The Department of Social Welfare and Development (DSWD) KALAHI-CIDSS National Program Management Office (NPMO) and its development partner, the World Bank, kicked off the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP) first Implementation Support Mission (ISM) today, 16 March 2026 at the DSWD KALAHI-CIDSS National Program Management Office. The mission will run until 20 March 2026.
During the first day of the mission, discussions focused on reviewing the early stages of project implementation, particularly the preparatory efforts undertaken by the National Program Management Office (NPMO), the Regional Program Management Offices (RPMOs), and the engagement with Local Government Units (LGUs).
The NPMO presented updates on the projectโs implementation status, including financial updates for the PCRP, the recalibrated budget and implementation plan, and the status of staff hiring at both the NPMO and RPMO levels. Updates on staff training initiatives were also shared to ensure that program personnel are fully equipped to support the projectโs implementation.
In addition, the NPMO provided updates on the completion of key project guidelines and operational manuals , along with the current status of the Work and Financial Plan. Updates on LGU engagement activities were likewise presented, highlighting initial accomplishments and the strategies undertaken to address challenges in securing the commitment of target LGUs to the project.
The five-day mission aims to strengthen collaboration among stakeholders and ensure that the PCRP is effectively positioned to support resilient and empowered communities nationwide.
The activity gathered key officials and development partners to review the initial progress of the project and ensure alignment of implementation strategies. Among the attendees were Assistant Secretary for Promotive Programs under the Operations Group Edmon B. Monteverde, KALAHI-CIDSS NPMO staff headed by National Program Manager Atty. Bernadette A. Mapue-Joaquin, and members of the World Bank Mission Team led by Samuel Thomas Clark, Senior Social Development Specialist and Task Team Leader. (kcnpmo/jcbz)
