In this episode, we talk with Dr. Kerby Alvarez, a historian at the Department of History, University of the Philippines Diliman, about his study tracing the history of Philippine meteorology. Long before PAGASA existed, the Observatorio Meteorológico de Manila (OMM) — founded by Jesuit priests in 1865 — and its successor, the Philippine Weather Bureau (PWB) spent nearly a century turning typhoons into a subject of serious scientific study.

Drawing on archives in the Philippines, the US, and Spain, Dr. Alvarez shows how these institutions published hundreds of reports, built a regional network with weather observatories across Asia, and even got caught in a diplomatic dispute with Hong Kong's observatory in 1899. As a historian, he traces not just what these scientists discovered, but how their writing, data-keeping, and international collaborations were shaped by the political currents of Spanish and American colonial rule in the Philippines.

The UP Resilience Institute (UPRI), represented by Ms. Mendoza of the Education Division and Ms. Grageda of the NOAH-Hazards Assessment Team, was among the selected participating organizations in the OpenDronePH Launch and Training of the Philippine Space Agency (PhilSA), held on 9–10 August 2026 as part of the Philippine Space Week 2026.

For UPRI, participation in the activity provides an opportunity to engage with an initiative focused on making drone-derived information more accessible and useful for applications relevant to resilience, disaster risk reduction, and research.

The University of the Philippines Resilience Institute (UPRI) & UP NOAH Center is holding a press conference to present how the ₱1-billion allocation will be used, what it aims to achieve, and most importantly, how it will serve the Filipino people.

In his opening remarks, UP President Angelo Jimenez emphasized the role of science in giving government and communities the information they need to act before disasters strike. This reflects UP’s vision of promoting science that empowers, and science in service of the Filipino people.

Now, Dr. Mahar Lagmay highlights the power of science, open data, and risk information in helping Filipinos make better, more informed decisions before disasters strike, while ensuring that public investments are guided by science and put to good use.

This briefing is part of the University’s commitment to transparency, public service, and accountability because every peso comes from the people, and every Filipino deserves to know how it is spent to serve them.

A milestone for science-informed disaster resilience in the PH education system!

UP Resilience Institute joined the DepEd Philippines, led by Sec. Sonny Angara, in the launch of Project LIGTAS+, which brings science, risk information, and anticipatory action closer to our schools and learners. The AI-powered platform uses multi-hazard and geospatial information to support more informed and timely decisions for school safety.

Today’s commitment ceremony marks another step in the steady collaboration between DepEd, UPRI, and partners across government, toward safer and more resilient learning environments for every Filipino learner.
