Cagayan de Oro City - The Department of Labor and Employment Regional Office No. X (DOLE-X) successfully conducted the โ€œCapacity Building for DILEEP Focal Persons, Livelihood Development Specialists, and TUPAD Coordinatorsโ€, today, at La Viรฑa by The Purple Tree, this city.

The activity gathered program implementers across all DOLE NorMin Field Offices and Divisions to strengthen their knowledge on DILEEP guidelines, financial processes, and proper program implementation.

Regional Director Atty. Joffrey M. Suyao emphasized the importance of the DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) in providing sustainable livelihood opportunities and emergency employment assistance to disadvantaged, displaced, and vulnerable workers. Through these programs, DOLE continues to help communities recover, generate income, and build resilience.

The capacity building also reinforced DOLE-Xโ€™s commitment to efficient, transparent, and responsive public service by ensuring that livelihood and emergency employment programs effectively reach workers and communities throughout Northern Mindanao.

OROQUIETA CITY, Misamis Occidental โ€” A total of 327 graduating students from the Class of 2026 of the University of Science and Technology of Southern Philippines โ€“ Oroquieta Campus participated in the Labor Education for Graduating Students (LEGS) Seminar conducted by Department of Labor and Employment X โ€“ Misamis Occidental Provincial Field Office on May 18, 2026.

The activity aimed to equip graduating students with essential knowledge on labor laws, workersโ€™ rights, employment opportunities, and career preparedness as they transition from academe to the workforce.

Personnel from DOLE Misamis Occidental PFO Ms. Rhea L. Flores facilitated the activity as part of DOLEโ€™s continuing advocacy to strengthen labor education among graduating students and promote awareness on decent work, labor standards, and employment facilitation services.

Present during the activity were Ms. Quimby Q. Clavisillas, Students Affairs and Services (SAS) Unit Head; Mr. Crisologo T. Bernardo, Academic Head; and Dr. Conmar C. Malmis, Food Processing and Technology (FPT) Department Head, whose presence highlighted the universityโ€™s strong commitment to supporting initiatives that enhance studentsโ€™ professional growth and employment readiness.

The discussion focused on key labor-related topics, including the First Time Jobseekers Assistance Act, General Labor Standards, and Labor Market Information. Students were oriented on their fundamental rights and responsibilities as future workers, including minimum wage, hours of work, mandatory benefits, occupational safety and health standards, and other important provisions under Philippine labor laws.

The seminar also provided valuable insights into current labor market trends, emerging employment opportunities, and in-demand industries to guide students in making informed career decisions and adapting to the evolving world of work.

Representing the Public Employment Service Office (PESO), Ms. Cristine Grace Masayon discussed various employment facilitation services and government programs available to fresh graduates. She encouraged students to maximize opportunities such as job matching services, career coaching, skills training, and other employment assistance programs that support first-time jobseekers in securing decent and productive employment.

The activity served as an avenue to empower graduating students by deepening their understanding of labor rights, workplace standards, and government initiatives that protect and promote the welfare of Filipino workers. It likewise reinforced the importance of labor education in developing informed, responsible, and job-ready professionals.

Through the collaborative efforts of University of Science and Technology of Southern Philippines and Department of Labor and Employment Region X, initiatives such as the LEGS Seminar continue to contribute to the development of a more competitive, empowered, and well-informed workforce in Northern Mindanao.

OROQUIETA CITY, MISAMIS OCCIDENTAL โ€” The Misamis Occidental Association of Family Welfare Committee (MOAFWC), under the Department of Labor and Employment Region X โ€“ Misamis Occidental Provincial Field Office, successfully conducted its 2nd Quarter Meeting on May 12, 2026, at the DOLE Office in Upper Langcangan, Oroquieta City.

The meeting opened with customary rites, followed by the acknowledgment of attendees and welcome remarks for new members by the MOAFWC Focal Person, who also expressed gratitude for the continued support in advancing family welfare initiatives in workplaces across the province.

DOLE Provincial Chief Ebba Borbon-Acosta delivered an inspiring message, commending members for their active participation in promoting workplace family welfare. She emphasized unity, cooperation, and the importance of strengthening partnerships and encouraging more companies to join the association to further improve employee well-being and workplace productivity.
Provincial Chief Acosta said, โ€œSa katapusan, magtinabangay ta. Tabangi mi ninyo sa among programa. And I hope nga magkahiusa gyud ta as family.โ€

(โ€œIn the end, let us help one another. Please support us in our programs, and I hope we remain united as one family.โ€)
The meeting gathered 27 focal persons from various partner companies and organizations across Misamis Occidental, reflecting strong collaboration in promoting family welfare programs.
Key discussions included the Family Welfare Programโ€™s 10 Dimensions, the salient provisions of Republic Act No. 10361 or the Batas Kasambahay, and International Labour Organization Convention No. 190 on eliminating violence and harassment in the workplace.

