تؤكد اللجنة الوطنية لإدارة غزة أن البيانات والتصريحات الصادرة من داخل القطاع بشأن الجهوزية لتسليم إدارة جميع المؤسسات والمرافق العامة في قطاع غزة تمثل خطوة تصب في مصلحة المواطن، وتمهد لتمكين اللجنة من الاطلاع بمسؤولياتها كاملة في إدارة المرحلة الانتقالية، وترى اللجنة في إعلان الاستعداد لانتقال منظم؛ محطة مفصلية لبدء ممارسة مهامها بصفتها إدارة انتقالية للقطاع، وفرصة حقيقية لوقف التدهور الإنساني والحفاظ على صمود المواطنين الذين عانوا آلاماً جسيمة طوال الفترة الماضية.
تتمثل أولويتنا حالياً في ضمان تدفق المساعدات دون عوائق، وإطلاق عملية الإعمار، وتهيئة الظروف اللازمة لتعزيز وحدة شعبنا، ويجب أن يقوم هذا المسار على تفاهمات واضحة ومحددة تتسم بالشفافية وقابلية التنفيذ والمتابعة، وبما ينسجم مع خطة النقاط العشرين وقرار مجلس الأمن رقم 2803.
لا يمكن للجنة الوطنية لإدارة غزة أن تتحمل مسؤولياتها على نحو فعال ما لم تُمنح الصلاحيات الإدارية والمدنية الكاملة اللازمة لأداء مهامها بالإضافة للمهام الشرطية، والمسؤولية تقتضي تمكيناً حقيقياً يتيح لها العمل بكفاءة واستقلالية، فمن شأن ذلك أن يفتح الباب أمام دعم دولي جاد لجهود الإعمار، ويهيئ لانسحاب إسرائيلي كامل، ويسهم في استعادة الحياة اليومية بصورة طبيعية.
نؤكد في اللجنة التزامنا بأداء هذه المهمة بروح المسؤولية والانضباط المهني، وبأعلى درجات الشفافية والمساءلة في جميع أعمالها، مجددين تعهدنا بصون كرامة أهلنا في غزة وتمكين جميع الطاقات الوطنية المخلصة من الإسهام في البناء.
ندعو الوسطاء وجميع الأطراف المعنية إلى تسريع معالجة القضايا العالقة دون إبطاء، فشعبنا لا يحتمل مزيداً من التأخير، والمرحلة تتطلب تحركاً فورياً يضمن انتقالاً منظماً وموثوقاً.
The National Committee for the Administration of Gaza views the recent expression of readiness for an orderly transition as a pivotal step in fulfilling its mandate as the transitional administration of Gaza. For our people, who have endured unimaginable agony, this moment represents a critical opportunity to halt the catastrophe and uphold their steadfastness.
Our absolute priority is to guarantee the flow of aid, advance recovery, reconstruction, and ultimately create the conditions for the unity of our people. This process must rest on clear technical understandings that are transparent, verifiable, and fully aligned with the 20-point plan and UN Security Council Resolution 2803.
We emphasize that full administrative, civilian, and police control by the NCAG is not merely procedural; it NCAG cannot be expected to carry responsibility without the full administrative, civilian, and police powers necessary to implement its mandate effectively. Responsibility must be matched by the tools required to deliver. Full control by the NCAG is therefore essential to unlock international support for recovery, reconstruction, secure a complete Israeli withdrawal, and restore normal daily life.
We approach this mandate with seriousness, professional discipline, and a commitment to radical transparency and accountability in all aspects of our work. We renew our pledge to protect the dignity of our people in Gaza and to empower all Palestinians committed to rebuilding our future from the rubble.
We call on all mediators and relevant parties to intensify efforts to resolve outstanding issues without delay. Our people cannot afford more time lost; we must move now to ensure a smooth and credible transition.
