The sessions captured community experiences, service-related concerns, communication needs, and feedback on municipal services—ensuring the strategy reflects local priorities and supports better service use and citizen engagement.

لاہور، 05 ستمبر: ورلڈ بینک کے ٹیکنیکل مشن نے پنجاب سول سیکرٹریٹ لاہور میں سیکرٹری لوکل گورنمنٹ پنجاب زید بن مقصود سے ملاقات کی، جس میں پنجاب انکلوسیو سٹیز پروگرام (PICP) کے تحت جاری ترقیاتی منصوبوں، پروگرام کی پیش رفت اور آئندہ کے اہداف کا تفصیلی جائزہ لیا گیا۔ملاقات کے دوران پنجاب کے مختلف شہروں میں شہری انفراسٹرکچر، واٹر سپلائی، ڈرینیج، ویسٹ واٹر مینجمنٹ اور میونسپل سروسز کی بہتری کے لیے جاری اقدامات پر تفصیلی تبادلہ خیال کیا گیا۔ایم ڈی پنجاب میونسپل ڈویلپمنٹ فنڈ کمپنی (PMDFC) سید زاہد عزیز نے پنجاب انکلوسیو سٹیز پروگرام کے مختلف اجزا، جاری منصوبوں اور آئندہ کے اقدامات پر تفصیلی بریفنگ دی۔بریفنگ میں بتایا گیا کہ پی آئی سی پی کے تحت شہری ترقیاتی فریم ورک پر کام جاری ہے اور مختلف منصوبوں پر پیش رفت تسلی بخش ہے۔ ویسٹ واٹر ٹریٹمنٹ پلانٹس کے قیام کے لیے زمین کی نشاندہی کا عمل بھی مکمل کر لیا گیا ہے۔اس موقع پر سیکرٹری لوکل گورنمنٹ زید بن مقصود نے ہدایت کی کہ پی آئی سی پی کے تمام ترقیاتی اہداف مقررہ وقت میں مکمل کیے جائیں اور منصوبوں پر عملدرآمد کی رفتار اور معیار کی مؤثر نگرانی یقینی بنائی جائے۔انہوں نے کہا کہ میونسپلٹیز کی مقامی آمدن بڑھانے کے لیے دستیاب فنڈز کا مؤثر استعمال کیا جائے تاکہ شہری اداروں کی مالی استعداد بہتر بنائی جا سکے اور میونسپل سروسز کی پائیداری یقینی ہو۔زید بن مقصود نے بجلی کے اخراجات میں کمی کے لیے جدید انرجی مینجمنٹ پلان نافذ کرنے کی ہدایت کرتے ہوئے کہا کہ میونسپل اداروں میں توانائی کے مؤثر استعمال اور اخراجات میں کمی کے لیے قابلِ عمل اقدامات کیے جائیں۔سیکرٹری لوکل گورنمنٹ نے کہا کہ پی آئی سی پی کے تحت شہری ترقیاتی فریم ورک پر کام کی رفتار تسلی بخش ہے تاہم تمام منصوبوں کو مقررہ ٹائم لائن کے مطابق مکمل کرنے کے لیے مسلسل مانیٹرنگ ضروری ہے۔بریفنگ میں بتایا گیا کہ 14 شہروں میں ڈرینیج منصوبوں پر عملی کام رواں سال نومبر میں شروع ہوگا، جبکہ پروگرام کے تحت شہریوں کو 4 لاکھ 74 ہزار سے زائد واٹر کنکشنز فراہم کیے جائیں گے۔ایم ڈی پی ایم ڈی ایف سی سید زاہد عزیز نے مزید بتایا کہ ان اقدامات کا مقصد ان شہروں میں واٹر سپلائی، سیوریج اور دیگر شہری خدمات کے نظام کو مزید مؤثر بنانا ہے۔سیکرٹری لوکل گورنمنٹ زید بن مقصود نے ہدایت کی کہ ترقیاتی منصوبوں میں معیار، شفافیت، وسائل کے مؤثر استعمال اور بروقت تکمیل کو ہر صورت یقینی بنایا جائے تاکہ پروگرام کے ثمرات براہ راست شہریوں تک پہنچ سکیں۔

A World Bank technical mission met with Secretary Local Government Punjab Zaid Bin Maqsood at the Punjab Civil Secretariat to review progress on the Punjab Inclusive Cities Programme (PICP), ongoing development projects and future targets.

The meeting discussed measures being undertaken to improve urban infrastructure, water supply, drainage, wastewater management and municipal services in various cities of Punjab.

Managing Director Punjab Municipal Development Fund Company (PMDFC) Syed Zahid Aziz gave a detailed briefing on various components of the PICP, progress on ongoing projects and planned initiatives.

The meeting was told that work on the urban development framework under the PICP was progressing satisfactorily. The process of identifying land for the establishment of wastewater treatment plants had also been completed.

Mr Maqsood directed the authorities to ensure completion of all development targets under the PICP within the stipulated timelines and to strengthen monitoring of the pace and quality of project implementation.

He stressed the need for effective utilisation of available funds to enhance the own-source revenue of municipalities, saying this would help improve the financial capacity of municipal institutions and ensure sustainability of municipal services.

The secretary also directed that a modern energy management plan be implemented to reduce electricity expenditure. He called for practical measures to improve energy efficiency and bring down operational costs of municipal institutions.

Mr Maqsood said the progress on the urban development framework under the PICP was satisfactory, but continuous monitoring was essential to ensure that all projects were completed according to the prescribed timelines.

According to the briefing, work on drainage projects in 14 cities would commence in November this year. The programme would also provide more than 474,000 water connections to citizens.

Mr Zahid further said that the initiative is aimed at improving water supply, sewerage and other municipal services in these cities.

The secretary directed the authorities to ensure quality, transparency, efficient use of resources and timely completion of all development projects so that the benefits of the programme could reach citizens directly.

Members of the World Bank technical mission, MD PMDFC Syed Zahid Aziz and relevant officials of the Local Government Department and PMDFC attended the meeting.

As part of the development of a comprehensive and evidence-based Behavior Change Communication (BCC) Strategy under PICP, community-level consultations were conducted through separate Focus Group Discussions (FGDs) with male and female participants representing diverse walks of life.

Administrator, Municipal Committee Haroonabad, also attended the consultation sessions and interacted with the participants

The consultations provided an opportunity to understand community perceptions, experiences, service-related concerns, communication needs and factors influencing service uptake and citizen engagement.

In addition, Key Informant Interviews (KIIs) were conducted with relevant Municipal Committee officials, including the Municipal Officer (Infrastructure), Municipal Officer (Finance), and Complaint Cell In-charge, to capture institutional perspectives and practical insights.

The findings from these consultations will help ensure that the BCC Strategy is informed by evidence, responsive to community needs, and grounded in local realities—supporting improved municipal service delivery and stronger engagement between citizens and service providers.
