📊 SBIP Progress Review Meeting

A progress review meeting for the Sindh Barrages Improvement Project (SBIP) was convened with the World Bank Mission team, bringing together key stakeholders from the Project Coordination and Monitoring Unit (PCMU), the Irrigation Department, the Project Management Office (PMO) and the Food and Agriculture Organization (FAO).

The discussions focused on comprehensive review of overall progress against the Project Development Objectives (PDOs), specifically detailed assessment of the O&M scorecard, technical performance metrics, operational bottlenecks, and strategic alignments required to ensure the long-term sustainability and climate resilience of the project's infrastructure.

📌 SBIP Mission Wrap-Up Meeting at PCMU

Mr. Najam Ahmed Shah, Chairman P&D Board, chaired the wrap-up meeting of the World Bank Sindh Barrages (SBIP) Mission at PCMU. The meeting was attended by Secretary, Irrigation Department, Project Coordinator (PCMU), Project Director (PMO-SBIP), and their respective teams.

Participants expressed satisfaction with the project's improved performance and revised ranking under the updated O&M Scorecard, supported by the FAO Technical Assistance Team. The meeting also reviewed pending actions and reaffirmed commitment to timely completion of all milestones.

The World Bank Mission was led by Mr. Zelalam Tesfaye Mekonnen, the newly appointed Task Team Leader (TTL) for SBIP. Outgoing TTL Mr. Francois Onimus also attended the meeting.

The Project Coordination and Monitoring Unit (PCMU) hosted a pivotal review session today regarding the Sindh Barrages Improvement Project (SBIP).

Chaired by Secretary Irrigation, Government of Sindh, Mr. Zareef Khero, the session reviewed the project's overall progress and focused on accelerating momentum and reinforcing the project's physical infrastructure progress.

Mr. Noor ul Arfeen Baloch, Project Director, SBIP, presented the overall physical progress of the project along with the recent improvements made in monitoring and evaluation systems designed to meet rigorous World Bank reporting standards.

The meeting was attended by Mr. Suhail Ahmed Baloch, Chief Engineer, Barrage Management Unit (BMU), along with senior Irrigation Department officials and representatives of Mott MacDonald, the project's technical consultants.

The Secretary acknowledged the collaborative efforts of the PCMU and the Food and Agriculture Organization of the United Nations (FAO). FAO serves as the technical consultant to the PCMU on the SWAT project, reiterating the Government of Sindh's commitment to the agricultural sector. He directed the team to uphold the highest quality standards to ensure the longevity and reliability of Sindh's critical barrage infrastructure.

🎁 Mr. Nazeer Memon Presents Souvenir to Chairman SIDA Board

Mr. Kabool Muhammad Khatian, Chairman SIDA Board, visited the Project Coordination & Monitoring Unit (PCMU), where he was warmly welcomed by Mr. Nazeer Ahmed Memon and his team. 🤝

The meeting featured an engaging discussion on the overall progress and status of the Sindh Water and Agriculture Transformation (SWAT) Project, along with the Government of Sindh’s new initiative for the coastal region — the Sindh Coastal Resilience Project (SCRP), financed by ADB, IFAD and GCF. 🌱🌊

As a gesture of appreciation and goodwill, Mr. Nazeer Ahmed Memon presented Mr. Kabool Muhammad Khatian with a PCMU souvenir along with the book “Sindh Irrigation Engineering,” authored by H.M. Dahar. 📚🎁

A review meeting was convened with the SWAT Internal Audit Firm and relevant PIUs to discuss the First Internal Audit Report and presentation for the forthcoming Project Steering Committee meeting.

Key audit findings, recommendations and management responses were deliberated, as a testament to the Project’s continued commitment to strengthening internal controls, fiduciary oversight, accountability and good governance.

💧 Strengthening collaboration for a water-secure Sindh!

A meeting with Ms. Simi Kamal, CEO Hisaar Foundation & Advisor PHWI, and Dr. Abdul Ghaffar, Professor of Environmental Engineering at NED University, was held at the PCMU office on 3 September 2026 to explore collaboration on water management and services-related training.

Under the leadership of Project Coordinator, PCMU played a key role in facilitating the dialogue and identifying opportunities for stronger collaboration in the water sector. The discussion focused on specialised trainings, seminars and study tours aimed at enhancing institutional capacity, technical knowledge and professional skills. Mr. Nazeer Memon reaffirmed PCMU’s commitment to effective coordination, knowledge-sharing and facilitation of capacity-building initiatives, further strengthening partnerships with leading water-sector institutions.

🤝 The 8th Federal Steering Committee (FSC) Meeting of the Federal Government’s 4RF-RRU/UNDP Projects was held on 2 September 2026 in Islamabad under the chairmanship of the Worthy Secretary, Ministry of Planning & Development.

📊 The meeting brought together key stakeholders to review progress, strengthen coordination, and support effective implementation of development initiatives.

🏛️ PCMU, Planning & Development Department, Government of Sindh, was virtually represented by the Project Coordinator, Director Coordination, and GIS Specialist, reaffirming its commitment to coordinated and effective project implementation.
