Drug market-related violence is reshaping communities across Europe.

This month, we are focusing on how different aspects of the illicit drug market are interconnected. We will host a technical meeting in Lisbon and take part in events in Brussels, including and the conference of the European Forum for Urban Security (EFUS) on cities and drugs.

These moments bring together researchers, policymakers and city leaders to address some of the most complex challenges in drug policy.

💉 What substances are being injected in Europe today?

Our latest European Syringe Collection and Analysis Project Enterprise (ESCAPE) analysis looks directly at the contents of used syringes collected in harm reduction services across 23 cities, offering a timely picture of injecting practices.

📊 The findings highlight a diverse and evolving situation. Stimulants, such as co***ne and amphetamines, are often detected, while highly potent synthetic opioids continue to be detected in some settings. At the same time, he**in remains common in certain cities.

Half of the syringes analysed contained residues of two or more drug categories, pointing to frequent polysubstance use and increasing complexity in risk profiles.

These insights help inform more targeted prevention and harm reduction responses, grounded in laboratory-confirmed local data.

📘 On 9 June 2026, we will release the European Drug Report 2026 in 25 languages, presenting the latest evidence on drug use, supply, harms and responses across Europe, based on data from 29 countries.

This year’s report offers a comprehensive picture of Europe’s evolving drug landscape, with interactive visuals, open data and insights designed to support policy and practice.

Cooperation with our host country is central to how we work.

Today, we welcomed the Portuguese Minister of Health, Dra Ana Paula Martins, together with ICAD President Dra Joana Teixeira, to the EUDA in Lisbon for a courtesy visit and exchange on current drug-related challenges.

The meeting highlighted the close cooperation between the EUDA and the Portuguese authorities, with discussions touching on emerging issues across Europe, including new substances, responses in custodial settings and the role of new technologies in supporting preparedness and information exchange.

How can EU agencies move from AI strategy to real-world solutions in their day-to-day work?

Today, under our presidency of the EU Justice and Home Affairs Agencies’ Network ( ), we are bringing together experts from across EU agencies to explore how artificial intelligence can support innovation, preparedness and digital transformation across sectors.

Discussions focus on practical tools and experiences already being developed within the EU institutional environment, from improving access to knowledge and information, to strengthening data governance, risk management and organisational change.

Participants will also explore initiatives such as our Nous AI project and exchange lessons learned on how to move from strategy to operational use, while ensuring responsible and transparent deployment.

🤝 By sharing concrete examples and building connections across disciplines, the meeting aims to support more effective collaboration and accelerate the adoption of AI solutions across the JHAAN community.
