بيان مؤتمر صحفي حول: *"التداعيات الإنسانية الخطيرة للنزوح القسري للمواطنين الذي يسعى الاحتلال الإسرائيلي تنفيذه في غزة والشمال".*

On the Grave Humanitarian Consequences of the Forced Displacement of Civilians That the Israeli Occupation Seeks to Enforce in Gaza and the North
تتابع المديرية العامة للدفاع المدني في قطاع غزة بقلق بالغ توجه الاحتلال الإسرائيلي نحو إخلاء محافظتي غزة والشمال، وإجبار آلاف سكانها المدنيين على النزوح القسري إلى مناطق يدعي أنها "إنسانية آمنة" وسط وجنوب قطاع غزة.
The General Directorate of Civil Defense in the Gaza Strip is following with deep concern the Israeli occupation’s move towards the evacuation of Gaza and North Gaza governorates, and the forced displacement of thousands of their civilian residents to areas it falsely claims to be “safe humanitarian zones” in central and southern Gaza.
إن المخطط الإسرائيلي التهجيري لنحو مليون ونصف مليون مواطن من مساكنهم، يترتب عليه تداعيات خطيرة جدا ستقودنا إلى الكارثة الكبرى، في ظل دمار واسع ينفذه حاليا جيش الاحتلال لأحياء سكنية بأكملها في المناطق الشرقية لمدينة غزة والشمال لتحقيق مخططه غير القانوني .
The Israeli plan to forcibly displace around one and a half million citizens from their homes will have extremely grave consequences that will lead us to a major catastrophe, especially amid the wide-scale destruction currently being carried out by the occupation army in entire residential neighborhoods in the eastern areas of Gaza City and the north, in order to implement its unlawful plan.
فقد أظهرت التقارير الميدانية أن الاحتلال دمر أكثر من 85% من منازل المواطنين والبنى التحتية في منطقتي الشجاعية والتفاح، ودمر 70% في مناطق الزيتون والصبرة وجباليا النزلة والبلد، عوضا عن دمار واسع أحدثه في شمال القطاع في بيت حانون وبيت لاهيا، وهو مؤشر واضحة نحو تدمير أكبر مساحة من قطاع غزة.
Field reports have shown that the occupation has destroyed more than 85% of homes and infrastructure in the neighborhoods of Shuja’iyya and Tuffah, and 70% in the areas of Zaytoun, Sabra, Jabalia Al-Nazla, and Jabalia Al-Balad. In addition, widespread destruction has been inflicted in the northern towns of Beit Hanoun and Beit Lahia, clear indicators of a plan to destroy the largest possible area of the Gaza Strip.
لقد أكدت تقارير المنظمات الدولية والأممية أن "المنطقة الإنسانية" التي يطالب جيش الاحتلال المواطنين بالنزوح فيها لا تتجاوز 12% من إجمالي مساحة قطاع غزة، وبالتالي فإن الاحتلال يخطط إلى الزج بأكثر من 2 مليون مواطن في سجن مطبق، يفتقر إلى أدني مقومات الحياة الآدمية.
International and UN reports have confirmed that the so-called “humanitarian zone” designated by the Israeli army does not exceed 12% of Gaza’s total area. This indicates that the occupation is planning to confine more than 2 million citizens into a closed prison that lacks the most basic requirements of human life.
تشير التقارير إلى أن معظم سكان قطاع غزة أجبروا على النزوح من 9 إلى 12 مرة، بفعل الإبادة الجماعية التي ينفذها الاحتلال بحقهم، منهم 75% لا يمتلكون حاليا خيمة أو ثمن خيمة أو حتى أماكن تؤوي أسرهم في ظل الاكتظاظ السكاني الهائل في منطقة جغرافية محدودة.
Reports further indicate that most residents of the Gaza Strip have been forced to flee between 9 to 12 times due to the genocide committed by the occupation against them. Currently, 75% of them do not own a tent, cannot afford to buy one, and have no shelters for their families amid the extreme overcrowding in such a limited geographical area.
إن تقارير المسح الميدانية بينت أن النازحين الذين يفترشون الآن الطرقات والشوارع والمتواجدون في مراكز الإيواء يحتاجون إلى 250 ألف خيمة بدل خيامهم المهترئة والتالفة، ونتساءل باستهجان واستغراب، كيف سيكون حال المواطنين لو دفع الاحتلال سكان غزة والشمال إلى النزوح في منطقة لا تتجاوز مساحتها 12% من مساحة قطاع غزة؟! بالطبع سيتركون في مواجهة المصير المجهول الذي يحكم عليهم ب"الموت المحتم".
Field surveys have shown that displaced people who are now sleeping on roadsides and in overcrowded shelters need 250,000 new tents to replace their torn and worn-out ones. We ask with shock and dismay: what will happen to citizens if the occupation pushes Gaza and North Gaza residents into an area not exceeding 12% of the Strip’s territory? They will certainly be left to face an unknown fate that condemns them to “certain death.”
