An emergency meeting of the Khyber Pakhtunkhwa Association of Government Engineers (KPAGE) was convened on an incident held with Executive Engineer Public Health Engineering Division Swat Engr Rizwan Ullah and his staff by Asad Hamid Session Judge Swat

An emergency meeting of the KPAGE Core Committee was held in Peshawar under the chairmanship of Engr. Zar Gul Khan, in which representatives of all departments, including Communication and Works Department, Irrigation Local Government and Public Health Engineering Department, participated. KPAGE expressed deep sorrow over the FIR lodged by Session Judge Asad Hamid without any legal reason against Executive Engineer Public Health Engineering Division Swat Engineer Rizwan Ullah and his staff in Swat. This illegal action has spread unrest among all engineers. The FIR lodged by the police contains fabricated information.

On one hand, the Sessions Judge has illegally occupied the bungalow of the Public Engineering Department, which is located in the Public Health Engineering Colony and is now demolishing the building without any approval. On which the Executive Engineer expressed reservations and informed the police about the demolition of the building by suspicious people and requested an FIR.

Instead of taking legal action, the police filed an FIR against the Executive Engineer, Public Health Engineering Department, and other officials for the illegal intervention of the Sessions Judge. They beat up the Public Health Engineering Department official present there and arrested him without any legal reason.

The Khyber Pakhtunkhwa Association of Government Engineers strongly rejects this FIR. And demands that the FIR be quashed and demands the Chief Justice of the Peshawar High Court to take disciplinary action against the said Sessions Judge. KPAGE demands the administration to stop the process of demolishing the building by vacating the illegal occupation of the bungalow of the Public Health Engineering Department. All the documents, including the legal documents of the land, are on record.

KPAGE warns that the Sessions Judge Swat should refrain from harassing and intimidating the employees of the Public Health Engineering Department. KPAGE warns that the police should refrain from taking extreme steps against the staff of the Public Health Engineering Department.

If legal action is not taken against the said judge, KPAGE will decide the next course of action

کے پیج کور کمیٹی کا ہنگامی اجلاس پشاور میں انجینیئر زرگل خان کی صدارت میں منعقد ہوا جس
میں تمام ڈیپارٹمنٹ بشمول کمیونیکیشن اینڈ ورکس ڈیپارٹمنٹ اریگیشن لوکل گورنمنٹ اور پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ کے نمائندوں نے شرکت کی. کے پیج نے سوات میں ایگزیکٹو انجینیئر پبلک ہیلتھ انجینئرنگ ڈویژن سوات انجینئر رضوان اللہ اور دیگر سٹاف کے خلاف سیشن جج اسد حمید کی طرف سےبغیر کسی قانونی وجہ کے ایف ائی ار پر گہرے دکھ کا اظہار کیا. اس غیر قانونی اقدام کی وجہ سے تمام انجینیئرز میں بے چینی پھیل گئی ہے. پولیس کی طرف سے کیا گیا ایف ائی ار منگڑت باتوں پر مشتمل ہے.
ایک طرف سیشن جج نے پبلک انجینئرنگ ڈیپارٹمنٹ کے بنگلے پر غیر قانونی قبضہ کیا ہے جو کہ پبلک ہیلتھ انجینئرنگ کے کالونی میں واقع ہے اور اب بغیر کسی اپروول کے اب بلڈنگ کو گرا رہا ہے. جس پر ایگزیکٹو انجینیئر نے تحفظات کا اظہار کیا بلکہ پولیس کو مشکوک لوگوں کی طرف سے بلڈنگ گرانے کی اطلاع دی اور ایف ائی ار کی درخواست کی.

پولیس نے بجائے قانونی کاروائی کرنے کے سیشن جج کی غیر قانونی مداخلت پر الٹا ایگزیکٹو انجینیئر پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ اور دیگر سٹاپ کے خلاف ایف ائی ار کیا وہاں پر موجود پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ کے سٹاپ کو زد و کوب کیا اور بغیر کسی قانونی وجہ سے پابند سلاسل کیا.

