A total of 1,666 low-income families in the municipality of Dupax del Sur, Nueva Vizcaya, have received 10 kilograms of rice each under the Local Government Support Fund-Rice Assistance Program (LGSF-RAP) of the Marcos administration.

Mayor Neil Magaway said the distribution was carried out through the local government, in coordination with officials of the town’s 19 barangays, to ensure that the rice assistance reached eligible beneficiaries.

The initiative forms part of President Ferdinand R. Marcos Jr. ‘s continuing efforts to help vulnerable families cope with rising food costs while advancing the administration’s food security and social protection agenda.

“Our personnel closely supervised the distribution to ensure that the assistance was delivered properly and reached its intended beneficiaries,” Magaway said.

He expressed gratitude to President Marcos and the national government for providing the rice assistance, noting that it has greatly benefited residents, particularly those living in the municipality’s upland barangays.

Teresita Llamelo, a beneficiary from Barangay Palabotan, said the assistance has eased the burden of buying rice amid increasing market prices.

“This rice assistance from President Marcos is a big help to our family. We hope the program will continue because it greatly benefits poor households like ours,” she said.

Another beneficiary, John Matan, a farmer from Barangay Banila, also welcomed the government’s assistance and expressed hope that the program would be sustained to help augment the food needs of low-income families.

The work of a police officer does not end when an arrest is made, a crime is solved, or an operation is completed. Behind every police accomplishment is a larger responsibility – to keep communities safe, maintain public confidence, and ensure that those entrusted with enforcing the law remain accountable to the people they serve.

This responsibility is consistent with President Ferdinand R. Marcos Jr. ‘s call for a more visible, disciplined, accountable, and trusted police force as a cornerstone of peace and order. In his message at the 2026 Philippine National Police Day, Marcos emphasized that peace and order should be measured not only by the absence of crime but also by response efficiency, public confidence, and the sense of safety the citizens feel. He likewise called on police personnel to maintain visibility, disciplined conduct, and service that communities can trust.

These principles have become particularly relevant to the Philippine National Police Regional Command 2 during the first 100 days of BGen. Mariano C. Rodriguez as the regional director. While the regional police force continues to intensify peace and order and law enforcement operations, it is also strengthening internal accountability, personnel management, transparency, and partnerships with the media and other stakeholders.

During a recent press conference, Rodriguez presented the accomplishments of the Police Regional Office 2 (PRO2) men and women, also known as the Valley Cops, in crime prevention and solution, anti-illegal drugs operations, the arrest of wanted persons, and other law enforcement initiatives. He also highlighted the significant increase in the police force’s accomplishments in addressing the eight focus crimes being closely monitored across the region.

These accomplishments reflect PRO2’s continuing efforts to protect communities from threats to peace and order. At the same time, Rodriguez emphasized that effective policing cannot be measured solely through arrests, crime statistics, or successful operations. For him, building a professional and accountable police organization is equally important in ensuring that public safety efforts translate into better service and greater confidence among communities.

Building accountability from within

One of the priorities under Rodriguez’s leadership is strengthening accountability within the police organization. PRO2 has established a system to monitor the deployment and duty status of police personnel, helping ensure that officers are properly accounted for and available to perform their responsibilities.

This approach supports the President’s call for a police force whose presence is felt by communities and whose conduct reflects the discipline expected from those entrusted with public safety. For PRO2, accountability begins with knowing where personnel are deployed, ensuring that they perform their duties, and addressing organizational concerns that could affect service delivery.

Sustaining the peace and order campaign

Alongside these internal management initiatives, PRO2 continues to intensify its campaign against crime and other threats to public safety. During Rodriguez’s first 100 days, the regional police office reported increased accomplishments in addressing the eight focus crimes, as well as continuing operations against illegal drugs and wanted persons.

The campaign against illegal fi****ms has likewise been intensified. From May 1 to August 8, 2026, PRO2 recorded 491 fi****ms as part of its continuing efforts to reduce the availability of illegally possessed weapons that could be used in the commission of crimes and other violent activities.

