A PPP does not create value by transferring risk to the private sector. It creates value when each risk sits with the party best able to price, manage and mitigate it.

𝗧𝗵𝗮𝘁 𝗱𝗶𝘀𝘁𝗶𝗻𝗰𝘁𝗶𝗼𝗻 𝗺𝗮𝘁𝘁𝗲𝗿𝘀.

Misallocated risk can inflate costs, weaken bankability and ultimately undermine value for money. Well-allocated risk aligns incentives, improves predictability and gives investors greater confidence in the project’s long-term economics.

𝗧𝗵𝗲 𝗼𝗯𝗷𝗲𝗰𝘁𝗶𝘃𝗲 𝗶𝘀 𝗻𝗼𝘁 𝘁𝗼 𝘁𝗿𝗮𝗻𝘀𝗳𝗲𝗿 𝗿𝗶𝘀𝗸.

The engagement provided a platform to exchange perspectives on Pakistan’s growing PPP pipeline, discuss potential areas of collaboration, and highlight how private investment can contribute to delivering critical infrastructure and public services.

For Pakistan, PPPs are more than a financing mechanism, they are a pathway to bring global expertise, investment and innovation together with public-sector priorities.

P3A Board Approves Key PPP Initiatives at its 44th Meeting

The 44th meeting of the Board of the Public Private Partnership Authority (P3A), chaired by Mr. Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairperson, P3A Board, was held today in Islamabad.

The Board approved a number of important initiatives to advance priority PPP projects:

🔹 Islamabad Technopolis Project – STZA: The Board approved Project Development Facility (PDF) support to enable development of the project in PPP mode through a quality Transaction Advisor. The project aims to establish a world-class, purpose-built technology park in Islamabad, promoting technology exports, innovation, skilled employment and technology transfer, while attracting private sector investment. P3A will provide continued support in taking the project forward.

🔹 M-10 Karachi–Hyderabad Motorway – NHA: The Board approved the direct contracting of an International Financial Institution (IFI) as Transaction Advisor. The project is expected to strengthen Karachi–Hyderabad connectivity, improve access to markets and facilitate port-bound freight, supporting trade and economic activity.

🔹 Guru Nanak Expressway – NHA: The Board also approved direct contracting of an IFI as Transaction Advisor. The project will strengthen connectivity to Kartarpur, while supporting opportunities in religious tourism, hospitality and related commercial development.

For both NHA projects, the IFIs will support the review and optimisation of existing studies, development of bankable commercial structures and engagement with qualified investors. P3A will remain actively engaged in project preparation and structuring and in facilitating their progression towards commercial and financial close.

The Board also discussed the commercial development of Pakistan Railways’ prime properties through REDAMCO, beginning with a pilot Karachi cluster, aimed at unlocking the potential of these assets through private sector participation and generating sustainable long-term revenue.

A strategic consultation session was also held on the future direction of P3A, focusing on stronger government ownership and commitment to PPP projects, strengthening P3A’s institutional role, prioritising projects based on national needs, market appetite and readiness, and developing a smaller, better-prepared and more credible PPP pipeline.

Mr. Muhammad Ali emphasised P3A’s role in converting opportunities into bankable PPP projects and supporting implementing agencies in taking priority projects towards commercial and financial close. He underscored that clear sector priorities, stronger project preparation and a credible pipeline will be critical to building momentum in Pakistan’s PPP programme and translating opportunities into tangible investment and infrastructure outcomes.