إن عشرات الأطفال والمسنين والمرضى النازحين في المخيمات ومراكز الإيواء قد توفوا في الشتاء الماضي، بسبب البرد وأجواء الطقس القاسية التي أرغموا على العيش فيها، وأن مئات الخيام اقتلعتها الرياح والمد البحري المرتفع في مواصي خانيونس وغربي دير البلح.
Dozens of children, elderly, and sick displaced persons in camps and shelters died last winter due to cold weather and harsh conditions they were forced to live in. Hundreds of tents were also swept away by strong winds and high sea tides in the Mawasi area of Khan Younis and west of Deir al-Balah.
إننا في المديرية العامة للدفاع المدني وأمام هذا المخطط الإسرائيلي التهجيري الخطير لنؤكد على:-
1. إن النزوح المتكرر الذي يمارسه جيش الاحتلال الإسرائيلي هو أحد وسائل "التطهير العرقي" بحق المدنيين الفلسطينيين، ويمثل انتهاك واضح للقانون الإنساني الدولي.
In light of this dangerous Israeli displacement plan, the General Directorate of Civil Defense stresses the following:
1. The repeated displacement imposed by the Israeli occupation army is a tool of “ethnic cleansing” against Palestinian civilians and a clear violation
of international humanitarian law.
2. نؤكد على استمرار عملنا والقيام بواجبنا الإنساني تجاه المواطنين المدنيين في محافظتي غزة والشمال طالما بقي مواطنا واحدة فيها، الأمر الذي كفله القانون الدولي الإنساني، ونحذر من استخدام القوة بحق الأجهزة والمؤسسات الإنسانية بهدف تحييدها عن خدمة المواطنين.
2. We affirm our commitment to continue our humanitarian duty towards civilians in Gaza City and the north as long as a single citizen remains there. This duty is guaranteed by international humanitarian law. We also warn against any use of force against humanitarian institutions and agencies aimed at preventing them from serving civilians.
3. إن تنفيذ هذا المخطط سيضع المواطنين المدنيين في المناطق التي سيجبرون على النزوح منها تحت القصف والنيران الإسرائيلية؛ إذ نتوقع سقوط 200 إلى 250 شهيد يوميا عوضا عن آلاف المصابين.
3. The implementation of this plan will leave civilians in the evacuated areas under direct Israeli bombing and fire; we anticipate between 200 to 250 martyrs per day, in addition to thousands of injuries.
4. تنفيذ الاحتلال مخطط النزوح سيضع طواقم الدفاع المدني والطواقم الطبية أمام صعوبات كبيرة جدا في القيام بواجبها، سواء في المناطق التي سيعتبرها جيش الاحتلال مناطق قتال لعدم إمكانية وصول طواقمنا إليها، أو تلك المنطقة التي يعتبرها "إنسانية أمنة" وتكتظ بالمواطنين النازحين وتفتقر إلى البنى التحتية السليمة أو لممرات تسمح بمرور مركبات الدفاع المدني والإسعاف.
4. The occupation’s displacement plan will place civil defense and medical teams under enormous difficulties in carrying out their duties, whether in areas deemed combat zones by the Israeli army, making them inaccessible, or in the so-called “safe humanitarian zone,” which will be overcrowded, lacking infrastructure, and without proper access routes for ambulances and civil defense vehicles.
5. ما زال جهاز الدفاع المدني في قطاع غزة غير قادر على تلبية الاستجابة الإنسانية للمواطنين، بسبب تدمير الاحتلال لإمكاناته ومقدراته من معدات ومركبات خلال حرب الإبادة الجماعية.
5. The Civil Defense in Gaza remains unable to fully meet the humanitarian needs of citizens, due to the destruction of its equipment, resources, and vehicles by the occupation during this genocidal war.
6. ندعو المؤسسات الإنسانية الدولية إلى التضامن مع مقدمي الخدمات الإنسانية في قطاع غزة، والمناداة بتطبيق القانون الدولي الإنساني والمواثيق الدولية والمطالبة بحماية فرق الحماية المدنية.
6. We call on international humanitarian organizations to stand in solidarity with humanitarian service providers in Gaza, to demand the enforcement of international humanitarian law and conventions, and to call for the protection of civil defense teams.
7. نطالب الأمم المتحدة والمنظمات الإنسانية الدولية بالضغط على الاحتلال من أجل إدخال خيام وكرفانات للنازحين في المخيمات ومراكز الإيواء لاسيما وأننا مقبلون على فصل الشتاء.
7. We urge the United Nations and international humanitarian organizations to pressure the occupation to allow the entry of tents and caravans for displaced people in camps and shelters, especially as winter is approaching.
8. نوجه مناشدة عاجلة إلى الرئيس الأمريكي "دونالد ترامب" وإلى الدول الإقليمية و العربية وإلى الإخوة الوسطاء أن لا تتركوا غزة وأهلها المكلومين النازفة دماؤهم أمام العدوان الإسرائيلي ومخطط النزوح الخطير، فلا تتركوا شعبنا الأعزل يواجه مصير الموت.

8. We make an urgent appeal to U.S. President Donald Trump, to regional and Arab countries, and to the mediators: do not leave Gaza and its wounded, grieving people to face Israeli aggression and this dangerous displacement plan alone. Do not leave our defenseless people to face death on their own.