خیبر پختون خواہ ایسوسییشن اف گورنمنٹ انجینیئر اس ایف ائی ار کو سختی سے مسترد کرتی ہے. اور مطالبہ کرتی ہے کہ ایف ائی ار کو کواش کیا جائے اور چیف جسٹس پشاور ہائی کورٹ سے مطالبہ کرتی ہے کہ مذکورہ سیشن جج کے خلاف انضباطی کارروائی کی جائے.

کے پیج انتظامیہ سے مطالبہ کرتی ہے کہ پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ کے بنگلے پر غیر قانونی قبضہ چھڑا کر بلڈنگ گرانے کے عمل کو روکا جائے. زمین کے قانونی دستاویزات سمیت تمام کاغذات ریکارڈ پر موجود ہے.

کے پیج متنبہ کرتی ہے کہ سیشن جج سوات پبلک ہیلتھ انجینیئرنگ ڈیپارٹمنٹ کے ملازمین کو حراسہ کرنے اور ڈرانے دھمکانے سے باز رہے. کے پیج متنبہ کرتی ہے کہ پولیس پبلک ہیلتھ انجینئرنگ ڈیپارٹمنٹ کے سٹاف کے خلاف انتہائی قدم اٹھانے سے باز رہے.

اگر مذکورہ جج کے خلاف قانونی کاروائی نہیں کی گئی تو کی پیج راست اقدام پر مجبور ہوگی

خیبر پختونخوا کے محکمہ آبپاشی میں میرٹ کی بحالی کی جانب اہم پیش رفت

وزیر آبپاشی خیبر پختونخوا، جناب عاقب اللہ خان، اور سیکریٹری آبپاشی، جناب ایاز خان نے میرٹ پر مبنی فیصلے کی ایک شاندار مثال قائم کی۔ محکمہ آبپاشی میں تمام او پی ایس (OPS) اسسٹنٹ انجینئر/ایس ڈی اوز کو ان کے اصل عہدوں یعنی سب انجینئر پر واپس
تعینات کر دیا گیا۔

محکمہ کے افسران و عملے نے اس فیصلے کو کھلے دل سے سراہا ہے اور اسے ایک مثبت اور میرٹ پر مبنی فیصلہ قرار دیا ہے اور اس طرح کا فیصلہ باقی تمام سطحوں پر بھی لاگو کرنے کی امید ظاہر کی.

جو نہ صرف ادارے کی کارکردگی بہتر بنائے گا بلکہ میرٹ اور انصاف کو فروغ دے گا-

یہ فیصلہ محکمہ آبپاشی میں شفافیت اور قانون کی پاسداری کی طرف ایک اہم قدم سمجھا جا رہا ہے۔

A meeting of the Central Coordination Committee “All Pakistan Association of Government Engineers (APAGE)” was held on 26.06.2025 to deliberate upon the agenda 8.2 “Progress on Integration of Technology stream under PEC Umbrella” of the forthcoming Pakistan Engineering Council (PEC) Governing Body meeting.
The central committee APAGE hereby convey serious concerns and strong displeasure/disagreement over the integration of technologist stream under the Umbrella of PEC, and considers it as an attempt of Mafia in the Shape of PEC Establishment lead by Chairman Mr. Wasim Nazir to ruin and dismantle the foundation of Engineers as well Pakistan Engineer Council.
The Technologist stream is already governed under the umbrella of NTC. It’s to mention how a different stream of education with no controlling or regulatory mechanism can be merged with Engineering stream or granting an equivalency. Furthermore, internationally the technologist stream is governed under the Sydney Accord whereas Engineers under Washington Accord. Both stream of education under the umbrella of PEC can collapse the Engineering standard which has already been degraded by the PEC mafia.
APAGE therefore appeal the Governing Body PEC to disown the effort to crumble the Engineering stream and warns the mafia to refrain from ruining the Engineering fraternity and engineering disciplines otherwise we reserve the right of protest/pen down strike or other remedial measures.

KPAGE had an interactive session with Chairman PEC convened at C&W Auditorium on 20th May 2025.