These operations form part of the regional police office’s broader peace and order strategy, which combines law enforcement with preventive measures and stronger coordination with communities and partner agencies. By addressing immediate security threats while strengthening police capability and accountability, PRO2 seeks to sustain a safer environment for residents across Cagayan Valley.

The approach also reflects the Marcos administration’s broader emphasis on peace and security as essential foundations for development and public confidence. The President has directed government agencies to work together to address security concerns through coordinated and whole-of-government efforts, reinforcing the idea that maintaining peace is a shared responsibility among law enforcement agencies, local governments, communities, and other stakeholders.

A partnership built on trust

An important part of this effort is PRO2’s relationship with the media. Rodriguez recognizes journalists as vital partners in ensuring the public receives timely, accurate information about police operations, accomplishments, programs, and other developments concerning peace and order.

Through regular press conferences and open engagement with journalists, PRO2 provides an avenue for the police organization to explain its actions while allowing members of the media to raise questions and seek clarification on matters of public interest. Such interaction helps promote transparency and gives communities a clearer understanding of the work police officers are doing.

This police-media partnership is especially important in building public confidence. A community that is informed about police initiatives and understands law enforcement efforts is more inclined to cooperate in maintaining peace and order.

Rodriguez expressed appreciation to members of the media for their continued partnership in informing the public and bringing police programs and accomplishments closer to communities. The partnership was further strengthened through a Gun Safety Seminar and Fun Shoot conducted by PRO2 Range Officers for accredited media practitioners following the press conference. The activity was followed by the PRO2 Press Corps Meet and Greet at the PRO2 Clubhouse, where Rodriguez and members of the press corps had an opportunity to strengthen professional relationships and discuss ways to further improve police-media cooperation.

Beyond the first 100 days

The first 100 days of Rodriguez at the helm of PRO2 therefore represent more than a tally of police accomplishments. They reflect an effort to strengthen the organization from within while building stronger relationships with those outside the police force who share the responsibility of keeping communities safe.

Crime prevention and law enforcement remain at the core of PRO2’s mandate, but accountability, professionalism, transparency, and communication provide the foundation for sustaining public confidence. In this approach, the police are not working alone but alongside the media, local governments, communities, and other stakeholders.

As PRO2 continues its peace and order campaign, its challenge is not only to respond to crimes and security threats but also to ensure that every police officer understands the importance of professionalism, discipline, accountability, and public service. For many families in Tuguegarao City, every peso saved can mean another day’s medicine, a child’s school allowance, transportation fare, or another meal on the table.

As the cost of basic commodities continues to strain household budgets, government assistance has become more than a temporary relief—it has become a source of hope for thousands of vulnerable residents.

This was evident during the recent distribution of rice assistance under the Local Government Support Fund (LGSF) Rice Assistance Program, where qualified beneficiaries each received 10 kilograms of rice. While modest in quantity, the assistance carries a far greater value for families struggling to stretch their limited income.

For Barangay Linao Norte Captain Renato A. Narag, the impact of the program goes beyond the sacks of rice handed out during the distribution.

Day after day, he witnesses the challenges faced by families in his community, particularly senior citizens living on limited resources, persons with disabilities, and indigent households trying to cope with the rising cost of food.

Many of them, he said, welcomed the assistance with gratitude because it immediately eased one of their biggest daily concerns—putting food on the table.

“Sana lahat ng mahihirap na nangangailangan ay mabigyan,” Narag said, expressing his hope that more struggling families will benefit from similar government programs.

His words reflect the aspirations of many community leaders who see firsthand how even small interventions can make a significant difference in the lives of vulnerable residents.

The rice distribution on July 21 was led by Cagayan Governor Edgar Aglipay and Tuguegarao City Mayor Maila S. Ting-Que, as part of the national government’s ongoing efforts to strengthen food security and provide immediate assistance to vulnerable sectors.

Funded through the LGSF, the program enables local government units to bring food assistance directly to communities, ensuring that aid reaches those who need it most.

