𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐋𝐨𝐜𝐚𝐥 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 (𝐋𝐏𝐂) 𝐅𝐨𝐫𝐮𝐦 𝟐𝟎𝟐𝟔

The DILG Cavite takes pride in the active participation of the representatives from the different Local People’s Councils (LPCs) of Cavite LGUs during the 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐋𝐨𝐜𝐚𝐥 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 (𝐋𝐏𝐂) 𝐅𝐨𝐫𝐮𝐦 𝟐𝟎𝟐𝟔, conducted by the DILG Region IV-A CALABARZON on October 7–8, 2026 at the Hotel Casiana and Event Center, Tagaytay City.

The two-day forum brought together representatives of Local People’s Councils from across CALABARZON to share experiences, discuss good practices, and further strengthen people’s participation in local governance.

Adding to this Cavite pride was the opportunity given to 𝐌𝐬. 𝐌𝐢𝐜𝐡𝐞𝐥𝐥𝐞 𝐀𝐫𝐢𝐚𝐬 of the 𝐋𝐨𝐜𝐚𝐥 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐢𝐭𝐲 𝐨𝐟 𝐂𝐚𝐫𝐦𝐨𝐧𝐚, who served as one of the 𝐁𝐞𝐬𝐭 𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐞 𝐒𝐡𝐚𝐫𝐞𝐫𝐬 during the forum.

Ms. Arias shared the experiences and practices of the City of Carmona in strengthening the participation of its Local People’s Council, providing a concrete example of how local mechanisms for people’s participation can be strengthened through collaboration and sustained engagement.

DILG Cavite is proud of our LPCs not only for the good practices they share, but also for their continued presence, participation, and commitment to being partners in local governance. 💙

𝐆𝐀𝐃 𝐒𝐄𝐀𝐋 𝐂𝐄𝐑𝐓𝐈𝐅𝐈𝐂𝐀𝐓𝐈𝐎𝐍 | 𝐑𝐄𝐆𝐈𝐎𝐍𝐀𝐋 𝐓𝐀𝐁𝐋𝐄𝐓𝐎𝐏 𝐀𝐒𝐒𝐄𝐒𝐒𝐌𝐄𝐍𝐓 𝐎𝐅 𝐃𝐈𝐋𝐆 𝐂𝐀𝐕𝐈𝐓𝐄

The DILG Cavite Provincial Office underwent the Regional Tabletop Assessment for GAD Seal Certification, conducted by the DILG Regional Office IV-A, as part of the continuing efforts to strengthen gender mainstreaming and promote gender-responsive governance within the Department.

The assessment provided an opportunity to review the Provincial Office’s GAD mechanisms, programs, activities, accomplishments, and supporting documentation, while also identifying areas for continuous improvement in advancing gender-responsive practices in the workplace and in the delivery of services.

More than a certification, the GAD Seal reflects an organization’s continuing commitment to mainstream gender perspectives in its policies, programs, processes, and practices.

CALABARZON Infrastructure Audit Immersion and Media Documentation Drive

The DILG Region IV-A CALABARZON, together with the DILG Cavite Provincial Office, conducted an infrastructure audit immersion and media documentation activity in the Municipalities of Noveleta and Rosario, Cavite. The activity featured the Cavite Provincial Local Infrastructure Audit Team (LIAT), which conducted the actual infrastructure audit, with the Regional Office and media team supporting the immersion and documentation activities.

The activity included on-site familiarization and documentation of notable local sites as part of the continuing efforts to strengthen infrastructure audit practices and promote proper documentation of local infrastructure and heritage sites.

BRIDGING KNOWLEDGE TO LOCAL GOVERNANCE: THE FIELD APPLICATION AND COMPETENCY REVALIDATION ACTIVITY (FACRA) CONTINUES ACROSS CAVITE!

As a vital component of the Coaching and Mentoring Program for Local Government Operations Officers (LGOOs), the FIELD APPLICATION AND COMPETENCY REVALIDATION ACTIVITY (FACRA) serves to reassess and showcase the competencies acquired by Program Completers through the actual facilitation of capacity development interventions for local functionaries.

Demonstrating commitment to excellence in local governance, two LGOOs recently facilitated their respective FACRA sessions in their assigned municipalities:

LGOO VI Niña Norisa C. Maranga successfully facilitated her FACRA on October 5, 2026, in Poblacion 5, Magallanes, Cavite, where she led discussions on Barangay Legislation, helping strengthen the capacity of local functionaries to formulate effective local policies.

LGOO VI Josephine S. Dela Rosa conducted her FACRA on October 6, 2026, at Barangay Talipusngo, Maragondon, Cavite, where she thoroughly discussed Local Legislation (Sections 48–59 of the Local Government Code of 1991), empowering the Sangguniang Barangay to craft legislative measures responsive to community needs.

Following each session, the FACRA Assessment Team conducted structured one-on-one coaching and mentoring based on the FACRA Coaching and Mentoring Tool, providing observations and strategic recommendations to further sharpen the Completers' facilitation capabilities.

