LGU Tubod Strengthens Earthquake Preparedness Through Contingency Planning Workshop

TUBOD, Lanao del Norte — The Local Government Unit of Tubod has taken a major step in strengthening disaster readiness after completing a four-day Contingency Planning for Earthquake Workshop, reinforcing the municipality’s commitment to preparedness, coordinated response, and community resilience.

Held from April 21 to 24 and facilitated by the Tubod Municipal Disaster Risk Reduction and Management Office (MDRRMO) with technical guidance from the Office of Civil Defense Region 10 (OCD-10), the workshop gathered local responders, partner agencies, department heads, and local officials in crafting a localized earthquake contingency plan for the municipality.

According to Regional Director Antonio Sugarol of the Office of Civil Defense Region10, Tubod is among the first 19 local government units in Northern Mindanao moving toward compliance with the national directive requiring every LGU to establish a dedicated earthquake contingency plan.

“Contingency planning is the way forward,” Sugarol said, emphasizing that preparedness must be based on realistic planning and not assumptions that communities are free from seismic risk.

Meanwhile, OCD-10 trainer Marlyn O. Trozo lauded participants for successfully completing the intensive training and praised the quality of their outputs.

“Keep the fire burning,” she told participants, encouraging them to carry the lessons of the training into implementation.

For Municipal DRRM Officer Vicmar P. Paloma, the workshop’s conclusion signals the beginning of the next phase of work.

Paloma stressed that the contingency plan will undergo further technical refinement and follow-up meetings to ensure it becomes a practical and operational response blueprint.

Paloma highlighted key recommendations generated during the workshop, including verifying the structural safety of emergency operations centers, identifying alternate operations sites, validating response cluster capacities, strengthening resource inventory systems, and ensuring evacuation and temporary shelter areas remain safe during aftershocks.

Supporting the initiative, SB Member Dan Runielle Cabahug, Chairperson of the Committee on DRRM, reaffirmed legislative support for the municipality’s disaster preparedness programs.

Cabahug said the workshop strengthened both knowledge and collaboration among participants, describing the group as “one family” united in promoting community safety.

Mayor Dionisio Cabahug Jr., likewise assured that disaster preparedness remains a priority of the local government, emphasizing that proactive planning is essential in protecting lives and building a resilient community.

Representatives from the Department of the Interior and Local Government, Philippine National Police, Bureau of Fire Protection, Department of Education and various LGU offices also participated in the workshop, reflecting a whole-of-government approach to earthquake preparedness.

With Tubod situated near active fault systems, officials underscored the importance of a localized and realistic contingency plan that can guide response operations during a major seismic event.

Taking a proactive stance against seismic threats, the Municipality of Tubod successfully conducted its Earthquake Contingency Planning workshop from April 21-24, 2026. The intensive four-day session was facilitated by the Tubod Municipal Disaster Risk Reduction and Management Office (MDRRMO) with technical guidance from the expert resource persons of the Office of Civil Defense (OCD) Region 10.

Director Antonio Sugarol of OCD-10 lauded the initiative, noting that Tubod is among the first 19 LGUs in Northern Mindanao to officially craft a dedicated contingency plan for earthquakes. Director Sugarol commended the efforts of the Tubod MDRRM Office and Council for being frontrunners in DRRM in Region 10, emphasizing the municipality's commitment to disaster resilience.

Joining the workshop in a show of strong legislative support was SBM Dan Runnel Cabahug, who participated directly in the crafting of the plan. As the Sangguniang Bayan Chair on DRRM, Hon. Cabahug expressed his wholehearted support for the programs, projects, and activities of the MDRRMO. He shared his pride in the fact that Tubod is initiating such proactive measures, ensuring that the local government stays ahead of potential risks.

Planning isn't just a formality, it is a necessity. Tubod is situated near active fault lines that are part of the Lanao Fault System. Because earthquakes occur without warning, having a localized blueprint for response is critical to minimizing casualties and ensuring a swift recovery for the community.

MDRRM Officer Vicmar P. Paloma expressed his deep gratitude for the "whole-of-government" approach displayed during the workshop. He highlighted the active participation and collaboration of national line agencies including the DILG, PNP, BFP, and DepEd. He also extended his appreciation to the personnel of various LGU offices such as the MSWDO, Media, Sangguniang Bayan, MEO, MPDO, MGSO, and MHO for their vital support and assistance to the initiatives of the MDRRM Office.

Mayor Dionisio Y. Cabahug, Jr. assured the people of Tubod that their safety remains the administration's top priority. He emphasized that LGU Tubod is fulfilling its mandate to ensure a safe and resilient community by proactively setting blueprints for safety plans of actions even before the onset of any disaster. Through this preparation, the LGU ensures that the town is ready to face emergencies and crises with a clear and organized strategy.

CAGAYAN DE ORO CITY (Abril 23, 2026) – Gidayeg ni Antonio Sugarol, Regional Director sa Office of Civil Defense-10 (OCD-10), ang Munisipyo sa Tubod, Lanao del Norte isip usa ka lig-on ug ehemplong komunidad sa disaster risk reduction and management (DRRM), atol sa ikaupat nga adlaw sa workshop sa Contingency Planning for Earthquake nga gihimo karong adlawa.

Sa iyang mensahe, gipasalamatan ni Sugarol ang aktibong partisipasyon sa delegasyon sa Tubod ug gipasiugda nga nailhan ang lungsod isip “resilient community” nga adunay maayong DRRM governance. Naglaum usab siya nga magpadayon kini pinaagi sa padayon nga pagpalig-on sa kahandaan batok sa kalamidad.

“Dili nato malikayan ang linog, apan mapreparar nato ang atong kaugalingon. Ang contingency plan mao ang atong paagi padulong sa kahandaan,” matud niya.

Gipahinungdan usab niya ang aksyon sa LGU Tubod sa miaging mga panghitabo, ilabi na sa ilang boluntaryong pagpadala og responders sa Cebu human sa linog, nga nagpakita sa tinuod nga kahandaan ug malasakit sa komunidad.

Dugang pa niya, ang liderato ug maayong pangdumala sa lungsod makita dili lamang sa mga plano sa papel kundili sa aktwal nga kahimtang sa komunidad nga andam sa kalamidad. Gihulagway niya ang Tubod isip “standard” nga ginatumbok sa ubang LGUs sa rehiyon.

Gidasig usab ni Sugarol ang ubang LGUs nga magpursige aron maabot ang maong lebel sa kahandaan, samtang gipasiugda nga ang DRRM dili angay maapektuhan sa politika ug kinahanglan magpadayon bisan kinsa pa ang lider sa lokal nga panggamhanan.
