Directorate of Sindh Water Sector & Barrages Improvement

Directorate of Sindh Water Sector & Barrages Improvement Directorate is functional under administrative control of Planning & Development Department, Government of Sindh.

Initially, it was created in 1986 as Project Monitoring Unit (PMU) for coordination and monitoring of Karachi Special Development Program financed by World Bank, ADB & JBIC. In 1998, it was converted as Provincial Coordination Cell for coordination of mega umbrella National Drainage Program (NDP). Redesignated as Project Coordination & Monitoring Unit (PCMU) in 2007 with role of coordination and monitoring of Sindh Water Sector Improvement Project (WSIP) followed by Sindh Barrages Improvement Project (SBIP) from 2018. Notified Regular Setup of Directorate in 2022 as integral part of P&D Department with Non-Development (SNE) Budget.

The session included an overview of the SWAT Project and its components. 💧

The young fellows were also briefed on HAI Program, Formulation of New Water Law, Sindh Strategic Water Planning, Irrigation Component including Akram Wah and Irrigation Modernizations, Agriculture Component including Smart Subsidy, Value Chain Enhancement, Crop Statistics and Market Information Digitisation. 🌱📊

📊 SBIP Progress Review Meeting

A progress review meeting for the Sindh Barrages Improvement Project (SBIP) was convened with the World Bank Mission team, bringing together key stakeholders from the Project Coordination and Monitoring Unit (PCMU), the Irrigation Department, the Project Management Office (PMO) and the Food and Agriculture Organization (FAO).

📌 SBIP Mission Wrap-Up Meeting at PCMU

Mr. Najam Ahmed Shah, Chairman P&D Board, chaired the wrap-up meeting of the World Bank Sindh Barrages (SBIP) Mission at PCMU. The meeting was attended by Secretary, Irrigation Department, Project Coordinator (PCMU), Project Director (PMO-SBIP), and their respective teams.

Participants expressed satisfaction with the project's improved performance and revised ranking under the updated O&M Scorecard, supported by the FAO Technical Assistance Team. The meeting also reviewed pending actions and reaffirmed commitment to timely completion of all milestones.

The World Bank Mission was led by Mr. Zelalam Tesfaye Mekonnen, the newly appointed Task Team Leader (TTL) for SBIP. Outgoing TTL Mr. Francois Onimus also attended the meeting.

The Project Coordination and Monitoring Unit (PCMU) hosted a pivotal review session today regarding the Sindh Barrages Improvement Project (SBIP).

Chaired by Secretary Irrigation, Government of Sindh, Mr. Zareef Khero, the session reviewed the project's overall progress and focused on accelerating momentum and reinforcing the project's physical infrastructure progress.

Mr. Noor ul Arfeen Baloch, Project Director, SBIP, presented the overall physical progress of the project along with the recent improvements made in monitoring and evaluation systems designed to meet rigorous World Bank reporting standards.

The meeting was attended by Mr. Suhail Ahmed Baloch, Chief Engineer, Barrage Management Unit (BMU), along with senior Irrigation Department officials and representatives of Mott MacDonald, the project's technical consultants.

The Secretary acknowledged the collaborative efforts of the PCMU and the Food and Agriculture Organization of the United Nations (FAO). FAO serves as the technical consultant to the PCMU on the SWAT project, reiterating the Government of Sindh's commitment to the agricultural sector. He directed the team to uphold the highest quality standards to ensure the longevity and reliability of Sindh's critical barrage infrastructure.

💧 Strengthening collaboration for a water-secure Sindh!

A meeting with Ms. Simi Kamal, CEO Hisaar Foundation & Advisor PHWI, and Dr. Abdul Ghaffar, Professor of Environmental Engineering at NED University, was held at the PCMU office on 3 September 2026 to explore collaboration on water management and services-related training.

Under the leadership of Project Coordinator, PCMU played a key role in facilitating the dialogue and identifying opportunities for stronger collaboration in the water sector. The discussion focused on specialised trainings, seminars and study tours aimed at enhancing institutional capacity, technical knowledge and professional skills. Mr. Nazeer Memon reaffirmed PCMU’s commitment to effective coordination, knowledge-sharing and facilitation of capacity-building initiatives, further strengthening partnerships with leading water-sector institutions.
