The National Commission on the Rights of Child (NCRC) welcomes the passage of the Family Courts (Amendment) Bill, 2026 by the Senate as an important step towards strengthening the protection and best interest of the children and ensuring timely access to financial support.
Delays in maintenance proceedings often disproportionately affect children, exposing them to financial insecurity and adversely impacting their health, education, development, and overall well-being. The provision requiring determination of interim maintenance at the earliest stage of proceedings reflects a child-sensitive approach and reinforces the responsibility of the family courts to ensure the best interest of children involved in family litigation.

At the launch event, NCRC also launched a child-friendly version of the UN Committee on the Rights of the Child’s Concluding Observations and Recommendations 2026, an important step toward making global child rights commitments accessible, understandable and meaningful for children themselves.

The child-friendly version was thoughtfully developed and translated in child friendly language by members of NCRC’s Child Advisory Panel (CAP), reflecting the Commission’s strong commitment to child participation and inclusion in processes that directly impact their lives and futures.

To bring these recommendations to life in an engaging and relatable way, CAP members presented the document through an interactive play at the event, creatively highlighting key child rights issues and encouraging greater awareness and understanding among audiences.

By creating child-friendly spaces and platforms, NCRC continues to advance an inclusive approach where children are empowered to understand their rights, express themselves confidently, and contribute to shaping a safer and more equitable future for every child in Pakistan.

At the event, the National Child Rights Integrated Dashboard was officially launched developed with the technical support of UNICEF and funded by the Kingdom of the Netherlands as a centralized platform to consolidate real-time child protection data from across Pakistan, marking a significant step toward more informed and responsive policymaking.

The Dashboard gathers data from all provinces and regions of Pakistan on key child rights and child protection issues, creating a unified national platform that enables stronger coordination, improved monitoring, and evidence-based decision-making. By bringing fragmented data together into one integrated system, the initiative aims to strengthen accountability and support timely interventions for children across the country.

The launch reflects a major advancement in Pakistan’s child protection landscape, reinforcing the importance of reliable and accessible data in understanding the realities faced by children and shaping effective national responses.

The State of Children in Pakistan Report 2025 presents a comprehensive national assessment of the situation of children across the country, offering critical insights into key child rights indicators and emerging trends.

A detailed presentation on the report was delivered by Ms. Maham Afridi, Program Coordinator NCRC, who highlighted key findings, trends and emerging challenges affecting children in Pakistan, while emphasizing the importance of reliable data in shaping effective child protection systems and policies.

The report presents nationally representative data, highlighting both progress made and persistent gaps in areas such as health, education, protection and overall child wellbeing. It serves as a vital tool for policymakers, practitioners and stakeholders to better understand the lived realities of children and to guide informed, targeted interventions.

In addition, a video on child online safety was also launched at the event in collaboration with and aimed at raising awareness on the importance of safeguarding children in digital spaces and promoting safer online environments.

Through this presentation and report, NCRC reaffirms its commitment to advancing evidence-based policymaking and ensuring that children’s voices, needs, and rights remain central to national development priorities.

The NCRC marked a significant milestone with the launch of its second annual flagship publication the State of Children in Pakistan Report 2025 alongside two transformative initiatives aimed at strengthening child protection and evidence-based policymaking in Pakistan. The event was attended by Senator Azam Nazeer Tarar, Federal Minister for Human Rights, Ms. Pernille Ironside, UNICEF Country Representative for Pakistan, members of the diplomatic community including ambassadors, senior government officials, development partners and representatives from civil society and academia.

In her opening remarks, Chairperson NCRC, Ms. Ayesha Raza Farooq, underscored the importance of visibility and coherence in understanding children’s realities, noting that in a country as vast and complex as Pakistan, these realities often remain fragmented and unseen.

Ms. Pernille Ironside highlighted that this moment signals a shift toward stronger, evidence-based action—emphasizing that behind every data point is a child waiting to be heard, and that better data enables better protection.

Senator Azam Nazeer Tarar reinforced the importance of accountability and transparency, stating, “The role of an independent statutory commission is to hold up the mirror; the role of the State is to look into it honestly.”

The event reflected a shared commitment to placing children at the center of national priorities through stronger systems, informed policymaking and collective action.

The National Commission on the Rights of Child (NCRC) signed a Letter of Intent (LOI) with SK-Justice International (SJI), marking an important step towards strengthening the protection and promotion of children’s rights in Pakistan.

This collaboration brings together NCRC’s statutory mandate and SJI’s legal expertise to advance work in child protection, juvenile justice, legal reform, and access to justice. The partnership will focus on evidence-based legal research, policy development, institutional strengthening and addressing critical issues such as child abuse, exploitation and emerging risks affecting children.

Represented by Sehail Younis Khan, SJI will provide technical legal support and advisory services, while NCRC will facilitate institutional coordination and engagement to ensure effective implementation.

This LOI reflects a shared commitment to building stronger systems, improving legal safeguards, and ensuring that every child in Pakistan is protected, heard, and empowered.

Reliable, primary data forms the foundation of every credible, evidence-based report. It enables an accurate understanding of the situation of children and supports informed, effective decision-making.

For the State of the Children Report 2025, the National Commission on the Rights of Child (NCRC) undertook an extensive nationwide data collection exercise in close collaboration with federal and provincial departments, spanning all provinces, including Khyber Pakhtunkhwa, Punjab, Sindh, Balochistan and the Islamabad Capital Territory (ICT).

Because strong data drives meaningful action.

Today, we bid a heartfelt farewell to our esteemed members who have successfully completed their three-year tenure at the National Commission for Rights of Children (NCRC).

Member ICT Mr. Khalid Naeem, Member Sindh/ Minorities Mr. Pirbhu Lal Satyani,Member Khyber Pakhtunkha Ms. Nadia Bibi, Member Punjab Dr. Mehek Naeem, Member Balochistan Adv. Abdul Hayee, Male Child Member Muhammad Hassan and Girl Child Member Ayesha Khan have made invaluable contributions during their time at the Commission. Their dedication, commitment and tireless efforts have played a significant role in advancing the protection and promotion of children’s rights across the country.

From strengthening advocacy efforts to contributing to key initiatives and reforms, their work has left a lasting impact that will continue to guide and inspire the Commission’s future endeavors.
