking.

Kailangan natin ng mga senador na independent, academic, professionally excellent, at may prinsipyo — hindi dahil elitista tayo, kundi dahil napakabigat ng trabaho ng Senado para ipaubaya sa sikat lang, anak lang, kapatid lang, asawa lang, o marunong lang magpa-cute sa campaign jingle.

Ang Senado, theoretically, should be the republic’s chamber of sober second thought. Ibig sabihin, kapag ang Lower House ay nadadala ng numbers, party discipline, local machinery, at political horse-trading, ang Senado dapat ang mas malayang lugar ng mas malalim na pag-iisip. Dapat dito pumapasok ang tanong na: Tama ba ito? Legal ba ito? Makatarungan ba ito? Makabayan ba ito? May long-term damage ba ito? O pinapasa lang natin dahil may utos ang Malacañang, may utang na loob sa dynasty, o may sponsor sa likod ng kurtina?

Kaya mahalaga ang independence.

Ang senador na hindi independent, kahit gaano pa kaganda ang barong, ay basically high-end rubber stamp. Kapag ang boto niya ay nakadepende sa amo, partido, pamilya, o political survival, hindi na siya kinatawan ng taumbayan. Siya ay branch manager ng interes ng iba.

Kaya mahalaga rin ang academic and professional excellence.

Kkailangan ng taong marunong magbasa ng batas, budget, treaty, audit report, policy paper, at national security issue nang hindi nahihilo. Kasi ang trabaho ng senador hindi lang magtanong sa hearing na parang naghahanap ng chismis sa barangay. Ang trabaho niya ay gumawa ng batas, magbantay ng kapangyarihan, sumuri ng ebidensya, maghimay ng budget, at makita ang consequences ng isang policy bago pa ito sumabog sa mukha ng ordinaryong Pilipino.

Ang problema kapag kulang sa intellectual discipline ang Senado, nagiging variety show ang oversight. May iyakan, may sermon, may grandstanding, may soundbite, may pa-viral. Pero after ng drama, walang sistema. Walang institutional memory. Walang reform. Parang nagluto ka ng kare-kare pero puro bagoong ang nilagay. Maingay, maalat, pero walang sustansya.

At higit sa lahat, kailangan natin ng may prinsipyo.

Kasi ang talino na walang prinsipyo ay delikado. Ang galing na walang paninindigan ay weaponized competence. Ang academic excellence na ginagamit lang para magpalusot sa makapangyarihan ay hindi statesmanship; legal acrobatics lang iyan na naka-toga.

Hindi sila pare-pareho ng style. Hindi sila pare-pareho ng ideology. Pero may common denominator sila: hindi sila mukhang aksidenteng napadpad sa Senado dahil sikat ang apelyido.

They treated the Senate as an institution, not as a waiting room for higher office, not as a retirement plan for political families, not as a franchise branch of dynasties, and definitely not as a stage for people whose main qualification is “kilala mo tatay ko.”

Kaya kapag sinasabi nating “The Senate We Deserve,” hindi ibig sabihin perfect people. Walang perfect. Ang ibig sabihin: people serious enough for serious power.

Senators who can disagree without sounding empty.

Senators who can investigate without becoming clowns.

Senators who can defend rights even when the victim is unpopular.

Senators who can question presidents, generals, billionaires, and political allies without suddenly developing selective amnesia.

Senators who understand that public office is not inheritance. It is duty.

Because a weak Senate is not harmless. A weak Senate lets corruption pass quietly. A weak Senate lets abuse dress itself as policy. A weak Senate lets dynasties multiply like molds in a damp kitchen cabinet. A weak Senate turns national issues into personality contests, and eventually, the country pays for the joke.

At tayo ang punchline.

So yes, we need independent senators. We need academic and professionally excellent senators. We need principled senators.

Not because we want a Senate of snobs.

But because a poor country cannot afford mediocre leaders.

Mahal ang bigas. Mahal ang kuryente. Mahal ang gamot. Mahal ang corruption. Mas mahal ang katangahan kapag ginawang batas.

The Senate should be where the nation sends its sharpest minds and strongest spines.

Hindi kung sino lang ang may pinakamalaking tarp, pinakamalakas na dynasty, o pinakamagaling umarte na api habang hawak ang kapangyarihan.

A serious republic deserves serious senators.

And frankly, after everything we have seen, hindi na luxury ang excellence.

Minimum requirement na siya.

Let us not mince words. Senator Alan Peter Cayetano, the “ambassador of Jesus Christ,” attacked the Senate. In his relentless pursuit of the Senate presidency and to protect allies from accountability, he gravely eroded the institution’s integrity and credibility.
