تأسست الوكالة بقرار من رئيس دولة فلسطين محمود عباس، بموجب المرسوم الرئاسي الصادر في شهر كانون الثاني للعام 2016،بهدف تقديم المساعدة الإنمائية والدعم الفني للدول الصديقة والداعمة للشعب الفلسطيني من خلال الإستعانة بالخبرات الفلسطينية داخليا وخارجيا، إنطلاقا من الإيمان العميق بالمسؤولية الوطنية تجاه هذه الدول، وتعبيرا عن الامتنان والتقدير للدعم المقدم لدولة فلسطين من المجتمع الدولي على مر السنين. The Palestinian International Cooperation Agency, PICA, was established by a presidential decree in 2016. PICA, using the Palestinian knowhow in multiple sectors, aims to deliver aid development and technical assistance to developing countries with the aim of promoting South-South Cooperation. PICA was established as an expression of gratitude of the international support the State of Palestine has received throughout the years

PICA, guided by the concept of “Solidarity through Development”, serves as a public diplomacy tool in reaching out to various geographic areas around the world.
