The Provincial Government of Cagayan, through the Provincial Planning and Development Office (PPDO), joins the nation in celebrating the 37th National Statistics Month this October 2026!

𝗖𝗮𝗴𝗮𝘆𝗮𝗻 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗥𝗶𝘀𝗸 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽

On August 12-13, 2026, the Provincial Government of Cagayan conducted a Training Workshop on Risk Profile Updating and the Enhancement, Consolidation, and Finalization of Sectoral Strategies and Programs, Projects, and Activities (PPAs) for the Risk Resiliency Roadmap (RRM) and Investment Portfolio for Risk Resilience (IPRR) in the Province of Cagayan at the Narra Hall, DENR Regional Office 02, Carig Sur, Tuguegarao City.

The two-day workshop focused on updating the province’s risk profile and enhancing, consolidating, and finalizing sectoral strategies and PPAs aimed at strengthening risk resilience. The activity provided an avenue for reviewing and aligning priority interventions to ensure that climate and disaster risks are appropriately considered in the province’s development planning and investment programming.

The Provincial Planning and Development Office (PPDO) provided technical staff who took part in the workshop, led by Mr. Frederick A. Allam, Project Development Officer IV. Joining him were Mrs. Jean Dianne C. Duruin-Palcong, Project Development Officer III; Mr. Mark Eric M. Cacacho, Computer Programmer I; Engr. Joseph Benedict C. Banzuela, Economic Researcher; and Mr. Ralph Angelo T. Pascual, Computer Operator I. Their participation contributed to the technical discussions, workshop activities, and refinement of inputs related to the province’s risk profile, sectoral strategies, and priority PPAs.

The workshop also served as part of the province’s preparations for PCRD Mission 3, scheduled on August 25–27, 2026. The outputs and recommendations generated during the activity will help finalize and consolidate the sectoral strategies and PPAs in preparation for the upcoming mission.

Through these continuing efforts, the Provincial Government of Cagayan strengthens its commitment to risk-informed, climate-resilient, and sustainable development planning, ensuring that priority investments and interventions are responsive to the province’s identified risks and vulnerabilities.

𝗣𝗚𝗖 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗼𝗻 𝗟𝗼𝗰𝗮𝗹 𝗘𝗻𝗲𝗿𝗴𝘆 𝗘𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝗰𝘆 𝗮𝗻𝗱 𝗖𝗼𝗻𝘀𝗲𝗿𝘃𝗮𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴

The Provincial Government of Cagayan in partnership with the Department of Energy – Luzon Field Office (DOE-LFO) successfully conducted the two-day Workshop on the Local Energy Efficiency and Conservation Plan (LEECP) on August 11–12, 2026, at the 2nd Floor PPDO Building, Capitol Hills, Tuguegarao City, Cagayan.

On the welcome remarks of Dr. Archie Articulo, Executive Assistant and Cluster Head of Employment, Environment, and Energy, he highlighted the Governor’s EGAY Platform initiative, which aims toward sustainable socio-economic growth and development through strategic planning focused on ex*****on rather than mere compliance fostering a disciplined government and community moving forward together.

The workshop was facilitated by DOE-LFO technical experts Mr. Angelo C. Gonsay, Ms. Daphne F. Del Mundo, and Ms. Julieta G. Locquiao, with Ms. Rodalyn B. Matute of the PPDO-Project Development Division serving as moderator. Throughout the workshop, participants underwent comprehensive capacity-building modules covering the policy guidelines of Republic Act 11285 (Energy Efficiency and Conservation Act) and the Government Energy Management Program (GEMP). Key technical tracks featured hands-on navigation of the GEMP Online System, practical applications of Cost-Benefit Analysis (CBA) for municipal energy efficiency projects, and strategies for mainstreaming LEECPs into local Annual Investment Programs (AIP) and Comprehensive Development Plans (CDP).

On the second day, representatives from the Province of Cagayan and 21 municipalities/cities: Abulug, Allacapan, Amulung, Aparri, Baggao, Ballesteros, Buguey, Camalaniugan, Gonzaga, Iguig, Peñablanca, Piat, Rizal, Sanchez Mira, Sta. Ana, Sta. Teresita, Solana, Sto. Niño, Tuao, and Tuguegarao City presented their draft energy profiles and plan matrices to the DOE-LFO for evaluation and technical refinement.

To ensure long-term impact, LGUs were recommended to submit their finalized plans to their respective Sangguniang Bayan/Panlungsod for official enactment, consistently upload compliance data to the GEMP online portal, and integrate identified energy efficiency projects into upcoming AIP budget cycles under the continued monitoring of the Department of Energy.

In her closing message, Ms. Elisa G. Umoso, Provincial Planning and Development Coordinator, stressed the vital role of strong collaborative networks in establishing Cagayan as a benchmark for local energy governance through data-driven strategies.

This activity marks another major milestone built on inter-office synergy among the Provincial Planning and Development Office (PPDO), General Services Office (GSO), Provincial Tourism Office, and Provincial Engineer's Office (PEO) reaffirming that local energy conservation planning remains a top priority toward an energy-resilient and sustainable Cagayan.