Participating organizations included the Ozamiz Chamber of Commerce, Misamis Occidental Electric Cooperative Inc. Mula sa hirap tungo sa pag-asa, unti-unting binabago ni Godel Flores Poyod ng Purok Sudlon, Bato, Plaridel, Misamis Occidental ang takbo ng buhay ng kanyang pamilya sa tulong ng programang pangkabuhayan ng DOLE.
Sa loob ng maraming taon, hinarap ni Godel at ng kanyang pamilya ang matinding pagsubokโ€”tagas ang bubong tuwing umuulan, kakulangan sa pang-araw-araw na pagkain, at hirap matustusan ang pangangailangan ng anim niyang anak. Sa kabila nito, hindi siya nawalan ng pag-asa at patuloy na nagsumikap sa paggawa ng s**a, pangingisda, at paglikha ng content online upang makatulong sa pamilya.
Ngayon, may panibagong pag-asa si Godel matapos makatanggap ng tulong pangkabuhayan mula sa DOLEโ€”isang oportunidad na nakikita niyang magsisilbing daan upang mapabuti ang kanilang kabuhayan at mabigyan ng mas maayos na kinabukasan ang kanyang pamilya.

OROQUIETA CITY, Misamis Occidental โ€“ A worker successfully received a total of โ‚ฑ1,233,908.42 in monetary claims through an amicable settlement facilitated by the Department of Labor and Employment Regional Office X โ€“ Misamis Occidental Provincial Field Office (DOLE-X MOPFO) under the Single-Entry Approach (SEnA) program on May 6, 2026.

The settlement was reached in just one conference, highlighting the effectiveness of the SEnA program in providing speedy, fair, and non-adversarial resolution of labor disputes.

The worker sought assistance from DOLE regarding the payment of final pay and separation pay after rendering 18 years of dedicated service before resigning in February 2026. It was established during the conference that, based on their company practice and policy, employees with more than 10 years of service are entitled to such benefits.

Through the conciliation-mediation process, both parties were able to arrive at a peaceful and mutually beneficial agreement, resulting in the release of the workerโ€™s monetary claims amounting to more than โ‚ฑ1.23 million. The settlement included separation pay, longevity pay, allowances, 13th month pay, and birthday gift benefits.

The conference was facilitated by Labor and Employment Officer III Lorraine M. Roa, who ensured a fair, impartial, and expeditious resolution in accordance with existing labor laws, standards, and policies.

Expressing gratitude for the assistance provided by the agency, the complainant, a 41-year-old worker who requested anonymity, thanked DOLE Misamis Occidental for safeguarding employeesโ€™ legal rights and benefits through the SEnA program. He shared that the monetary settlement would help him start a business to support his family of four following his resignation from the company.

Provincial Director Ebba Borbon-Acosta reaffirmed the agencyโ€™s commitment to protecting workersโ€™ welfare and maintaining industrial harmony.

โ€œThe Department of Labor and Employment remains committed to protecting workersโ€™ rights and promoting industrial peace. Through conciliation-mediation, we ensure fair and timely resolutions that benefit all parties involved,โ€ she stated.

The successful settlement underscores the effectiveness of the SEnA program as an accessible and efficient mechanism for resolving labor disputes while reinforcing DOLEโ€™s mandate of upholding workersโ€™ rights and fostering harmonious labor-management relations.

Plaridel, Misamis Occidental โ€“ A simple turnover activity became a meaningful moment of hope for Godel Puyod, a fire survivor and Person with Disability (PWD), as the Department of Labor and Employment (DOLE) Misamis Occidental Provincial Field Office provided her with livelihood assistance on April 27, 2026, in Purok Sudlon, Barangay Bato, Misamis Occidental.

Puyod received a โ‚ฑ50,000.00 sari-sari store package under the DOLE Integrated Livelihood Program (DILP), which aims to help individuals and families start or rebuild their source of income.

The activity was led by Regional Director Atty. Joffrey M. Suyao and Provincial Chief Ebba Borbon-Acosta, with the support of DOLE staff, in coordination with representatives from the local government and barangay officials.

For Puyod, the assistance is more than just a small business. Years ago, she suffered severe burns from a fire incident that left her with permanent physical impairment. Since then, finding opportunities to earn and support her family has been difficult not only because of her condition, but also due to social challenges she continues to face.

During the turnover, Regional Director Suyao emphasized that government programs are meant to reach those who need them the most: โ€œSa ganitong mga pangyayari, ang pinakaimportante dito ay ang ating gobyerno ay makapaghatid ng tulong. Itong tulong na ito ay galing sa ating gobyerno, pinamumunuan ng ating Pangulo, President Bongbong Marcos, sa pamamagitan ng Department of Labor and Employment. Kami ay tagadala lamang ng mga programa ng gobyerno, kung saan kinakailangan ang tulong.โ€

Clearly emotional, Puyod shared her gratitude: โ€œLabis ang aking kasiyahan dahil sa dinami-dami ng taong naghihirap, ako ang nakita ng DOLE para bigyan nitong negosyo. Meron na talaga akong negosyo na matatawag kong sariling akin. Aking plano at sisikapin na mas umunlad pa ito sa darating na panahon, hindi lang sa ngayon, at sa gabay ng Panginoon ay umaasang uunlad pa sa mga darating pang panahon.โ€

Despite her situation, the assistance has already brought a positive change. Puyod now shows renewed confidence and determination to move forward. She expressed her commitment to take care of the business and grow it over time for the benefit of her children.

The turnover highlights DOLEโ€™s continuing effort to reach individuals in vulnerable situations, especially those living in remote areas with limited access to opportunities. Through livelihood support, the Department hopes to give not just income, but also a chance to start again.