𝗧𝗵𝗲 𝗜𝘀𝗹𝗮𝗺𝗮𝗯𝗮𝗱 𝗜𝗻𝗳𝗲𝗰𝘁𝗶𝗼𝘂𝘀 𝗗𝗶𝘀𝗲𝗮𝘀𝗲𝘀 𝗛𝗼𝘀𝗽𝗶𝘁𝗮𝗹 𝗮𝗻𝗱 𝗜𝘀𝗼𝗹𝗮𝘁𝗶𝗼𝗻 & 𝗧𝗿𝗲𝗮𝘁𝗺𝗲𝗻𝘁 𝗖𝗲𝗻𝘁𝗿𝗲 (𝗜𝗛𝗜𝗧𝗖) and 𝘁𝗵𝗲 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗕𝗹𝗼𝗼𝗱 𝗖𝗲𝗻𝘁𝗿𝗲 (𝗥𝗕𝗖) are set to enter a new phase of service delivery, strengthening access to specialised healthcare and safe blood transfusion services in the federal capital.
The 𝗣𝘂𝗯𝗹𝗶𝗰 𝗣𝗿𝗶𝘃𝗮𝘁𝗲 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝗔𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 (𝗣𝟯𝗔) provided advisory support throughout the transaction, including preparation of the proposal and structuring of the bidding process. Working closely with the of National Health Services, Regulations & Coordination, this resulted in a transparent, PPRA-compliant National Competitive Bidding process.
Structured as a 10-year and 3-month management contract, the arrangement retains ownership of the facilities with the Government of Pakistan, while day-to-day management, administration and healthcare delivery will be undertaken by a qualified private partner selected through a competitive process.
Following Federal Cabinet approval, the Ministry and Indus Hospital & Health Network (IHHN) signed the agreement on 31 July 2026.
This is the value of a well-structured PPP: leveraging private sector expertise to enhance the delivery of public services while retaining public ownership of public assets.
The initiative will expand access to specialised infectious disease care and safe blood transfusion services for Islamabad, while helping strengthen the capacity of the capital’s public healthcare system.
A clear example of how effective advisory support and transaction structuring can translate policy priorities into improved services for citizens.

Every landmark bridge, hospital, transport system, or public facility begins long before construction starts.

The foundation of every successful Public Private Partnership (PPP) is not concrete, it is sound policy, rigorous project preparation, effective governance, financial discipline, and strong collaboration.

The discussions focused on advancing policy reforms, enhancing institutional capacity, and supporting the development of a robust PPP framework that enables sustainable infrastructure investment and greater private sector participation.

The presentation showcased P3A's robust projects pipeline, featuring high-impact opportunities across transport, healthcare, tourism, hospitality, and cultural infrastructure. Among the flagship projects are:

𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗠𝗼𝘁𝗼𝗿𝘄𝗮𝘆 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁𝘀

• Sukkur–Hyderabad Motorway , an investment opportunity of approximately USD 500 million (for 2 PPP sections).

• Karachi–Hyderabad Motorway (168 km), a landmark project valued over USD 1 billion.

Both motorway projects are being offered under the 𝗕𝘂𝗶𝗹𝗱-𝗢𝗽𝗲𝗿𝗮𝘁𝗲-𝗧𝗿𝗮𝗻𝘀𝗳𝗲𝗿 (𝗕𝗢𝗧) 𝗺𝗼𝗱𝗲𝗹 𝘄𝗶𝘁𝗵 𝗩𝗚𝗙 support, if required, making them attractive opportunities for domestic and international investors.

𝗛𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲

The CDA Hospital, Islamabad, proposed to be upgraded to a state-of-the-art, 500-bed tertiary healthcare facility that offers significant potential to transform healthcare delivery through private sector participation.

𝗧𝗼𝘂𝗿𝗶𝘀𝗺, 𝗛𝗲𝗿𝗶𝘁𝗮𝗴𝗲 & 𝗛𝗼𝘀𝗽𝗶𝘁𝗮𝗹𝗶𝘁𝘆

P3A is also advancing several landmark projects aimed at preserving Pakistan's heritage while unlocking tourism and commercial potential, including:.

• Outsourcing of the 22 acres Gandhara Culture Centre in collaboration with Capital Development Authority (CDA)

• Development of cluster of 5-star hotels in Islamabad on the land to be provided as concession to the investor;

• Outsourcing of state-owned properties currently operated by the Ministry of Housing at the prominent locations in Karachi and Lahore (Qasr.e.Naz and Chamba House)
