The Honorable Prime Minister IMRAN KHAN sb I would like to bring intension to the "The President Programme for the Care of Highly Qualified Overseas Pakistanis here referred as PPQP"
It was launched by National Talent Pool in July, 2009 (FY-2009-2010) under than defunct (Ministry of Labor and Manpower under 18th Amendment of National Assembly devolution of powers to the Provinces). The Project PPQP and NTP handed over to Ministry of Federal Education and Professional Trainings, Government of Pakistan.
The PC-1 of the Projectwas approved by the CDWP in its meeting held on 17th July, 2009 with the total cost of RS. 346.100 Million For five years i.e. (FY 2009-2014) to be funded out of federal PSDP’s from the block allocation available within Planning Commission unforeseen projects. The aims and objects of project to address the ill-effects of brain drain and to facilitate high level Pakistani professionals abroad for their placement in Pakistan through short to long terms technical assistance to avail benefits of their expertise for specific inputs in their areas of specialization, for public and private sector within the country. The PPQP project therefore provides a centralize forum for the Highly Skilled Professionals (HQPs) within the country and out of country to interact each other, get better opportunity, and Government of Pakistan can better utilize their valuable services for transfer of modern know-how/knowledge and cutting edge technology, capacity building in priority sector programme and strengthening of our different departments/industry and in order to help and improve the economy of Pakistan.
But it's very unfortunate that the National Talent Pool hampered the all activities of this Project and lock down the project office and Nothing to do single work on it from two years since 2016 to till now.
