*RTO RAWALPINDI HOLDS MEETING WITH RAWALPINDI–ISLAMABAD TAX BAR ASSOCIATION*

A productive meeting was held on 12th May 2026 at Tax House, Rawalpindi, between Regional Tax Office Rawalpindi and representatives of the Rawalpindi–Islamabad Tax Bar Association.

The session was chaired by Worthy Chief Commissioner Inland Revenue Ma'am Farhat Qayum. The meeting was attended by President RITBA Ch. Naeem Ul Haq and Executive members of the Bar Association along with senior officers of RTO , including Commissioners Mr. Ali Mohammad, Mr. Asad Bilal Jehangir, Mr. Wilayat Khan, and Ms. Naheed Akhtar Durrani.

The meeting focused on strengthening mutual cooperation between the tax administration and the tax bar, ensuring timely payment of taxes, and extending assistance in pending cases in view of the significance of the last quarter of the financial year. During the session, members of the Tax Bar highlighted various issues being faced by taxpayers and discussed measures for their prompt resolution.

The Inland Revenue authorities reiterated their commitment to facilitating taxpayers and maintaining close coordination with the Bar Association through continued dialogue and constructive engagement. Both sides expressed their resolve to work collectively for improving tax compliance and promoting a stronger tax culture in the country.

*ENFORCEMENT DRIVE INTENSIFIED BY RTO RAWALPINDI*

Under the directions of Worthy Chief Commissioner, Madam Farhat Qayum, and CIR, Jhelum Zone, Mr. Asad Bilal Jehangir, enforcement and compliance activities have been further intensified across Jhelum Zone.

In response to the persistent non-compliant attitude of a taxpayer during audit proceedings under Section 177 of the Income Tax Ordinance, 2001, DCIR Chakwal, Mr. Talib Hussain, undertook enforcement action under Section 175 at two business premises of a taxpayer. During the operation, relevant books of accounts and records were impounded and shifted to the Chakwal office for further legal proceedings as per law.

Furthermore, as part of the ongoing enforcement drive, teams of Jhelum Zone led by DCIR Chakwal Mr. Talib Hussain and DCIR Jhelum Mr. Osama Shaukat also sealed a prominent Trader in Talagang and Electronics Outlet in Jhelum on account of non-issuance of POS invoices. Penalties were imposed and recovered in accordance with law.

Separately, in exercise of powers under Section 38 of the Sales Tax Act, 1990, a stock taking exercise was conducted by IRO Attock Muhammad Haroon at a prominent electronics store in Attock in view of significant carry-forward concerns, as part of compliance verification measures.

These actions reflect the resolve of RTO Rawalpindi to ensure enforcement of tax laws, promote documentation, and safeguard revenue. Strict action will continue against non-compliant businesses, while facilitation will remain available for compliant taxpayers.

As per directions of Worthy Chief Commissioner-IR, RTO Rawalpindi, Ms. Farhat Qayum, the IREN Hub team of Regional Tax Office Rawalpindi, led by DCIR Mr. Shams Ullah Panezai, conducted enforcement operations against the sale of illicit ci******es across various areas of Rawalpindi.

During the operation, 4,120 packets (81,400 sticks) of non-duty and non-tax-paid ci******es—both local and imported brands—were seized from multiple retail outlets. These products were being sold without mandatory tax bar code stickers, indicating clear tax evasion.

The confiscated stock has been shifted to RTO Rawalpindi for safe custody. Further legal action will be taken in accordance with applicable tax laws.

As per directions of the Worthy Chief Commissioner Inland Revenue, Madam Farhat Qayum, and the CIR Cantt Zone, Ms. Naheed Akhter Durrani, the enforcement drive against non-compliant Tier-1 retailers has been further intensified.

During a series of targeted enforcement actions, ACIR Wah Cantt Mr. Awais Azam carried out operations against businesses found violating tax regulations. As a result, four prominent business establishments—including shopping malls, a bakery, and a chemist outlet—were sealed for failure to issue Point of Sale (POS) invoices, which is a mandatory requirement under the applicable tax laws.

These actions reflect the department’s continued commitment to ensuring documentation of the economy and strict adherence to tax compliance by all Tier-1 retailers.

As per directions of Worthy Chief Commissioner Inland Revenue, Madam Farhat Qayum, and Commissioner IR, Jhelum Zone, Mr. Asad Bilal Jehangir, a team of Jhelum Zone led by DCIR Mr. Osama Shaukat sealed a prominent Electronics Outlet and a Motorcycle Dealer in Jhelum on account of non issuance of POS invoices. Penalty amounting to Rs.1,000,000 and Sales Tax default of Rs.1,500,000 has also been recovered.