Among the beneficiaries were indigent families, senior citizens who have yet to receive pensions, persons with disabilities, and other qualified residents identified by the city government.

The first phase of the distribution covered the barangays of Libag Norte, Capatan, and Larion Bajo in the morning, followed by Caggay, Carig Sur, Carig Norte, Linao Norte, Linao East, and Linao West in the afternoon.

For Mayor Ting-Que, the assistance is not merely about distributing rice.

It is about helping families regain a little financial breathing room.

“Every sack of rice we distribute helps lessen the daily expenses of our constituents,” she said.

Money that would have been spent on purchasing rice can instead be allocated to medicine, electricity, school supplies, transportation, or other essential household expenses.

The mayor also assured residents that each qualified beneficiary will receive rice assistance four times under the program, with succeeding distributions scheduled in the coming months. She emphasized that the city government is implementing the program fairly and transparently to ensure that assistance reaches the intended recipients.

She also expressed gratitude to President Ferdinand R. Marcos Jr. for the national government’s continued support and to Governor Aglipay for partnering with the city government in delivering the program to Tuguegarao residents.

Recognizing that many other families also need assistance, Ting-Que announced that the Provincial Government of Cagayan will conduct a separate rice distribution for sectors not included in the city’s beneficiary list, enabling more residents to receive much-needed support.

The initiative reflects the Marcos administration’s commitment to strengthening food security while empowering local government units to deliver responsive and people-centered services.

By channeling assistance through local governments, national programs can be implemented more efficiently, allowing local officials, who understand the needs of their communities best, to identify and prioritize the most vulnerable households.

For the beneficiaries, however, the significance of the assistance cannot be measured simply by the weight of a 10-kilogram bag of rice.

It means fewer worries about tomorrow’s meals.

It means parents can redirect limited income toward their children’s education.

It means elderly citizens can purchase maintenance medicines without sacrificing food.

It means families can breathe a little easier amid the pressures of inflation.

In many ways, the rice assistance symbolizes something greater than government aid. It represents the shared commitment of the national and local governments to ensure that no Filipino family is left behind during difficult times.

CITY OF ILAGAN, Isabela (PIA) — The Police Regional Office 2 (PRO 2) has reported significant gains in its campaign against crime and illegal drugs during the first 100 days of Brig. Gen. Mariano C. Rodriguez as regional director, citing intensified law enforcement operations and strengthened police accountability measures across Cagayan Valley.

Rodriguez presented the accomplishments during a press conference at the PRO 2 headquarters on August 10, highlighting the regional police office’s performance in crime prevention and solution, anti-illegal drugs operations, the arrest of wanted persons, and other law enforcement initiatives.

He said the increased accomplishments against the eight focused crimes demonstrate the intensified efforts of police personnel to prevent criminal activities, apprehend offenders, and maintain peace and order in the region.

The PRO 2 chief, however, stressed that effective policing should not be measured solely through crime statistics and the number of arrests, but also through the discipline, readiness, professionalism, and accountability of police officers.

The intensified law enforcement campaign is in line with President Ferdinand R. Marcos Jr.’s administration’s continuing priority of maintaining peace and security and strengthening the capacity of law enforcement agencies to protect communities and uphold the rule of law.

As part of his leadership approach, Rodriguez said PRO 2 has strengthened its monitoring of police personnel and their deployment to ensure that officers remain available and responsive to the needs of communities.

The regional office has also established a system to monitor the number of police personnel on duty, allowing police leadership to track manpower availability and ensure that personnel and resources are properly deployed in areas where they are most needed.

A P200,000 financial assistance granted to Barangay Quezon in San Isidro, Isabela through the Office of the President’s “Bawat Barangay Makikinabang” program has enabled the village to improve public safety and invest in education by installing solar-powered streetlights and providing scholarship assistance to graduating college students.