The key demands raised by Engr Zar Gul Khan Convener on behalf of KPAGE were:

1. As per PEC Act 1976, PEWs can't be assigned to non Engineers. The person guilty of an offence is liable to a penalty of Rs 500,000 or 6 months imprisonment, or both. PEC, being custodian, may launch FIR against the person violating the PEC Act and also approach the court of law against the illegality.
2. Resources of PEC may be utilised in the best intereast of Engineers, and the council may be liable to accountability for each peny expenditure incurred.
3. Foreign trips may be used for knowledge exchange rather than lavish ser sapata trip.
4. PEC may take practical steps for implementation of the PEC Act.
5. Young engineers may be included in the Governing body of PEC
6. For the portfolio of discipline wise GB members, the electrol college may be provincial rather than all Pakistan.
7. The Convener KPAGE assured Chairman PEC to take practical steps for resolving engineer issues and lead engineers from the front. KPAGE will extend all possible support even KPAGE is ready for Dharna in front of Parliament House or Provincial Assembly

پشاور۔۔۔آل پاکستان ایسوسی ایشن آف گورنمنٹ انجینیئرز کا پی ڈبلیو ڈی کی بندش اور سول سرونٹ ایکٹ میں ظالمانہ ترمیم کے خلاف پشاور پریس کلب کے سامنے احتجاج ۔۔۔ اور پشاور پریس کلب میں APAGE کے رہنماوں اور پی ڈبلیو ڈی کے انجنئیرز اور دیگرملازمین نےحکومت کی جانب سے پی ڈبلیو ڈی کی بندش کے خلاف پریس کانفرنس کی اور اپنا موقف بیان کیا اس موقع پر انجینئر زرگل خان صدر KPAGE مرکزی رہنما اے پیج اور انجینیئر پرویز خان سپرٹینڈنگ انجینیئر پی ڈبلیو ڈی نے پریس کانفرنس سے خطاب کرتے ہوئے کہا کہ وزیراعظم کی جانب سے پی ڈبلیو ڈی کے خاتمے کے فیصلے کو ظالمانہ فیصلہ قرار دیتے ہیں اورمرکزی حکومت سے مطالبہ کیا کہ پی ڈبلیو ڈی کے خاتمے کے فیصلہ کو واپس لیا جائے انہوں نے کہا کہ اس فیصلے سے پاکستان میں 7 ہزار سے زائد ملازمین بے روزگار ہوجائینگے اور اس سے بے روزگاری کا ایک نیا طوفان اٹھے گا انہوں نے کہا کہ سول سرونٹ ایکٹ 1973ملازمین کو سروس اور پینشن کا تحفظ فراہم کرتی ہے اور کوئی بھی حکومت از خود من مانی فیصلے کے ذریعے سول سرونٹ ایکٹ کے تحت ملازمین کے حقوق سلب نہیں کر سکتی اس موقع پر انجینیئر ناصر زمان خان سیکرٹری جنرل KPAGE انجینیئر پرویز خان انجینئر نزیر احمد انجینئیر ارشد حبیب انجینئر علی الرحمان انجینئر عنایت اللہ خان انجینیئر نور زادہ خان اور انجینیئر ذوالفقار خان بھی شریک تھے اس موقع پر مقررین نےکہا کہ وزیراعظم اپنے قانونی مشیر فوری طور پر تبدیل کردے جو وزیراعظم اور پوری حکومت کو بند گلی میں لے جا رہے ہیں اور ملازمین کی بےروزگاری کا سبب بن رہے ہیں ۔ال پاکستان ایسوسی ایشن اف گورنمنٹ انجینیئرز نے حکومت کو 3ہفتے کا الٹیمیٹم دے دیا کہ اگر حکومت نے پی ڈبلیو ڈی کے بندش کے فیصلے کو واپس نہ لیا اور سول سرونٹ ایکٹ میں مجوزہ ترامیم کےمنصوبہ کو ختم نہ کیا تو ایسو سی ایشن آف گورنمینٹ انجینیرز مزید سخت لائے عمل اختیار کرنے کے لیے مرکزی کونسل کا اجلاس اسلام اباد میں طلب کریگی جس کے بعد بڑے پیمانے پر احتجاج کیا جائے گا ۔۔
