The Government Procurement Policy Board - Technical Support Office (GPPB-TSO) is drafting the Guidelines for the Conduct of Negotiated Procurement – Community Participation (NP-CP), Section 35.11 of Republic Act (RA) No. 12009, or the “New Government Procurement Act,” and its Implementing Rules and Regulations.

VISITATION OF THE BULOK ART EXHIBIT IN CELEBRATION OF ALAMPATAN 2026 - NATIONAL ARTS MONTH OBSERVANCE OF JOSE RIZAL MEMORIAL STATE UNIVERSITY

The Procurement Unit of JRMSU Main Campus explores the exhibit featuring the “Habi ng Lahi” Collection, held in honor of Haja Amina Appi, a National Living Treasure (GAMABA awardee). Notably, this initiative aligns with the CHED
Memorandum Circular and Proclamation No. 963, which mandates State Universities to honor GAMABA awardees to promote cultural heritage and appreciation.

Relative to 2025-017 issued on September 30, 2025, the Procurement Service-Department of Budget and Management (PS-DBM) issues this reminder to all procuring entities (PEs) about the decommissioning of the PhilGEPS 1.5, with February 28, 2026 as the last day of posting of new procurement opportunities.

𝗕𝘆 𝗠𝗮𝗿𝗰𝗵 𝟮𝟬𝟮𝟲, 𝗻𝗼 𝗻𝗲𝘄 𝗽𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗼𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝘀𝗵𝗮𝗹𝗹 𝗯𝗲 𝗽𝗼𝘀𝘁𝗲𝗱 𝗶𝗻 𝗣𝗵𝗶𝗹𝗚𝗘𝗣𝗦 𝟭.𝟱; PEs shall only be allowed to use the system to close or complete procurement activities, and post awards and contracts for all procurement opportunities posted prior this deadline.

This development is in line with the transition to the full use of the modernized PhilGEPS anchored on the digitalization provisions of the New Government Procurement Act (NGPA).

These Guidelines aim to strengthen procurement readiness, clarify procedural requirements, and align EPA implementation with Section 12 of Republic Act No. 12009, or the “New Government Procurement Act,” and its Implementing Rules and Regulations.
