Directorate of Sindh Water Sector & Barrages Improvement Directorate is functional under administrative control of Planning & Development Department, Government of Sindh.

Initially, it was created in 1986 as Project Monitoring Unit (PMU) for coordination and monitoring of Karachi Special Development Program financed by World Bank, ADB & JBIC. In 1998, it was converted as Provincial Coordination Cell for coordination of mega umbrella National Drainage Program (NDP). Redesignated as Project Coordination & Monitoring Unit (PCMU) in 2007 with role of coordination and m

onitoring of Sindh Water Sector Improvement Project (WSIP) followed by Sindh Barrages Improvement Project (SBIP) from 2018. Notified Regular Setup of Directorate in 2022 as integral part of P&D Department with Non-Development (SNE) Budget.

A training on “Water Governance and IWRM: Principles, Practices, and Tools” under the OIC-COMSTECH, SUEN, and General Directorate of Water Management (Türkiye) Training Program was jointly organized in hybrid mode at COMSTECH, Islamabad, on June 09, 2026. The training was virtually attended by the PCMU team comprising Mr. Nazeer Ahmed Memon, Project Coordinator, and Mr. Ghulam Murtaza Abro, Director Planning.

Visit of PMS Batch-2023 Probationary Officers to PCMU-SSU

Nine probationary officers of PMS Batch-2023 namely Mr. Syed Noor Mustafa, Mr. Ishtaque Ahmed, Mr. Mairaj Yousuf, Ms Uzma, Mr. Aftab Ali, Mr. Sarfaraz Khalail, Mr. Babar Ahsan, Mr. Shahryar Ali, and Mr. Kashif Ali, visited the Directorate of Sindh Water Sector and Barrages Improvement (PCMU-SSU) on 08 June 2026 as part of their On-the-Job Training / attachment with the Planning and Development Department, Government of Sindh.

During the visit, the officers were given a comprehensive presentation on the Directorate's mandate, functions, and its strategic role in coordinating and monitoring donor-funded development projects. The briefing highlighted PCMU-SSU's responsibility in ensuring effective project implementation, donor compliance, and performance monitoring across the water and agriculture sectors.The participants were also introduced to the Directorate's key initiatives, including the Sindh Water and Agriculture Transformation (SWAT) Project, the Sindh Barrages Improvement Project (SBIP), and the Shared Services Unit, including 4RF/RRU Sindh and implementation of the Sindh Resettlement and Rehabilitation Policy-2023. The session provided valuable insights into development planning, project management, and donor-funded program implementation in Sindh.

The Project Coordinator, PCMU, and the Chief Engineer, BMU, along with their respective teams, visited a number of potential locations within the Irrigation Department premises at Baloch Colony for the proposed establishment of the HAI Main Centre (HPU) on 3 June 2026.
Following the visit, the team was of the view that the HAI Consultants may undertake a joint site assessment of the identified locations and provide recommendations regarding the most suitable option for the construction and/or rehabilitation of facilities to house the proposed HAI Central Unit / Water Centre.
The following options emerged during the preliminary discussions and may be considered during the assessment:
Option 1: Rehabilitation of the RBOD Rest House located near the entrance of the Irrigation Department premises, subject to detailed structural assessment and appropriate flood-resilience measures against monsoon rainfall.
Option 2: Construction of a new purpose-built facility on the vacant land currently being utilized as a parking area within the premises.
Option 3: Vertical expansion above the DSS-SFERP Building and/or PMO-SBIP Building through the addition of an extra floor. And at the end one and a half hours meeting on SBIP‘s issues in the office of PD was held.

Field Visit of Sindh Barrages Improvement Project (SBIP)

A joint field visit was conducted by the World Bank Implementation Support Mission to the Sukkur and Guddu Barrages on 21–22 May 2026. The visit included a joint inspection by the World Bank team, PCMU team, PMO team, contractors, and consultants to review the progress of ongoing works. During the visit, the team reviewed the Environmental and Social (E&S) safeguards implementation, including resettlement, Environmental and social management activities, and held detailed discussions with the contractors and consultants regarding project progress, compliance requirements, and implementation challenges. The PCMU team comprised Mr. Shafique Rehman, Resettlement Specialist, and Mr. Mashood Ahmed Sadique, Assistant Director of Engineering, who actively participated in the field inspections, progress review meetings, and consultations with the project stakeholders.

A comprehensive review and coordination meeting regarding the Sindh Water and Agriculture Transformation (SWAT) Project was held at the Project Coordination and Monitoring Unit (PCMU) on 20 May 2026 with the World Bank implementation support team. The primary objective of the meeting was to review the compliance status of the decisions, recommendations, and action points agreed upon during the World Bank Mission conducted in April 2026, and to assess the overall progress of project implementation. The meeting was chaired by Mr. Nazeer Ahmed Memon, Project Coordinator, PCMU, and attended by the World Bank Task Team Leader (TTL) for the SWAT Project and senior officials and focal persons from the respective PIUs, including representatives from the Water / Irrigation and the Agriculture Delivery Unit.

The Stakeholders’ Consultation Meeting on the Sindh Water and Agriculture Transformation (SWAT) Project was held on April 25, 2026, jointly organized by PCMU P&D Department, Irrigation Department, and Agriculture Department Government of Sindh.
The meeting was attended by representatives from the Government of Sindh, SIDA Board members, the World Bank Task Team Leader and team, UN-FAO representatives, other key stakeholders.
During the meeting, detailed presentations were delivered on the project objectives, achievements to date, and planned activities until project closing. Following the presentations, an open discussion was held where participants shared feedback and raised questions regarding implementation and sustainability. The queries were addressed by Mr. Nazeer Ahmed Memon PC PCMU Mr. Jamaluddin PD SWAT project, Irrigation Comp. and Mr. Imdad Ali Sohu PD ADU Component.
