74 Years of Poverty: The Legacy of the ELA (Free Associated State).

López-former United Press International and The Associated Press-Journalist In 2028, it will mark 75 years since the enactment of Law 600, promoted by the PDD, which granted us the right, by virtue of the U.S. Congress, to draft a territorial constitution. The then-governor Luis Muñoz Marín, seeing growth in the Puerto Rican Independence Party, led by Gilberto Concepción de Gracia, decided to baptize Law 600 with the imaginative name of "Free Associated State." It was a perfect label to sell to a population with a mediocre and very deficient Department of Education....
