HEADS Project - Orientation & Requirement Gathering Session with HEC Sports Division (5th May 2026)
The HEC IT Team, along with the Commtel Project Team, visited the HEC Sports Division for an Orientation and Requirement Gathering Session as part of ongoing HEADS Project

Mr. Rizwan Shoukat, Incharge Sports Division warmly welcomed the team and, along with his team, provided a detailed briefing on existing data collection processes, reporting requirements, and operational workflows. It was shared that no dedicated software solution is currently in use, with Google Forms and manual sheets primarily being utilized for data collection and record management.

The IT Team was led by Ch. Abdullah Fayyaz Chattha (Director IT), with participation from Muhammad Rashid (Dy. Director IT), Awais Tahir (PM Commtel), Said Arab Khan (Technical Team Lead), and his team.

The session highlighted HEC’s commitment to modernizing processes, improving efficiency, and introducing data-driven systems across all divisions.

HEADS Project - Requirement Gathering Session with Quality Assurance Division (5th May 2026)
The HEC IT Team, along with the Commtel Project Team, visited the Quality Assurance Division for an Orientation and Requirement Gathering Session regarding ongoing HEADS Project.
The session was attended by Mr. Irfanullah (Director QA), Mr. Wajid Ali (Dy. Director QA), and Dr. Pir Qasim Shah (AD QA) from the Quality Assurance Division. The IT Team was led by Ch. Abdullah Fayyaz Chattha (Director IT), with participation from Muhammad Rashid (Dy. Director IT), Awais Tahir (PM Commtel), Said Arab Khan (Technical Team Lead), and his team.

The Higher Education Commission (HEC) has launched a landmark Identity and Access Management (IAM) project to transform secure digital access across Pakistan’s higher education sector.

This strategic initiative will provide students, faculty, researchers, and university staff with a secure, unified, and seamless login experience across universities and research institutions.

✅ Access to LMS, research journals, cloud platforms & academic portals

🚀 HEADS Platform Launched: National Data Warehouse & Business Intelligence Initiative
📅 Signing Ceremony – April 29, 2026

The Higher Education Commission (HEC) has launched the HEADS Platform (Higher Education Analytics & Data Services), Pakistan’s first national data warehouse and self-service Business Intelligence platform for Higher Education Institutions (HEIs), hosted on HEC Cloud. The platform offers international-standard analytics while ensuring that all data remains securely within Pakistan. The initiative is part of the Higher Education Development Project (HEDP) and marks a significant step toward data-driven governance in Pakistan’s higher education sector.
The platform will serve as a single source of truth by consolidating data from HEC divisions and universities, enabling national KPIs, dashboards, benchmarking, and analytics-based decision-making. It replaces fragmented and manual reporting with unified, web-based digital data collection and self-service analytics for universities.
To implement the initiative, HEC has signed a contract with Huawei Pakistan through its partner M/s Comtel, formally initiating the ex*****on phase of the project.
The platform is expected to strengthen transparent, evidence-based governance and enable efficient monitoring, coordinated implementation, and timely performance tracking through standardized dashboards and KPIs.
The initiative leverages on years of automation and digital services across the higher education sector, which have generated a substantial national data asset. This is now being consolidated into a unified analytics backbone.

The Information Technology Division (ITD) presented the overview of the HEADS (Higher Education Analytics & Data Services) Platform to the Senior Management Committee (SMC) on 21 April 2026, marking the commencement of the project’s ex*****on phase.

During the session, the proposed project branding and logos were also presented, highlighting the platform’s vision of a unified national data warehouse and analytics ecosystem for higher education.

The SMC approved the HEADS project branding and logos for official use across implementation, communication, and stakeholder engagement.

HEADS Project - Requirement Gathering Session Update (23 April 2026)
The meeting was chaired by Mr. Abdullah Fayyaz Chatta, with participation from Dr. Bashir Khan (In-Charge Monitoring & Evaluation, HEC), the HEC M&E team, and the Commtel team.

The session focused on gathering requirements for a data-driven analytics platform to support reporting, forecasting, and decision-making across HEC departments.

The discussion emphasized the need for standardized templates for indicators at both national and departmental levels, along with a basic benchmarking approach. A centralized dashboard concept was also discussed to provide visibility into key M&E indicators and institutional insights.

It was further agreed to define a clear dashboard structure with simple and user-friendly visualizations. From a data perspective, current reliance on Excel-based data was noted, and the M&E team will share sample templates and datasets for further analysis. The Commtel team will review and propose the data model and implementation approach

HEC IT Division hosted an orientation session for HEDR ahead of the HEDP Business Intelligence & Data Warehouse initiative.
The session was led by Adviser (IT) Mr. Nazeer Hussain and Director Operations (IT) Ch. Abdullah Fayyaz Chattha, in collaboration with Incharge HEDR Mr. Naveed Shah and the HEDR team, along with representatives from Huawei including Mr. Ali Ghuri.
The session featured an interactive discussion on HEDR data collection, strategic direction, and the roadmap for enhanced automation following the platform orientation.