These activities reaffirm DILG Cavite's continuous drive to build capable, responsive, and resilient local leaders across the province.

The Department of the Interior and Local Government (DILG) Cavite takes pride in the participation of our 𝐂𝐢𝐯𝐢𝐥 𝐒𝐨𝐜𝐢𝐞𝐭𝐲 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧 (𝐂𝐒𝐎) 𝐃𝐞𝐬𝐤 𝐎𝐟𝐟𝐢𝐜𝐞𝐫𝐬 during the Regional CSO Desk Officers' Capacity Building 2026, held on October 5–6, 2026 at Hotel Casiana and Events Center, Tagaytay City.

Bringing together CSO Desk Officers from across the region, the activity served as a meaningful avenue to strengthen their knowledge, skills, and capacities in advancing meaningful CSO participation and engagement in local governance. 🤝

Adding distinction to the regional gathering, the 𝐂𝐢𝐭𝐲 𝐨𝐟 𝐂𝐚𝐫𝐦𝐨𝐧𝐚 thru the City CSO Desk Officer, 𝐌𝐬. 𝐂𝐢𝐞𝐧 𝐀𝐧𝐠𝐞𝐥𝐚 𝐁. 𝐁𝐚𝐮𝐫𝐢𝐥𝐞 was given the opportunity to share its best practices and experiences in fostering meaningful CSO participation and engagement.

Having one of our LGUs recognized as a 𝐁𝐞𝐬𝐭 𝐏𝐫𝐚𝐜𝐭𝐢𝐜𝐞 𝐒𝐡𝐚𝐫𝐞𝐫 at the regional level is truly a source of pride. It reflects the City of Carmona’s continuing efforts to build strong partnerships with Civil Society Organizations and demonstrates how good local governance practices in Cavite can inspire and be shared with fellow LGUs across CALABARZON.

The presence of the CSO Desk Officers reflect the commitment of LGUs in strengthening inclusive and participatory governance.

Blessing of a Completed Green, Green, Green Program Project

The Department of the Interior and Local Government (DILG) Cavite attended the blessing of the completed project under the Green, Green, Green Program FY 2024 in the City of Dasmariñas. The occasion marked the completion of an infrastructure project designed to provide a safer, more accessible, and pedestrian-friendly space for the community.

The project reflects continued efforts to enhance public spaces and support improved mobility and accessibility for residents of the city.

This October, DILG Cavite celebrates the continuing journey of local governance toward a future that is more responsive, inclusive, innovative, participatory, and people-centered.

For 35 years, the Local Government Code of 1991 (Republic Act No. 7160) has provided the framework for strengthening local autonomy, empowering Local Government Units (LGUs), and bringing governance and public services closer to the people.

As we look toward the next generation of local governance, the challenge is not only to sustain what has been achieved, but also to continuously transform the way we govern, collaborate, innovate, and serve.

✨ FROM LEARNING TO FIELD APPLICATION | COACHING & MENTORING PROGRAM FOR LGOOs ON LOCAL LEGISLATION ✨

As part of the continuing professional development of the Program Completers of the Coaching and Mentoring Program for LGOOs on Local Legislation, OIC Provincial Director and Program Coach, Marcial A. Juangco facilitated the Post-Program Field Application Observation and Coaching with LGOO III Rey Ann M. Avilla after successfully conducting her learning activity at Brgy. Kaytambog Indang Cavite.

Following the observation, a reflective coaching conversation was conducted, focusing on recognizing competencies successfully demonstrated in the field, identifying specific skills and competencies that may still be strengthened; determining appropriate coaching, training, and other forms of support; and establishing concrete and actionable steps for continuous professional growth.

Through this process, the Coaching and Mentoring Program goes beyond the completion of training modules. It creates a continuing learning cycle—learn, apply, observe, coach, reflect, and improve!

3rd QUARTER LGRC MSAC MEETING | September 30, 2026

The Local Government Resource Center – Multi-Stakeholder Advisory Council (LGRC MSAC) convened its 3rd Quarter Meeting on September 30, 2026 via Zoom, bringing together its partners and stakeholders to reflect on the gains achieved, strengthen collaboration, and prepare for the activities ahead.

The meeting provided an opportunity to highlight the LGRC MSAC’s accomplishments for the 3rd Quarter, including activities conducted, meaningful collaborations, and strengthened partnerships that contributed to the continued delivery of capacity development and knowledge support initiatives for local governments.

The MSAC also discussed opportunities to further expand partnerships and collaborative initiatives with its stakeholders, recognizing that sustained cooperation and shared expertise are essential in making LGRC programs more responsive, relevant, and impactful.

The Council reviewed the upcoming MSAC activities and scheduled initiatives for the 4th Quarter, ensuring that planned programs and commitments are aligned and coordinated among partners.

Members and partners were likewise reminded of the submission of the Accomplishment Report for the BUGKOS – LGRC Community Currency, an important part of documenting the implementation, accomplishments, and contributions of participating stakeholders.
