who is responsible for the current economic situation?👇
Was there really a need to create such a DMG group that would be responsible for tasks like ensuring timely closure of shops and checking the prices of onions and potatoes at the district level, and then the same officers, after being promoted to Grade 20, would sit in provincial and federal ministries to handle budgeting, financial management, and the determination of tariffs for various goods—despite lacking specific professional education and experience?

Would it not have been more appropriate for provincial administrative functions such as shop regulation and monitoring prices of essential commodities to be assigned to Provincial Management Service officers while instead of promoting Deputy Commissioners to Grade 20 and posting them in ministries, a dedicated senior-level Financial Management Group could have been established at the central level alongside the Office Management Group? Such a group, with specialized expertise, could have provided more effective support to the government in budgeting, financial planning, and tariff determination, thereby contributing to economic development.

However, the reality is that priorities lie elsewhere, where the primary focus remains on the promotions, privileges, and perks of a few bureaucrats, while the public interest is pushed into the background.

I have always believed that a dedicated Financial Management Group should be created at Grade 20 level. These officers should mainly work in the Ministry of Finance and in those ministries that deal with regulatory authorities. They should also be posted in ministries where large capital projects are approved i.e water, communication and planning commission. Otherwise, we will keep facing the same issues again and again—high capacity charges, fuel price adjustments, increases in medicine prices, and overcharging in telecom bundles.

The problem is that many generalist CSP officers working in ministries do not have the specific financial and regulatory expertise needed to properly oversee these areas. Because of this, regulatory bodies are not monitored effectively and the public ends up paying the price.
It is time to move towards more specialization and professionalism so that policymaking and oversight can become more transparent, accountable, and efficient.

Negative Impact of Petroleum Levy on Economic Growth:

If we review the revenue structure of the Government of Pakistan, the total federal revenue is approximately Rs 17 trillion, distributed as follows:
Main Head— Rev(T)— Share
Income Tax — 5.7 — 34%
Sales Tax — 4.9 — 29%
Petro Levy — 1.4 — 8%
Other Taxes — 2.2 — 13%
Other Receipts — 2.8 — 16%
Total — 17.0 — 100%

The table clearly shows that the Petroleum Levy generates only about Rs 1.4 trillion (around 8%) of the total federal revenue, which is relatively small compared with other major revenue sources. However, its economic burden is much wider because petrol and diesel are fundamental inputs for almost every economic activity.
An increase in fuel prices directly raises production costs, transportation expenses, and supply chain costs, which eventually leads to higher inflation and slower economic growth. This is why both the public and the business community often demand the reduction or abolition of this levy.

If the government reduces or eliminates the Petroleum Levy, several indirect economic benefits may emerge:
• Lower production costs: Reduced transportation and energy costs would increase business profitability, which could lead to higher income tax revenues.

• Lower inflation: Reduced prices would increase purchasing power, boosting demand and accelerating business activity.

• Higher exports: Lower production costs would make Pakistani products more competitive in international markets, increasing exports and potentially reducing dependence on imports.

• Improved foreign exchange reserves: Higher exports and lower imports would strengthen the country’s foreign exchange reserves.

• Employment growth: Increased production and economic activity would create more job opportunities.

In conclusion, although the Petroleum Levy contributes to government revenue, its broader economic effects are significant. If policymakers consider these dynamics, it is possible that faster economic activity could ultimately generate higher and more sustainable revenue through direct taxes.

چین کے دورے کے دوران جب میں نے دیکھا کہ وہاں کی تیز رفتار ریل کا نظام جتنے میل کا سفر چند گھنٹوں میں طے کر لیتا ہے پاکستان میں یہی سفر تقریباً 18 گھنٹے لیتا ہے تو اس فرق نے مجھے ٹرانسپورٹ کے معاشی اثرات کا جائزہ لینے پر مجبور کیا جس کا خلاصہ آپ کے سامنے پیش کرتا ہے۔

پاکستان میں لاجسٹکس اور ٹرانسپورٹ کی لاگت تقریباً جی ڈی پی کے 15٪ کے قریب سمجھی جاتی ہے جبکہ چائنہ میں یہ تقریباً 8٪ اور بھارت میں تقریباً 11٪ ہے۔ اس فرق کا مطلب یہ ہے کہ پاکستانی مصنوعات عالمی منڈی میں صرف اس فیکٹر کی بدولت چائنہ کے مقابلے 7٪ اور بھارت کے مقابلے 4٪ مہنگی پڑتی ہیں۔