Barangay officials allocated P100,000 of the fund for the purchase and installation of solar-powered streetlights in District Somera, enhancing nighttime visibility and security for residents. The remaining P100,000 was earmarked for scholarship assistance to qualified graduating college students from the barangay, helping ease the financial burden of completing their education.

Barangay Chairperson Myrna D. Sario thanked President Ferdinand R. Marcos Jr. for the assistance, saying the program allowed the barangay to address two of its priority concerns—community safety and educational support.

“On behalf of the Barangay Quezon administration, we sincerely thank President Ferdinand ‘Bongbong’ Marcos Jr. for the ₱200,000 assistance extended to our barangay. We used part of the funds to purchase and install solar-powered streetlights in District Somera, while the remaining amount was allocated for the scholarship assistance of our graduating college students,” Sario said.

She said the installation of solar streetlights will improve visibility in areas that previously had limited lighting, making roads and public spaces safer for residents, especially at night.

Meanwhile, the scholarship assistance will help deserving graduating students complete their studies and prepare for future employment, contributing to the development of the barangay’s human capital.

Sario expressed hope that the program would continue to benefit more communities across the country.

“Maraming salamat po, Mr. President. Sana ay patuloy pang maipagkaloob ang ganitong mga proyekto at tulong sa mga barangay sa buong Pilipinas,” she said.

The Bawat Barangay Makikinabang initiative of the Office of the President provides direct financial assistance to barangays for priority community-based projects that improve basic services and address the immediate needs of local residents.

CITY OF ILAGAN, Isabela (PIA) — The Overseas Workers Welfare Administration (OWWA) Cagayan Valley is exploring corn husk weaving as a sustainable livelihood project for overseas Filipino workers (OFWs) in Ilagan City, transforming agricultural waste into value-added products that can provide additional income for returning migrant workers and their families.

During a visit to the livelihood enterprise of the San Juan OFW Association in Barangay San Juan on July 27, OWWA Regional Director Virsie B. Tamayao assessed the association’s existing livelihood activities and discussed opportunities to diversify and strengthen its income-generating projects.

As part of OWWA’s reintegration program, Tamayao proposed introducing corn husk weaving, which will utilize one of Isabela’s abundant agricultural by-products to produce handicrafts, home décor, and other marketable products.

She said the initiative seeks to transform what is often considered agricultural waste into a sustainable source of livelihood while promoting environmental stewardship and value-adding in the province’s corn industry.

To support the project, OWWA Region 2 will partner with the Department of Science and Technology (DOST) to provide technical training on corn husk processing, weaving techniques, and product development. The Department of Trade and Industry (DTI), meanwhile, will assist the association through entrepreneurship training, product enhancement, packaging, branding, and market linkage to improve the products’ commercial viability.

The initiative gained the support of the City Government of Ilagan.

Sangguniang Panlungsod Member Perly Gawiran said the proposed project will not only create additional livelihood opportunities for OFWs and their families but also help reduce agricultural waste by converting discarded corn husks into high-value products, contributing to a more sustainable and circular local economy.

She also committed to helping promote and market the association’s products through the Ilagan City Pasalubong Center and other local trade and display centers once the members complete the necessary training and product development activities.

Tamayao underscored the importance of maximizing locally available resources through innovation and strong partnerships, noting that the collaboration among OWWA, DOST, DTI, and the City Government of Ilagan can create sustainable economic opportunities for OFW associations while supporting environmental conservation and community development.

The initiative supports the administration of President Ferdinand R. Marcos Jr., which continues to strengthen the reintegration of returning OFWs through livelihood assistance, entrepreneurship development, and skills enhancement programs that foster self-reliance, job creation, and long-term economic resilience.

TUGUEGARAO CITY, Cagayan (PIA) — Residents of Abulug, Cagayan are venturing into giant bamboo propagation following a skills training program aimed at promoting sustainable livelihoods while supporting environmental conservation.

The training, spearheaded by the Office of Second District Representative Baby Aline Vargas-Alfonso, equipped participants with practical knowledge and hands-on skills in giant bamboo propagation, cultivation, management, and production to meet the growing demand for bamboo as a raw material for various industries.

