Location of Center (4:00 AM):
The center of Typhoon TINO was estimated based on all available data including those from Busuanga Doppler Weather Radar over the coastal waters of Linapacan, Palawan (11.2°N, 119.7°E).

Intensity:
Maximum sustained winds of 120 km/h near the center, gustiness of up to 165 km/h, and central pressure of 980 hPa

Present Movement:
West northwestward at 15 km/h

Extent of Tropical Cyclone Winds:
Strong to typhoon-force winds extend outwards up to 300 km from the center

Severe Winds

The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.

• Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4.
• Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No 3.
• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.

Furthermore the surge of the Northeast Monsoon, shear line and the trough of TINO will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):

• Today: Cagayan Valley, Cordillera Administrative Region, Ilocos Norte, Ilocos Sur, Pangasinan, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Western Visayas, Central Visayas, and Zamboanga Peninsula.
• Tomorrow (06 November): Batanes, Babuyan Islands, Ilocos Norte, Pangasinan, Zambales, Occidental Mindoro, and Palawan.
• Friday (07 November): Batanes and Babuyan Islands.

Coastal Flooding

There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 24 hours over the low-lying or exposed coastal communities of Oriental Mindoro, Occidental Mindoro, Palawan, and Antique. Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.

TRACK AND INTENSITY OUTLOOK

• Heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to hoisted Wind Signals and the “Other Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• The center of TINO made landfall in Batas Island, Linapacan, Palawan at 4:10 AM today. On the forecast track, TINO will continue to traverse northern Palawan this morning before emerging over the West Philippine Sea. TINO may exit the Philippine Area of Responsibility tonight or tomorrow (06 November) early morning.
• TINO is forecast to re-intensify in the next 12 hours and may reach its peak intensity while over the West Philippine Sea.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

TROPICAL CYCLONE ADVISORY NR. 2
Tropical Depression

THE TROPICAL DEPRESSION MAINTAINS ITS STRENGTH WHILE MOVING WEST SOUTHWESTWARD.

Location of Center (10:00 PM)
The center of Tropical Depression was estimated based on all available data at 1,690 km East of Northeastern Mindanao
(OUTSIDE PAR) (8.7°N, 141.7°E).

Intensity
Maximum sustained winds of 55 km/h near the center, gustiness of up to 70 km/h, and central pressure of 1004 hPa.

Present Movement
West southwestward at 20 km/h

Extent of Tropical Cyclone Winds
Strong winds extend outwards up to 300 km from the center

GENERAL OUTLOOK FOR THE FORECAST PERIOD
• In the next 12 hours, this tropical cyclone (TC) is forecast to slow down while moving west southwestward (and at times behave erratically). Afterwards, it will gradually accelerate generally northwestward over the Philippine Sea until Friday (07 November) morning before turning west northwestward on Friday evening or Saturday (08 November). On the track forecast, the TC may enter the PAR region on Friday evening or on Saturday. Once inside the PAR, the domestic name “UWAN” will be assigned to this TC.
• Although not yet within the forecast range of this advisory, TC Threat Potential Forecast from PAGASA indicates that the possibility of a landfall scenario over the country is becoming more likely. However, the exact landfall location and time remains highly uncertain, considering that the forecast is more than five days ahead.
• In terms of intensity, this TC is forecast to intensify while over the Philippine Sea throughout the forecast period. It may eventually reach typhoon category on Thursday (06 November) and super typhoon during the weekend.
• This TC is not yet affecting the land and sea areas of the country. Furthermore, the TC is less likely to directly affect the weather condition in the country throughout the forecast period. However, owing to the influence of both this TC and a Northeast Monsoon surge, rough sea conditions or worse may affect the northern and eastern seaboards of the country starting on Saturday.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 AM tomorrow.