لیکن ٹرانسپورٹ فیکٹر صرف کرایہ اور ڈیزل تک محدود نہیں بلکہ اس کا اثر ورکنگ کیپیٹل پر بھی پڑتا ہے جو inventory carrying cost یا supply chain financing cost کی صورت میں ادا کرنا پڑتا ہے جیسے جہاں ٹرانسپورٹ سست ہو وہاں مال زیادہ دیر تک راستے میں رہتا ہے یعنی سرمایہ گوداموں، کنٹینروں اور ٹرکوں میں پھنسا رہتا ہے۔ اس کا نتیجہ یہ نکلتا ہے کہ inventory turn over کم ہو جاتا ہے اور کاروبار کو زیادہ ورکنگ کیپیٹل درکار ہوتا ہے، بینک سے زیادہ قرض لینا پڑتا ہے جس پر زیادہ مارک اپ ادا کرنا پڑتا ہے جس کی بدولت مصنوعات کی قیمت چائنہ کے مقابلے میں مزید 5% تک بڑھ جاتی ہے
سادہ الفاظ میں سست ٹرانسپورٹ صرف وقت اور ڈیزل ضائع نہیں کرتی بلکہ سرمایہ بھی قید کر دیتی ہے جس کی بدولت کل ملا کر ترقی یافتہ ممالک کے مقابلے میں 12-15٪ اشیاء مہنگی ہو جاتی ہیں جو بین الاقوامی مارکیٹ میں مقابلہ نہی کر سکتیں اس لیے سپلائی چین کی رفتار کا معاشی ترقی میں ڈائریکٹ تعلق ہے اور اسے معاشی ترقی کی طاقت کہا جا سکتا ہے۔

مثلاً چائنہ میں اکثر فیکٹری سے بندرگاہ تک مال 24 سے 48 گھنٹوں میں پہنچ جاتا ہے جبکہ پاکستان میں یہی عمل کئی دن لے لیتا ہے جس کا نتیجہ واضح ہے👇
تیز ٹرانسپورٹ → کم لاگت → کم ورکنگ کیپیٹل → سستی مصنوعات → زیادہ برآمدات → مضبوط معیشت۔
لہذا ثابت ہوا کہ معیشت صرف تیز کارخانوں سے نہیں چلتی بلکہ سڑکوں، ریل اور بندرگاہوں کی رفتار سے بھی چلتی ہے۔

معاشی ترقی اور تقسیم آمدنی:-
معاشیات کے مطابق ملکی معیشت کے اندر تقسیم آمدنی عموماً تین مراحل سے گزرتی ہے اور اس کا گہرا تعلق ملکی معاشی ترقی کے مراحل سے ہوتا ہے۔
پہلے مرحلے میں جب معیشت زرعی یا پسماندہ ہوتی ہے تقسیم آمدنی میں عدم مساوات کم پائی جاتی ہے اس کی وجہ یہ نہیں ہوتی کہ سب لوگ خوشحال ہوتے ہیں بلکہ اس لیے کہ بے روزگاری زیادہ ہوتی ہے اور تقریباً سبھی طبقات غریب ہوتے ہیں۔
جیسے ہی ملک زرعی معیشت سے نکل کر صنعت، تجارت اور سرمایہ کاری کی طرف بڑھتا ہے عدم مساوات میں اضافہ شروع ہو جاتا ہے۔ اس دوران چند افراد، جو سرمایہ اور مواقع تک رسائی رکھتے ہیں، تیزی سے امیر ہو جاتے ہیں جبکہ اکثریت پیچھے رہ جاتی ہے۔
لیکن ایک صحت مند اور منصفانہ معاشی نظام میں جب معیشت ترقی کا ایک خاص مرحلہ عبور کر لیتی ہے تب عدم مساوات کم ہونا شروع ہو جاتی ہے روزگار کے مواقع بڑھتے ہیں، ریاست کے پاس وسائل آتے ہیں، اور حکومت فلاحی ریاست کے طور پر کام کرنے لگتی ہے مگر یہ سب اسی وقت ممکن ہے جب ابتدا ہی سے وسائل کی منصفانہ تقسیم ہو۔
جہاں زمینیں اور وسائل پر اشرافیہ کا قبضہ ہو، سرکاری زمینیں کسانوں کے بجائے سیاستدانوں، جرنیلوں، ججوں اور بیوروکریٹس کو الاٹ کی جائیں، بینک قرضوں تک صرف طاقتور طبقے کی رسائی ہو، رشوت، بلیک اکانومی اور مافیا کا راج ہو، قوانین اور آئینی ترامیم اشرافیہ کے فائدے کے لیے بنیں، ریاست کے اندر ریاستیں قائم ہوں وہاں نہ حقیقی معاشی ترقی ممکن ہے اور نہ ہی آمدنی کی مساوی تقسیم کا عمل شروع ہو سکتا ہے بلکہ ایسے نظام میں عدم مساوات کم ہونے کی بجائے بڑھتی ہی رہتی ہے جیسا کہ پاکستانی معیشت اس کی واضح مثال ہے۔
اسی لیے کسی بھی معیشت کی ترقی کا اصل پیمانہ آمدنی کی منصفانہ تقسیم ہے اس میں جتنا فرق کم ہوگا معیشت اتنی ہی ترقی یافتہ ہوگی مگر یہ سب قانون کی حکمرانی، انصاف اور وسائل کی منصفانہ تقسیم سے مشروط ہے۔