Vargas-Alfonso said the initiative forms part of her continuing efforts to implement programs that protect the environment while creating additional sources of income for local communities.

Participants learned modern techniques in bamboo propagation and plantation management, as well as the economic and ecological value of giant bamboo, which is widely recognized for its role in reforestation, erosion control, climate resilience, and sustainable resource management.

The activity was organized by the Local Government Unit (LGU) of Abulug through its Community Training and Employment Coordinator Office in partnership with several national government agencies.

Resource persons from the Provincial Natural Resources and Environment Office (PNREO) and the Community Environment and Natural Resources Office (CENRO) facilitated the technical sessions and supervised the participants during hands-on demonstrations on bamboo propagation and cultivation.

Meanwhile, the Department of Trade and Industry (DTI) introduced participants to the livelihood and business opportunities offered by the bamboo industry, highlighting value-added products and community-based enterprises that can generate additional income while promoting environmental stewardship.

The resource speakers emphasized that giant bamboo is not only an effective nature-based solution to climate-related challenges but also a renewable resource that can spur local economic growth through the production of furniture, handicrafts, construction materials, engineered bamboo products, and other value-added products.

By combining technical skills development with environmental awareness, the training prepared residents to become active partners in protecting natural resources while creating sustainable livelihood opportunities for their families and communities.

The initiative also supports the administration of President Ferdinand R. Marcos Jr., which continues to promote environmental sustainability, climate resilience, and green livelihood programs that generate employment while conserving the country’s natural resources.

The activity was made possible through the collaboration of the Office of Representative Vargas-Alfonso, the LGU of Abulug, PNREO, CENRO, DTI, and other partner agencies in advancing community resilience, sustainable livelihoods, and environmental protection in the municipality.

SANTA PRAXEDES, Cagayan (PIA) — A total of 1,666 indigent families in the municipality of Santa Praxedes, Cagayan received rice assistance under the Local Government Support Fund (LGSF) Rice Subsidy Program, reinforcing the national government’s food security efforts and continuing support for vulnerable households under the administration of President Ferdinand ‘Bongbong’ Marcos Jr.

Beneficiaries from 10 barangays in the town of Santa Paxedes each received 10 kilograms of rice during the second round of the Assistance to Indigent Individuals or Families-Food Assistance (rice distribution project).

Conducted once every two months, the rice distribution activity aims to help ease the food expenses of economically disadvantaged families.

Mayor Esterlina A. Aguinaldo, together with Liga ng mga Barangay President Rodel A. Aguinaldo, led the distribution of rice assistance to qualified beneficiaries.

Among the recipients was Julieneth C. Dalipe from Brgy. Salungsong, who said the program has significantly eased her family’s daily expenses.

She shared that with their limited income, buying rice regularly consumes a substantial portion of their household budget.

She thanked President Marcos for the sustained implementation of the rice subsidy program, saying the regular distribution every two months ensures that poor families like hers will continue receiving assistance.

“Napakalaking tulong po nito sa amin. Dahil libre na ang bigas, ang perang nakalaan sana para rito ay naipambibili na namin ng kape, asukal, at iba pang pangangailangan sa kusina,” she said.

(This is a great help to our family. We no longer have to spend on rice, we can use the money we save to buy coffee, sugar, and other necessities.)

The rice distributed under the program was procured through negotiated procurement in accordance with the SAGIP SAKA Act, which enables the government to directly source agricultural products from local farmers and farmers’ organizations. The mechanism provides farmers with a stable market while ensuring the timely delivery of quality food assistance to qualified beneficiaries.

Aguinaldo said the LGSF Rice Subsidy Program forms part of the Marcos administration’s broader efforts to strengthen food security, provide immediate relief to low-income families, and create sustainable market opportunities for Filipino farmers.

She added that the initiative supports the Bagong Pilipinas agenda of promoting inclusive growth while ensuring that vulnerable communities have access to affordable and adequate food.