1. What pre-transaction net asset (equity) value of the company was implicitly determined by the buyer?

2. What is the total compensation paid by the buyer to the government, both in cash and in kind (retained equity value)?

Fixing GDP Distribution: Ensuring Fair Income for Farmers

Pakistan’s GDP grows every year, but the real income of farmers and low-income households remains unchanged.
The reason is simple: the value added in the supply chain is not distributed according to real contribution.

🔍 The Core Problem

A farmer grows cotton worth Rs. 2 lakh, but the final product (shirts) sells for Rs. 20 lakh.
Yet the farmer receives only Rs. 50,000 profit, while middlemen, factories, mills, brands, and retailers capture almost all the value.

This is the same story in wheat, rice, fruits, vegetables, milk, and livestock.

👉 GDP goes up — but the primary producer stays poor.

Farmers have no bargaining power

Middlemen dominate pricing

Lack of storage & credit forces distress selling

No access to processing & branding

Value addition happens far away from villages

As a result, those who work the hardest earn the least, while GDP figures hide the inequality.

A legal requirement to ensure farmers get at least 20–30% of total value chain income.

2️⃣ Farmer Cooperatives & Direct Selling

Collective selling to ginners, mills, and exporters — reducing dependence on middlemen.

3️⃣ Farmer-Owned Processing Units

Mini ginning plants, small processing units, farmer-led brands → more value stays in rural Pakistan.

4️⃣ Better Storage & Easy Credit

Warehouse receipt financing, low-interest loans, village-level cold storage to stop distress selling.

5️⃣ Transparent Digital Market Prices

A national real-time price portal so farmers know exact cotton/wheat/rice rates before selling.

Regulate commissions, enforce receipts, and integrate middlemen into the formal economy.

براہِ راست ٹیکس کم دیں یا زیادہ، اصل کٹوتی تو بالواسطہ ٹیکسوں میں ہوتی ہے:

مزید حیران کن بات یہ ہے کہ جن کی آمدنی پر انکم ٹیکس بنتا ہی نہیں — جیسے کسان، مزدور یا بھیک مانگنے والے — وہ بھی جب کوئی چیز خریدتے ہیں، گاڑی لیتے ہیں، موبائل بیلنس ڈالتے ہیں یا کوئی سروس لیتے ہیں… تب وہ بھی ٹیکس بھر رہے ہوتے ہیں۔

یعنی پاکستان میں ٹیکس دینا کوئی چوائس نہیں
بلکہ ایک ایسی قیمت ہے جو ہر شہری کو اپنی زندگی کے ہر قدم پر ادا کرنی پڑتی ہے۔

Under the CFO umbrella, there are three main roles:

Controller – responsible for general accounting and reporting functions. The CA/CPA, CMA qualification is most suitable for this role.

Treasurer – handles treasury and financing functions. The CFA, CMA, CA/CPA qualification is most appropriate here.

Management Accountant – focuses on financial planning and analysis (FP&A). The CMA qualification is ideal for this role.

Ideally, a management accountant performing FP&A should be groomed for the CFO position. However, in Pakistan, it is usually treasurers who are promoted to CFO. They often remain rooted in accounting operations due to their expertise, rather than transitioning into a strategic leadership role.
